Common people have right to kill those indulging in murder, arson, rape: DGP

Chandigarh, May 27: Haryana DGP K P Singh has kicked up a controversy with his remarks that common people coming across any miscreant trying to outrage the modesty of a woman or indulging in acts of arson or murder have the right to "take his life".

dgpSingh, who was recently made DGP after his predecessor Yashpal Singhal was removed in the wake of severe flak faced by the state police over handling of the Jat stir, said citizens are not aware that they can take action when they come across violations of law.

"Common citizens are not aware that this is not just the right which the law gives to policemen only. If the common man is a witness to someone insulting a woman or indulging in acts of arson by burning someone's property or trying to kill a person then the law gives the right to the common man that he can take the life of the person indulging in such acts," DGP Singh said.

The DGP expressed these views while taking part in a convention about the role of police in Panchayati Raj in Haryana's Jind yesterday, where BJP MLA Prem Lata Singh who is wife of Union Minister Birender Singh, was among those present.

He stressed that while it is the police's role to maintain law and order, one needs to understand the role of a common man.

"It is police's job to maintain law and order but as common citizens you have to understand your role...," he said.

Notably, sections 96 to 106 of the Indian Penal Code pertain to the law relating to the right of private defence of person and property.

The provisions contained in these sections give authority to a person to use necessary force against an assailant or wrong-doer for the purpose of protecting one's own body and property as also another's body and property when immediate aid from the state machinery is not readily available.

With state police drawing flak over its handling of the Jat quota stir in February, DGP Singh said the Haryana Police will not be a mute spectator if any ruckus is created in the future and strict action will be taken against the culprits.

In the backdrop of some Jat leaders renewing the threat to start the agitation afresh over their quota demand, the DGP said some people from outside the state are trying to disturb the peaceful atmosphere but it is the duty of locals to keep away from them.

"Agitation is right of public but it is wrong when protesters damage the environment by cutting trees and cause damage to public and private property," he said.

Notably, the Prakash Singh Committee report which was submitted to the Haryana Chief Minister recently found "deliberate negligence" on the part of 90 officials, including IAS and IPS officers.

On May 17, the Haryana government had shunted out Additional Chief Secretary (Home) P K Das who was replaced by senior IAS officer Ram Niwas. Prior to that, DGP Singhal was replaced by K P Singh.

Thirty people were killed in violence and there was extensive damage to property during the stir whose epicentre was Rohtak district.

Bengaluru, Jun 30: In an attempt to tackle unemployment amidst covid-19 crisis, the Karnataka state government has launched a job portal connecting employers and job seekers.

The portal, 'Skill connect' ( https://skillconnect.kaushalkar.com/ ) provides region-wise and sector-wise job listings. An interested candidate can register on the portal and either apply for jobs or can also seek skill training. 

As on Monday, the portal has 25 registered companies with over 2000 jobs available in various sectors. 

The portal works more or less on similar lines as that of any private job portal, except that those posting jobs and candidates searching for employment will have to register with the Skill Development Department. 

Launching the portal on Monday, Chief Minister BS Yediyurappa hoped that the portal would provide an impetus to job creation, as well as the economic revival of the state. 

Deputy Chief Minister Dr. C.N. Ashwath Narayan who is also the skill development Minister added, "All these years, there was no information and communication between job seekers and recruiters. This portal will solve that problem."

Also, until now, there hasn't been comprehensive information either on those seeking jobs or those looking for employees. The skill development efforts have not been in sync with the market. All these issues would be addressed by the portal, he said. 

According to Karnataka Skill Development Authority Managing Director Ashwin Gowda, the portal has already seen a response with about 68 applicants in just a day. 

Officials said even the organisations will have to register with the government while providing all documents concerned. The government aims to avoid any fake job advertisements through this. "We will also enable virtual interviews between the candidate and the employer," sources in the department told DH. 

Recently, the government had also launched a portal exclusively for migrants who had returned to Karnataka from other places. This was meant to work as a skill registry.

However, the portal that was launched on Monday, went a step ahead by connecting both the prospective employers and employees, according to officials in the department.

Mangaluru, May 6: Three more coronavirus positive cases have been reported in Dakshina Kannada district. 

According to fresh bulletin of health and family welfare department, an 11-year-old girl and a 36-year-old woman from Boloor in Mangaluru and a 16-year-old girl from Bantwal tested positive for the covid-19. 

All of them are undergoing treatment at Wenlock Hospital. Their condition is said to be stable. 

With this the total number of cases in the district reached 28 including 22 residents of Dakshina Kannada, 4 from Kasaragod, 1 from Udupi and 1 from Uttara Kannada.

Bengaluru, Jul 1: Veteran actor and comedian, Rajagopal, who was known for his outstanding mimicry skills in Sandalwood breathed his last on the night of July 1, that is yesterday. He was one of the favourite comedians among the audiences and is said to have been suffering from kidney and asthma problems.

He passed away at his residence in Bangalore.

The well-recognised comedian has worked in more than 600 movies in his career, along with Tamil movies. The actor was active in the film industry since 1983 and had acted with many stars like Vishnuvardhan, Ambareesh, Prabhakar among others. He is also known for mimicking actress Kalpana's voice very well.

Recently, he also had claimed that new directors, new producers in the Kannada film industry had not been calling veterans to play parts in their movies and preferring fresh talent. He also had been going through a financial crisis due to the lockdown. Rajagopal has also worked in TV serials for some time in his career.  He has acted in super hit movies like, ‘Real Police’, ‘Sadakaru’, ‘Goosi Gang’, ‘Super Police’, and others as well.

The lockdown has seen the demise of many South Indian stars. Chiranjeevi Sarja too passed away last month, leaving the industry in shock. Now, a famous comedian's demise has also saddened the industry further.
