Terror link: No evidence against arrested cleric, says Bengaluru police chief

Bengaluru, Jan 9: Bengaluru police have admitted that they do not have any evidence against Maulana Syed Anzar Shah Khasmi, a cleric, who was picked up by the Delhi police on Wednesday for alleged ‘terror links’ and ‘hate speeches’.

clericHowever, the city police had been keeping an eye on him for past several months, according to Police Commissioner N.S. Megharik.

“He was under watch for his hate speeches but the police were not aware of his terror links. We do not even have any evidence that he was involved in terrorism,” the top cop clarified. He also justified the decision of Delhi police to arrest him based on the evidence gathered by Delhi police.

A senior official said that the jurisdictional Kumaraswamy Layout police used to monitor him and prepared a dossier about his activities.

“The police had even met members of the mosque committee and sought details about him. But before the dossier was submitted, the Delhi Police picked him up since they had concrete evidence about his terror links,” the officer said.

Khasmi, who hails from Shivajinagar in Bengaluru, had had studied in Deoband in Uttar Pradesh for two years before starting his career. He served as imam and khatib in various mosques.

He is married and has two sons and a daughter. One son is married and the other is studying in a madrasa. Qasmi lived in Hegde Nagar on Tannery Road before moving to a house he built in Ilyas Nagar recently.

Nayaz Pasha, the head of Makkah Masjid in Banashankari, where Khasmi was a preacher, said that the mosque committee had strictly instructed him to deliver sermons based only on the Qur’an and not to target other religions. Some women had objected to his views about the fairer sex and lodged a complaint at the Tilak Nagar police station.?

He would often tour Chennai, Mysuru, Mumbai, Ahmedabad,?Kolkata, Lucknow, Jharkhand and other parts of the country to make speeches.

New Delhi, Jan 27: Non-Muslim refugees from Pakistan, Bangladesh and Afghanistan will have to provide proofs of their religious beliefs while applying for Indian citizenship under the controversial Citizenship Amendment Bill (CAA), officials said on Monday.

The applicants belonging to Hindu, Sikh, Christian, Buddhist, Jain or Parsi faiths will also have to furnish documents to prove that they entered India on or before December 31, 2014.

Those who will seek Indian citizenship under the CAA will have to provide proofs of their religious beliefs and this will be mentioned in the rules to be issued under the CAA, a government official said.

According to the CAA, members of Hindu, Sikh, Buddhist, Jain, Parsi and Christian communities who have come from Pakistan, Bangladesh and Afghanistan till December 31, 2014, due to religious persecution there will not be treated as illegal immigrants and will be given Indian citizenship.

The central government is also likely to give a relatively smaller window of just three months to those who want to apply for Indian citizenship in Assam under the CAA, another official said.

Some Assam-specific provisions are expected to be incorporated in the rules to be issued for the implementation of the CAA.

Assam chief minister Sarbananda Sonowal and his finance minister Himanta Biswa Sarma had made a request about a fortnight ago to keep a limited period window for applying under the CAA and also incorporate some other Assam-specific provisions in the CAA rules.

The move comes in view of continuing protests against the CAA in Assam that have been going on since the legislation was passed by Parliament in December last year.

There has been a growing feeling among the indigenous people of Assam that the newly enacted legislation will hurt their interests politically, culturally as well as socially.

The Assam Accord provides for detection and deportation of all illegal immigrants who have entered the country after 1971 and are living in the state, irrespective of their religion.

The protesters in Assam say that the CAA violates the provisions of the Assam Accord.

Bengaluru, Feb 24: Census authorities in Karnataka have requested deputy commissioners in the state’s districts to hold outreach and awareness campaigns about the National Population Register (NPR), as they fear misgivings about the exercise could hurt the forthcoming enumeration of population.

The house-listing phase of the Census and updating of NPR will be rolled out simultaneously by mid-April in the BJP-ruled state.

About 1,50,000 enumerators will handle the massive exercise.

Officials believe widespread awareness will help address concerns about the NPR data-gathering process and make people cooperate with enumerators when they visit houses for both NPR and census work.

“Sensing the kind of questions that enumerators may face when they do house visits, in all video conferences with deputy commissioners of districts, we have requested to establish contact with local representatives,” SB Vijay Kumar, director of Census Operations in Karnataka told news agency. “We have asked them to organise outreach programmes to ensure that people’s doubts are resolved before the information gathering work begins,” he added.

Census operations are handled by the Union home ministry. Several district officials are said to have raised concerns about the possibility of people refusing to share information when the work on the census and NPR begins in two months. This would affect the quality of the census work, making the exercise incomplete.

news channel earlier reported that people in parts of Karnataka had declined to share personal information with officials visiting households in connection with government programmes, suspecting them of gathering data for the yet-to-be unveiled National Register of Citizens, following enactment of the Citizenship Amendment Act (CAA) recently.

Kumar said district authorities will train and sensitise enumerators to tread carefully while gathering information. Enumerators will be told not to demand information but seek it gently.

“We will tell enumerators to proactively engage with people. For instance, if an old man in a village does not know his exact date or place of birth, the enumerator may engage in a conversation with the person that may elicit some anecdotes and roughly establish the year and the place of birth,” the census director said.

As of now, the NPR questionnaire has 21queries, but officials say it has not yet been finalised.

With most of the census and NPR data gathering and storage happening digitally this time, the challenge before census officials is to convince people that the data would remain safe.

“Individual data is sealed and all that we can see is collective data. The information is consolidated and tailor-made. We are telling district officials to create awareness about data safety as well,” Kumar said.
