China pushes India to the wall on Brahmaputra

New Delhi, Aug 8: On July 30, the usually combative Uma Bharti, the union minister for water resources, exhibited a diffident demeanor in the Lok Sabha when she gave out that China may construct three more hydropower projects on the Brahmaputra in Tibet (called Yarlung Tsangpo there) under its recently announced 12th Five Year Plan.

UmaBhartiThe minister added two other important facts. First, she indicated that an earlier such power project at Zangmu, other than the proposed three, is a run-of-the-river type. Secondly their effects and significance cannot be judged at the moment due to non-availability of data.

The minister's statement, instead of clearing the air of confusion and apprehension, is however likely to cause more doubts. There is an existing agreement between India and China which covers exchange of hydrological data between the two countries on the Brahmaputra. Has this agreement fallen into disuse? Secondly, the said projects being run-of-the-river type does not hold out any assurance because even these types of projects entail creation of storage dams.

The aforementioned hydro power projects will be located at Dagu, Jiexu and Jiacha, all in the middle reaches of the Brahmaputra. Another one at a place called Zangmu, whose existence was long denied by China but ultimately conceded in 2010 after repeated Indian protestations, has already been partly commissioned. In spite of Uma Bharti's apparent calm and nonchalance in the Lok Sabha, doubt persists in New Delhi's corridors of power. During the time of the previous UPA government it was decided that the ministries of defence, external affairs and the department of space would take up the matter jointly with China. Was it really done? An answer is necessary.

Ominous warnings are close at hand. On March 1, 2012, the river Siang (the local name of the Brahmaputra in Arunachal Pradesh) had run completely dry at a place called Pasighat where it normally used to be very wide. Although the river picked up momentum later on, it has not yet attained its former virility.

Moreover, all the four hydro projects will be situated very close to each other and this complicates the matter further as large amounts of water will be stored within a narrow geographical expanse leading to the possibility of depriving northeastern India of not only water but also the much-needed silt which makes the Assam plains fertile. There may also be floods in the region if China decides to arbitrarily release water from these dams during the monsoon.

How many hydroelectric dams has China been constructing in Tibet? There is a great divergence of opinion on the matter. Some say the number adds up to more than 100. However Jana Jagriti, an Assam based NGO, thinks that 26 are coming up. According to its estimate, Assam will get 64 percent less water during the monsoon season and 85 percent less water during in the rest of the year due to China's dam building activities.

But the real cause of concern for India is the widespread report that China would construct a giant hydro power project at a place called Medog which is very near the Great Bend, a great U turn which the mighty Brahmaputra takes before entering India after a 2,000-metre fall. It is slated to generate 38-49 gigawatts of electricity, which is more than India's installed hydro capacity of 33 gigawatts. If it materializes, the dam will be twice as big as the Three Gorges Dam on the Yangtze river. That China is serious about the Medog plant is borne out by the development and upgradation of the Bome-Medog highway, a kind of infrastructural development which generally precedes beginning of such projects. There are reports that China has constructed two huge water reservoirs at the Great Bend area with storage capacities of 42 million and 31 million cubic metres.

All these projects are situated in an earthquake-prone area and very close to the geological fault line where the Indian Plate collides with the Eurasian Plate. According to many experts, the massive earthquake in 2008 breaching parts of the Three Gorges Dam was caused by the stupendous weight of water of the nearby Zipingpu Dam which was just half-a-kilometre from the geological fault line. If such a catastrophe occurs again, vast areas of Assam and Arunachal Pradesh will go under water.

The crux of the problem is that there is no water sharing treaty between India and China covering trans-national rivers and using the international law that existing usage of water will determine respective shares of countries, Beijing has pushed New Delhi to the wall. India has only itself to blame.

New Delhi, Feb 14: AAP convenor Arvind Kejriwal has invited Prime Minister Narendra Modi to his swearing-in ceremony scheduled to take place at the Ramlila Maidan on February 16, senior party leader Gopal Rai said on Friday.

Rai, the convenor of the Aam Aadmi Party's Delhi unit, said a letter was sent to the prime minister on Friday morning.

All seven Delhi MPs and eight newly-elected BJP MLAs have also been invited for the oath-taking ceremony, Rai told news agency.

No chief minister or political leaders from other states will be part of the event as it will be a "Delhi-specific" ceremony, Rai had said on Thursday.

Kejriwal, through front-page advertisements in newspapers, has urged Delhiites to attend his oath-taking ceremony as he is set to become the chief minister of Delhi for the third consecutive term.

Kejriwal will take oath as Delhi Chief minister along with his cabinet at Ramlila Maidan at 10 am on Sunday.

Kashmir, Mar 3: Four days after the National Investigation Agency made a major breakthrough in the Pulwama terror attack case over a year after the bombing, arresting one person who had sheltered the suicide bomber Adil Ahmad Dar, the NIA on Tuesday arrested two more people in the case - a father-daughter duo - who had also provided shelter to the bomber, officials said.

The NIA also claimed that the video of the suicide bomber was also recorded at their residence and released by the Jaish-e-Mohammad (JeM) terror group from Pakistan after the attack. An NIA spokesperson in Delhi said: "Two more persons have been arrested by the agency in the Pulwama terror attack case and they have been identified as Insha Jan, 23, and her father Tariq Ahmed Shah, 50, who works as a tipper driver."

The official said that the father-daughter duo have been arrested from Hakripora area in Pulwama for their involvement in the attack. The two were arrested on early Tuesday morning after senior officials of the NIA raided their house on Monday night.

A senior NIA official related to the probe told IANS: "The video of Dar, who attacked the CRPF convoy, was recorded at the home of the duo. And the same video was released soon after the Pulwama terror attack by the JeM terrorists from a Pakistani IP address."

He said, "The video was shared by them to their handlers in Pakistan."

The spokesperson further claimed that during the probe Tariq Ahmed Shah disclosed that his house in Hakripora area was used by Dar, Mohammad Umar Farooq, a Pakistani terrorist and IED maker, Kamran - another Pakistani terrorist (both were later killed in encounters with security forces), Sameer Ahmed Dar, a Jaish-e-Mohammad terrorist from Pulwama and Mohammad Ismail aka Ibrahim, a Pakistani terrorist.

The spokesperson said that Shah facilitated all the terrorists at his house for sheltering and for planning of the heinous attack on the CRPF convoy. He said Jan, daughter of Shah, facilitated the terrorists at their home and provided food and other logistics during their stay on more than 15 occasions for two to four days each time, in their house during the year 2018-2019.

"Initial interrogation has revealed that Jan was in constant touch with Farooq and was in communication with him over telephone and other social media applications," the spokesperson said. The fresh arrests of the two accused brings the total number of arrests in the case to three.

The arrests were made on the revelations of Shakir Bashir Magrey, who was arrested by the anti-terror probe agency on February 28. According to senior NIA officials, more arrests will be made in the coming days. Magrey, a resident of Hajibal, Kakapora in Pulwama district of Jammu & Kashmir, is an overground worker (OGW) of the Pakistan-based Jaish-e-Mohammad (JeM).

According to agency sources, Magrey allegedly provided shelter and other logistical assistance to the Pulwama suicide bomber. He was sent to 15 days' NIA custody by a special NIA court in Jammu & Kashmir on Friday. During interrogation, Magrey revealed that he had harboured Dar and Pakistan-based terrorist Mohammad Umar Farooq in his house from late 2018 till the attack in February 2019 and assisted them in the preparation of the Improvised Explosive Device (IED). His shop is located near Lethpora bridge, and as advised by Mohammad Umar, he started conducting reconnaissance of the movement of CRPF convoys on Jammu-Srinagar Highway in January 2019, and informed Mohammad Umar and Adil Ahmad Dar about it.

Magrey was also involved in modifying the Maruti Eeco car and fitting the IED into it in early February, 2019 and was introduced to Adil Ahmad Dar in mid-2018 by Mohammad Umar and he became a full-time OGW of JeM.

"During his initial interrogation, he disclosed that on several occasions, he collected and delivered arms, ammunition, cash and explosive material to JeM terrorists, including those involved in the Pulwama attack," the agency had said on February 28.

"During investigation, the make, model and number of the car used in the attack was quickly ascertained by NIA to be a Maruti Eeco through forensic examination of the tiny remnants of the car which were found at the spot during extended searches," the agency stated.

"This has been corroborated by accused Shakir Bashir Magrey. The explosives used in the attack were determined to be ammonium nitrate, nitro-glycerin and RDX, through forensic investigation," it said.

New Delhi, Feb 5: Taking on Delhi Chief Minister Arvind Kejriwal after Shaheen Bagh shooter Kapil Baisala was identified as an AAP worker by police, BJP chief J P Nadda on Tuesday said it exposed the party and Kejriwal who were playing with the country's security.

The Aam Aadmi Party hit back, questioning the police investigation.

In a series of tweets, Nadda said people of the country and Delhi today have seen the "dirty face" of AAP.

"For political longing, Kejriwal and his people even sold the security of the country. Earlier, Kejriwal used to insult the Army and advocate terrorists, but today relations with those who carry out their terrorist activities came to light," he said.

Nadda said he wanted to make it clear to Kejriwal that this country is bigger than any election, any government, and "this nation will not forgive those who play with its security. Kejriwal and his entire team have been exposed. The people of Delhi will give a befitting reply".

He claimed the entire country has seen "photos of Imam Hussain, the MLA and former minister of the Delhi government, with a radical terrorist organisation, PFI".

Days before Delhi goes to polls, police claimed that Baisala is a member of the Aam Aadmi Party. They said Baisala joined the party in early 2019 along with his father.

Police said it had photos of Baisala purportedly joining AAP along with his father Gaje Singh last year.

AAP's Rajya Sabha MP Sanjay Singh alleged that photos which were part of investigation were leaked to the BJP. He also said the party will approach the Election Commission to raise this issue, which has cropped up four days before the polling date.

"On whose instance, the police is giving statement? How did the photos which were part of the investigation reach the BJP? Before the news came out, Manoj Tiwari in the morning stated that the accused was from AAP. How did Manoj Tiwari get this news," Singh questioned in a press conference.

Union minister and BJP's in-charge for the Delhi polls, Prakash Javadekar, in a press conference alleged that "their (AAP's) designs are very clear from the beginning and they are trying every trick".

The whole conspiracy of AAP is to "divide society, cause fear in a community and create a vote bank," he charged.

Javadekar also claimed that photos of Baisala were recovered by police from his mobile phone although they were erased.

He also claimed that Baisala and his father were welcomed by Sanjay Singh at their joining of AAP.

"This proves AAP misleads youth and pushes them on the wrong path. AAP's strategy is to divide two communities, they want to instigate riots in Delhi," Javadekar alleged.

He further alleged that AAP leader Sanjay Singh had said violence would take place in Delhi. Their "conspiracy has been exposed by Delhi Police," he claimed.

"We condemn this politics of AAP," he said.

Javadekar also claimed this was "not an isolated incident" as AAP member Amanatullah Khan made a "very provocative speech" and the party supported Shaheen Bagh and did not give permission for the prosecution of members of the "tukde-tukde gang".

He hinted the BJP could approach the Election Commission against AAP over the issue.
