After Gopal B Hosur, took charge as the Inspector General of Police (IGP) Western Range, Mangalore police have had many a success stories to proudly speak of. The busting of Chota Shakeel gang, discovery of Prasad Attavar’s underworld links and his arrest, and many more events just made the Mangalorean Police fraternity add feather after feather in its cap.
Hosur has earlier worked as the Joint Commissioner of Police (crime) in Bangalore. He then even served as the Dy Inspector General of Police (Western Range) in February 2009 before taking charge as the Inspector General of Police (Western Range) in May 2009. One of his remarkable experiences include the operations against Veerappan that he participated in.
He has been honoured with several awards including the Gallentry medal from the President of India in 2004, President’s Police Medal for distinguished Service in 2007, and Chief Minister’s gold medal on two occasions as well.
Edmond Fernandes finds out more from the man about him and his department. Excerpts from the interview:
1-How do you plan to utilize the era of internet to connect with your citizens? Gone are the days of print and calls!!
Well; great development is made in this respect.

2-Why did you select Police force as your profession? Anything special?
Police was the next best choice available for me based on my rankings and interview headway.
3-What is your definition of Terrorism?
Terrorism is an organized act to threaten unity and integrity of the Nation through violent means.
4-What measures have you taken to curb terrorist activities in Mangalore?
Organization like Indian Mujahidin, Naxals, Maoists, SIMI are banned under the law. We are closely observing such outfits and many more and working with IT department to curtail it.
5-Please throw some light on the property returning initiative that the police have initiated recently?
Whenever a property is seized by the police, it should go to the lawful owner; things just get collected at the Police Station, so we intend to return it.
6-What is your take about smoking in public places?
Smoking in public places is banned and neither is it good.
It should either be enforced through law or through education. Majorly changes need to be brought through education.
7-You have been given Commissioner Head! What regions are under you?
Inspector General of Police, Western Range and Entire Coastal Karnataka and Chikmangulur district, Police Commissioner of Mangalore City.
8-There are random stabbing incidents observed and kidnapping, murders, why cant the police force, reduce such incidents to negligible?
Such incidents have been reduced drastically, but the public role is of prime importance in helping us, which most don’t.
Having said that, there are 4-5 stakeholders in criminal justice, namely- police , prosecution, judiciary, prison department & civil society( Press, politicians, opinion makers etc)
9- We see many doctors, hospitals being attacked, why is there no protection to hospitals at large & doctors & nurses in particular? Don’t you think they do all they can to save a life?
Medicine is being commercialized & is more a business today. The patients are being charged highly & some don’t get proper service too, due to which the anger is manifested.
10- Why police personal are gaining pot- bellies & turning unfit?
They are made to work for 12-14 hrs a day. They are deprived of health, family life & recreation. There is no time for exercise. But even after all this; we do have yoga sessions, drills & other trainings which goes on.
11- Why do people blame & say that police work hand in gloves with fundamentalist & are influenced by ministers, how do you justify this?
Change is evolving after the Supreme Court’s decision. No transfer of any official within 2 years is possible unless challenged on grounds of moral turpitude.
12- Recently a student group alleged that they had been to the police station to register a complaint but instead were detained & tortured by the cops? Views?
Some mischievous elements came, speaking non sense. During the SSLC exam other fellow Muslim students showed their face but this 1 student didn’t want to, how is the examiner supposed to identify if the person writing the paper is the same or some1 fake is appearing for the student??
12- How do you get more youth support, to help themselves & indirectly help you? As youth are ignorant, they are being used as a medium for all problems?
The officials are visiting schools & speaking to the young minds. The additional SP, SI are doing a good job. Police youth club and others programmes are being held.
13- We see films, where a wrong idea about police is given? They are portrayed as jokers?
Its true that the authorities are being ridiculed, which is really sad, it’s the censorship board responsibility to look into this aspect.
14- Do you think un-uniformed police station is a good idea?
Yes it is, but it would take time before it manifests.
Specially those for women exclusively, those for children where they don’t realize it’s a policeman etc.
15- Why don’t you order shoot at sight during communal clashes?
Under law, we do use if permitted to, but it depends on the gravity of the situation. For e.g: If two people fight without weapons, gun is not required, similarly if tear gas would help somewhere, we first go for that.
16- People are losing faith in the police due to grounds of arrogances. How do you plan to revive lost identity?
We have now adopted a zero-tolerance policy to such things. Role of society is also very important.
17- What message would you want to give people through our media?
Have faith and trust in the police, encourage doing what is right, mistakes do happen at times.
