Dubai: 23 NRIs lose passports in New Year fire; get exit papers

Dubai, Jan 8: At least 23 Indians affected in the New Year's Eve fire at the Address Downtown Hotel have left the country on emergency exit papers issued by the Indian Consulate in Dubai after they lost their passports in the blaze.

The belongings of hundreds of hotel guests and residents (including owners and tenants residing in the hotel apartments) in the 63-storey hotel were affected in the fire. The blaze had raged through 40 floors upwards after starting off in the 20th floor a couple of hours before the stunning New Year fireworks at the Burj Khalifa started.

The hotel authorities had coordinated with various embassies and consulates to assist the guests who lost their passports in the fire to travel back to their destinations. In a statement issued last week, Mohamed Alabbar, chairman of Emaar Properties, thanked various embassy and consulate officials in the UAE for their support in facilitating the travel and documentation process for the hotel guests.

The Indian Consulate had set up a special helpline to address queries. The website of the mission continued to scroll the helpline number and email address for contact even until Thursday.

When contacted, an official in charge of the team assisting the fire victims told Khaleej Times the mission had assigned a team of officials to assist the fire victims, and helped many hotel guests leave the country by issuing an emergency certificate, also known as out-pass.

"We had visited the site to enquire about the welfare of the Indians affected in the fire ... and we had been in touch with the hotel authorities," the spokesperson said.

The hotel management, he said, informed the mission that at least 72 occupants were Indian nationals. "We assume they are guests who booked the hotel rooms for New Year celebrations and could have one or more family members also with them."

However, not all of them required help with travel documents. "We issued ... the out-passes for those who lost their passports. Only 23 applications came in for these emergency certificates."

He said the applicants had produced soft copies of their damaged or lost passports as proof. "Most of them had come down from India and a handful of them came from elsewhere, probably."

However, he said the mission has not yet received any applications from the Indian residents in the hotel apartments. "So far, we have handled the applications of only those who came on visit visas."

Dubai, Jun 30: The UAE Embassy in India on Tuesday urged expats stranded in India to procure travel approvals from the Federal Authority for Identity and Citizenship (ICA) in the UAE ahead of their travel to the UAE.

It has also assured UAE residence visa holders that a no-objection letter to travel would be issued on a humanitarian basis, as long as the resident meets all conditions set by the government of UAE.

The UAE Embassy in New Delhi tweeted Tuesday morning, "The @UAEembassyIndia would like to draw the attention of the valid UAE residence permit holders currently present in India, to the necessity of obtaining necessary approval from the @ICAUAE while ensuring that all conditions set by the UAE competent authorities are observed."

It added, "Please note that UAE will issue no objection letter to travel in some humanitarian cases only that meet all conditions and requirements."

The embassy also affirmed its commitment to the decisions of the Indian authorities regarding the continued closure of airports in India, and implementation of some restrictions that do not allow foreign airlines to carry passengers.

"We express our thank for your cooperation and your understanding of the current global situation, and in case there is any developments in this regard, we will publish it on the official platforms of embassy (sic)," the Embassy tweeted.

Dubai, May 3: Over 150,000 Indians in the UAE, who wish to return home amid the coronavirus lockdown, have applied through the online registration process to the Indian missions here, according to media reports.

The Indian missions in the country last week opened online registration for the expatriates who wish to fly back home after getting stuck in the country amidst the lockdown due to the coronavirus pandemic.

As of 6 pm on Saturday, we received more than 150,000 registrations, Consul General of India in Dubai Vipul told the Gulf News on Saturday.

A quarter of them want to return to their homeland after losing their jobs, he said.

According to a report in the Khaleej Times on Sunday, about 40 per cent of the applicants who have registered are blue-collared workers and 20 per cent are working professionals.

"Roughly 20 per cent have suffered job losses and about 55 per cent of the total applicants are from Kerala," Neeraj Aggarwal, Consul, Press, Information, Culture was quoted as saying in the report.

Aggarwal said that the figures would change as they are expecting registrations from workers from other states, including Telangana, Uttar Pradesh, and Bihar.

About 10 per cent of the applicants are visit and tourist visa holders who got stranded here due to the ongoing lockdown in India.

India extended the ongoing lockdown by two weeks from May 4 to contain the spread of the coronavirus that has affected nearly 40,000 people in the country.

Aggarwal said that a small number of the applications constitute those from pregnant women and other medical cases.

Since the online registration process was launched, the Consulate's website crashed several times due to the heavy rush of applicants wishing to register to fly back home.

The site has been working fine now though it took a lot of time for it to stabilise in the initial phase due to the heavy traffic, the counsel general said.

He said that the missions here have not yet received any information from the Indian government about the mode of transport of the stranded citizens, the prices of the tickets or how the COVID-19 test results of applicants would be assessed for their journey.

There are high-level discussions going on regarding these things, he said in the report.

Meanwhile, Norka (The Non Resident Keralites Affairs) said it has received a total of 398,000 applications from Keralites across the globe who wish to return home.

"Of which, the highest numbers are from the UAE. At least 175,423 applicants have signed up from the UAE," Norka said in an official statement on Saturday.

It also received 54,305 registrations from Saudi Arabia, 2,437 from the UK, 2,255 from the US, and 1,958 from Ukraine from those who wish to return to India, the Khaleej Times reported.

The coronavirus has infected 13,599 people and claimed 119 lives in the UAE, the Ministry of Health and Prevention said on Saturday.

Abu Dhabi, Apr 26: Indian Ambassador to the UAE Pavan Kapoor says he is appalled after the bodies of three Indians flown back to India were returned to Abu Dhabi on Friday.

The three deceased Indian nationals had died of non-coronavirus causes and were flown to Delhi on Thursday but were promptly returned by authorities there.

“We are appalled at what has happened,” Kapoor told Gulf News. “We do not know if the bodies were returned because of coronavirus-related restrictions, but we are obviously not sending the remains of people [who have passed away from COVID-19],” he added.

“[As we understand], it happened because of new protocols at the airport and we are trying to sort it out,” he said.

Sent back a few hours later

“The remains were not offloaded from the plane, and were sent back a few hours later,” Kapoor explained.

The deceased were Kamlesh Bhatt, who passed away on April 17, and Sanjeev Kumar and Jagsir Singh who both died on April 13.

According to reports in Indian media, Kamlesh Bhat was 23 years old, and hailed from Tehri Garhwal district. He allegedly died of cardiac arrest. Along with the remains Kumar and Singh, Bhatt’s body was initially repatriated on an Etihad Airways flight, then sent back, even though his relatives had been on their way to collect them.

Kapoor explained the procedure through which remains are normally returned to family members back home, saying that the worker’s employer typically makes arrangements with cargo companies to repatriate bodies on cargo aircraft.

The employer applies for a No Objection Certificate from the Indian Embassy, which is granted once the Embassy ensures that all local formalities have been completed. The cargo company then applies for airport clearance, and the airline obtains approvals from the receiving airport.

“If airport protocols have changed, it means cargo companies have to be more careful about the clearance they’re getting,” Kapoor advised.

Additional costs
The ambassador added there may eventually be additional costs to repatriate the bodies but that it is first necessary to sort out the concerns.

The global coronavirus outbreak has spawned difficulties in repatriating mortal remains as a result of the travel restrictions imposed by countries. Remains of people dying from COVID-19 are not being sent back, but the caution surrounding the handling of bodies often affects the repatriation of those who succumb to other causes.

As Gulf News reported, Kerala chief minister Pinarayi Vijayan reached out to Indian Prime Minister Narendra Modi on Friday for intervention in bringing back the bodies of Keralites who have died in the Gulf from non-COVID-19 causes.

“I would like to draw your attention to the grievances received from Non-resident Keralites Associations (NRKs) in the Gulf Cooperation Council (GCC) countries on the delay caused in bringing home the mortal remains of NRKs who had expired due to reasons other than the COVID-19 infection,” read the letter by the CM.

“It is learnt that a ‘clearance certificate’ from the Indian Embassies is required to process the application of bringing home the mortal remains of the dead. The Embassies are [further] insisting on the production of a no-objection certificate from the Ministry of Home Affairs (MHA), New Delhi. To enable to bring back the bodies of the NRIs whose deaths occurred due to reasons other than COVID-19 infection, without necessary procedural hassles, I request your kind intervention,” Vijayan has requested.
