Cancer prevention: Khader announces ban on e-cigarettes in Karnataka

June 15, 2016

Bengaluru, Jun 15: Karnataka government has banned electronic cigarettes in the state with effect from today.

"We have banned e-cigarettes today. The decision has been taken on the recommendation of the committee on cancer prevention," Minister for Health and Family Welfare U T Khader said.

ecigHe said a study was conducted by the committee with an NGO on e-cigarettes, which said large number of youngsters was getting addicted to it.

"2mg and 4 mg nicotine is allowed in chewables like nicotine gum for de-addiction purpose, but these e-cigarettes usage is leading to addiction towards it," he said.

E-cigarettes mimic the size and shape of cigarettes and contain a cartridge containing liquid, which includes nicotine (up to 36 mg/ML) among other chemicals (usually propylene glycol or glycerol).

The government, in a circular, said the state has knowledge that Electronic Nicotine Delivery Systems or e-cigarette and other similar products have been sold illegally (including online sale), without a obtaining valid license from appropriate authority specified by law.

It also pointed out that the use of nicotine in food products and consumption by public is banned under Food Safety and Standard Act 2006 and Food Safety and Standards (Prohibition and Restriction on Sales) Regulation 2011.

"Nicotine is allowed as an aid for de-addiction in nicotine replacement therapy under Drugs and Cosmetics Act 1940, it is not allowed for any other purpose under law.

"Therefore, the state government hereby prohibits the sale (including online sale), manufacture, distribution, trade, import and advertisement of Electronic Nicotine Delivery Systems, its parts and components in any shape or size of cartridges containing nicotine in the interest of public," the circular said.

The Indian Medical Association had in January discouraged the use of electronic cigarettes to cut down on smoking as these disguised forms of tobacco can have "serious" long-term effects on health.

"IMA believes that e-cigarettes, though not as harmful as normal cigarettes, are not healthy and their use should not be encouraged. Like hookahs, they are disguised forms of tobacco addiction and can have serious long-term effects on one's health," it had said.

Thiruvananthapuram, Mar 18: Bindhu Sampath, the mother of Nimisha alias Fathima who travelled from Kerala to Afghanistan to join the Islamic State (IS), has sought the Central government's help to bring her daughter back to India.

"I saw a video of my daughter in which she was requesting her return to India. She has realised that India is her country, not Afghanistan. She is scared that she'll be put in jail over there. Responding to my mail, the Afghanistan government has said that the procedure will take time," said Bindhu Sampath.

"I believe in Indian laws. Let her be questioned and realise what is good or bad. I am waiting for the Central government's confirmation on the matter," added Sampath.

Around four years back, a team of 21 members which consisted of couples and children went to Syria from Kerala to join ISIS and lead an Islamic life. After they left, police registered a case against them, which has been handled by the National Investigation Agency.

Bengaluru, May 7: Fear and anxiety gripped migrant workers who lined up at police stations in the city on Wednesday to register for train services without knowing that the state government had cancelled the train facility.

Senior officials in South Western Railway said they were ready to run special trains for migrant workers. On Tuesday evening, the state government decided to withdraw the requests made for 13 such trains to north India after realtors said they need the labourers here.

Migrants continued to stream into the railway station at Majestic, Bangalore International Exhibition Centre and even the bus station hoping for some travel arrangement. Many who were aware of the government web portal, stood in front of the BBMP ward office or police stations for enrolment.

In Varthur, over 100 migrants stood in front of the police station and sought to know what happened to the forms they had submitted four days ago. "We first went to the BBMP office and were shooed away by an official who directed us to go to the police station. We want to go home and demanded that the police help us. There was no response first. Then they came out and beat us," said Pintu Kumar from Mohanpur of Bhagalpur district in Bihar.

Though a video clip accidentally shot by Kumar showed two police personnel charging the cane at them, a police officer from the Varthur station, however, disputed the claim. "The video doesn’t show the cane landing on any person. We were beating the seat and tyre of two-wheelers to send the migrants away," he said.

At Mahadevapura, the workers came in groups and submitted the forms at the police station.

At the railway station in Majestic, a group of labourers from Bihar, Uttar Pradesh and Jharkhand had walked from several areas in south Bengaluru only to be told that there is no train. Mahendra, a labourer from Jharkhand, said they received 5 kg rice and nothing else in the last 45 days. "Now, I don’t want food. I don’t want the job or money. I can't get stuck here. I want to go home,” he said.

'Restore dignity'

Activists and leaders wrote an open letter to Chief Minister B S Yediyurappa questioning the decision to cancel trains without consulting labourers and protesting the violation of their fundamental rights.

The letter had support of 522 organisations and individuals, including Dalit rights organisations and trade unions. It urged the government to restore the dignity of the migrant workers. "We demand recognition of the autonomy and dignity of the migrant workers to decide their travel plans. No one should be forced either to stay back or to return to their home states," it said.
