Mangaluru, Jun 12: Bhushan Gulabrao Borase, superintendent of police of Dakshina Kannada, has warned the communal and anti-social forces against disrupting peace in the district in the holy month of Ramadan.

violence

Mr Borse, under whose leadership a peace meeting was organised in Savanoor village of Puttur taluk on Saturday, a day after brutal attack on two Muslim auto-rickshaw drivers by the miscreants belonging to another community, urged the people not to give communal tinge to each and every incident.

He promised to conduct an impartial probe into the Friday's attack that triggered communal tension in the region.

Critical condition

Meanwhile, the two victims-Mohammed Asif (22) and Khalandar (24), both residents of Savanur- have been admitted to two spate private hospitals. The condition of Asif, who was attacked with swords and iron rods, is still critical. He is in the ICU.

Khalandar, who is in a condition to communicate, has identified the assailants as Monappa Gowda, Darnappa Gowda, Kushalappa, Babu Gowda, Poovani Gowda, his three children Prasad, Balakirshina and Keshava.

Attack by gang

According to the complaint lodged at a the jurisdictional police station, Monappa Gowda, a resident of Idyadi near Savanur, had hired Asif's auto rickshaw on Friday evening.

When the auto-rickshaw reached near Monappa's house, he asked the driver to wait on promise of fetching money from the house. Meantime, Poovani Gowda and his son Prasad, approached the auto-rickshaw and attacked the driver after an argument. He managed to escape and broke his fast at a mosque.

After spending some time in the mosque, he decided to return home. As he had to go through the same route, he requested his friend Khalandar, who is also an auto-rickshaw driver, to accompany him.

When the duo reached Idyadi, the same assailants along with few others waylaid their auto-rickshaw and toppled it. They attacked the duo with lethal weapons like sword and iron rods.

Two held

Meanwhile, a team of police attached to Kadaba police station managed to arrest Poovani Gowda (62) and Monappa Gowda (67) for attack on rickshaw drivers. Cases have been registered against seven persons in connection with the incident.

Counter complaint

Soon after the victims lodged a complaint, the wife of Poovani Gowda, one of the assailants, also lodged a complaint with the same police station accusing the victim of attempting to outrage her modesty.

In her complaint she claimed that Asif tried to snatch her mangala sutra and misbehaved with another woman, when they intervened during a fight between Asif and Poovani Gowda.

MR borse did very good job by arranging a peace meet. it s not a communal clash. some misunderstanding. whatever attacker made its unlawful serious action must be taken against them, before doing anything need to think 100 times. few people's fight may create unrest in entire region.

Bengaluru, Jul 17: The Karnataka State Board of AUQAF has ordered that management committees at Muslim Khabarastans, shall not refuse burial to Muslims died due to COVID-19.

"...in exercise the powers conferred under Waqf Act 1995, it is hereby ordered that management Committees/Muthawallies/Administrators responsible for the management of Muslim Khabarastans in the state of Karnataka irrespective of registered or unregistered in the Waqf, shall not refuse the burial of Muslims died due to COVID-19 pandemic," read an order from the Karnataka State Board of AUQAF on Thursday.

"They shall co-operate with all the Nodal Officers designated for this purpose regarding the decent burial. Non co-operation or refusal on the part of the management will be construed as an insult committed to the deceased. Any violation of the above order will attract the punitive provision of Indian Penal Code and removal from the management as per the provisions of the Waqf Act 1995," the order read.

It further said that the Waqf Officers, District Wakf Advisory Committees of the state, shall ensure the adherence of this order, and circulate the same to all the Khabarastan managements, registered or unregistered in the state.

"No further deliberation in this regard is solicited except compliance of the order in letter and spirit. Any dereliction in this regard will be viewed seriously," it read.

Giving a background on the issue of burial of COVID-19 deceased, the order read, "It is observed that, number of deaths are being occurred in various Districts of Karnataka, due to COVID-19 pandemic and it is reported that, some of the management committees of Khabarastan, are not cooperating to bury the dead bodies of COVID-19."

"A decent burial is a right of the dead person" as per the law of the land and the Islamic jurisprudence. It is needless to emphasize the importance of burial of Muslim dead bodies in Shariah. The dead body of a Muslim is treated with the utmost respect by the Ummah, joining in the funeral (Tadfeen), participating in the Namaz-e-Janaza and the burial are considered as Farz-e-Kifaya in Muslim law. According to the tradition of Islam, the person who participates in the funeral is entitled to Mountain sized reward (Sawaab)," the order read.

As per the order, the board, in its earlier circular had also cautioned the management of Waqf institutions and Khabarastan which were reluctant to allow the decent burial in the Khabarastan would be punished under the provisions of Indian Penal Code and the punitive provisions of the Waqf Act 1995 as well.

"The District Magistrates and the Superintendent of Police in the districts have been requested to prosecute the erring management committees who are responsible for non co-operation in this regard. Hence, the following order," it added.

Karnataka on Saturday reported 12 new cases, the highest in a single day so far, taking the tally in the state to 76.

Late at night, the Mysuru district commissioner said five more people had tested positive in the district. But it was yet to be confirmed by the state health department.

Of the cases, 41 are from Bengaluru, eight from Chikkaballapur, while Uttara Kannada and Dakshina Kannada districts have seven each.

Interestingly, the highest number of patients are those from Dubai or those who had transit travel via Dubai. Out of 76 cases, 17 cases (22%) have travel history to Dubai, the capital of Emirate of Dubai and the most populous city in the United Arab Emirates (UAE).

Medical Education Minister Dr K Sudhakar, who is also in-charge of COVID-19 operations, said that Dubai has been a major concern as far as Karnataka COVID-19 patients are concerned. “Most of the positive cases have come through Dubai suggesting something amiss there,” he said.

Echoing the same, Dr Prakash Kumar, Joint Director, Communicable Diseases, Department of Health and Family Welfare, said, “The layover in Dubai is around six to seven hours. We are seeing Dubai to be the new epicentre of the virus as far as India is concerned.”

UAE was initially not on the list of countries from where passengers were screened. It was added much later when clusters of patients with travel history to Dubai began popping up all over the country.

Patient-19 has infected the maximum so far.

Out of the 12 cases that tested positive on Saturday, five are contacts of Patient 19. All of them are being treated at a Chikkaballapur hospital. Two of them are from Hindupur, Andhra Pradesh, and three are residents of Gauribidanur taluk in Chikkabalapur district.

P19, a 31-year-old man from Chikkaballapur, had travelled to Mecca, Saudi Arabia, and returned to India on March 14. Existing patient clusters suggest that P19 had infected the maximum number of people. Officials did not reveal how many people he originally travelled with to Mecca.

Amid the rise in cases, Jawaid Akhtar, Additional Chief Secretary (Health), maintained that the state had not reached stage 3. But he had no definitive answer as to how the Mysuru patient contracted the virus despite health officials he was in touch with not testing positive.

Health Commissioner Pankaj Kumar Pandey said around 1,000 primary contacts of all positive cases have been classified as high-risk and low-risk. The high-risk patients are in government hospitals while the low-risk ones in quarantine facilities.

Bengaluru, Apr 12: The Karnataka government is studying in-depth the consequences of the possible relaxation of lockdown norms after April 14 and plans to come out with a clear roadmap in a day or two, a key Minister said on Sunday.

Medical Education Minister K Sudhakar, who is in charge of all matters related to COVID-19, told PTI that the pros and cons of any decision that the Government intends to take is being looked at in detail.

"We are trying to understand how the situation would be of any action that we intend to take. We need to foresee the repercussions or results of our action. That we have to keep it in mind and make a decision. After-effects of the decisions we intend to take, that is more important, he said. You will have clarity (on the possible relaxation of lockdown norms) in a day or two. For everything (government decisions) we will give the reasoning for what action we would like to take; with the reasoning, we will give a decision," the Minister added.

Government sources said some relaxation in liquor sales, stopped during the lock-down period, is likely after the ongoing 21-day national clampdown ends on April 14. Twelve of the state's 30 districts remain free from the COVID-19 pandemic. Till Saturday, Karnataka reported 215 COVID-19 positive cases, including six deaths and 39 discharges.
