Karnataka emerges investors' favourite state; Gujarat left far behind

New Delhi, Aug 8: Gujarat, which was ranked first among all States in 2015 for attracting maximum investment intentions' in value terms, has lost its position to Karnataka halfway through this calendar year.

Gujarat received investment intentions worth only Rs.21,309 crore during January-June 2016, while Karnataka — which topped the list — received over thrice that amount, or Rs.67,757 crore, during the same period, government data showed.

The Centre, which is co-ordinating efforts to rank states on ease of doing business', also maintains a State-wise break-up of investment intentions in terms of Industrial Entrepreneur Memoranda filed for de-licensed sector, Letters of Intent issued and Direct Industrial Licences granted.

Interestingly, the Rs.67,757 crore worth investment intentions received by Karnataka in the first six months of 2016 was more than the Rs.64,733 crore that Gujarat had attracted in the whole of 2015, the year when it topped the all-India list in this regard.

Investors meet

The Rs.64,733 crore-worth investment intentions Gujarat got was 20.81 per cent of the total investment intentions worth Rs.3,11,031 crore that India received in 2015. However, out of the Rs.1,76,738 crore worth proposed investments that India received in January-June 2016, the share of Gujarat declined to 12.06 per cent — or Rs.21,309 crore. Meanwhile, Karnataka's share jumped from 10.18 per cent (or Rs.31,668 crore) in 2015 to 38.34 per cent (or Rs.67,757 crore) in January-June 2016. Karnataka said Invest Karnataka 2016', an investors' meet held during February 3-5 this year, concluded with 1,201 approved projects and MoUs valued at Rs.3.08 lakh crore.

Other leading States in terms of investment intentions' during January-June 2016 were Maharashtra (Rs.15,688 crore), Telengana (Rs.13,600 crore) and Chhattisgarh (Rs.8,514 crore). In 2015, the States in the top five after Gujarat were Chhattisgarh (Rs.36,511 crore), Maharashtra (Rs.33,277 crore), Karnataka (Rs.31,668 crore) and Odisha (Rs.24,524 crore).

Even in the latest Business Reforms Action Plan' index (or measures taken by states to improve ease of doing business), Gujarat was sixth with a score of 53.98 per cent. Uttarakhand topped that dynamic implementation scorecard' with 63.72 per cent, followed by Rajasthan, Telengana, Chhattisgarh and Andhra Pradesh. Gujarat government officials rejected apprehensions that incidents (which even led to changes at the Chief Minister-level) — including the Patidar agitation for reservation and more recently, Dalit protests after some of them were reportedly attacked for allegedly skinning cow carcasses — are leading to lower investor interest in Gujarat.

“These numbers (on investment intentions) keep going up and down. Some big announcements could come up soon and the situation can change,” a senior Gujarat government official said, indicating that some major decisions are likely in the run-up to the Vibrant Gujarat Global Investors' Summit that is slated to be held during January 10-13 next year.

Most of the investment intentions that Gujarat has received are getting converted into amount that is actually being spent on the ground, the official said.

Udupi, Jan 5: The district administration has identified 460 beneficiaries who will be allotted flats at Herga under the Pradhan Mantri Awas Yojana, informed MLA Raghupati Bhat.

Speaking to reporters here on Sunday he said the Udupi Municipal Council will construct the apartments in the 8.22 acres of land earmarked for the purpose at Herga. The flats will be ready before April 2021.

Mangaluru, May 18: The coastal city of Mangaluru and other parts of twin districts of Dakshina Kannada and Udupi are receiving heavy rain coupled with lightning and thunder.

The rain, which started in the wee hours, continued to lash for hours. It brought much relief from the sweltering heat.

Waterlogged roads in different parts of Mangaluru cause inconvenience to motorists. The clouds were so dark that the drivers were forced to switch on the headlights while driving vehicles in the morning.

The IMD has predicted heavy rain in the coastal Karnataka for next two days.

Lighting claims a life

Meanwhile, a youth died after lightning struck him at Paduyenagudde in Katpadi of Udupi district on Sunday late night. The deceased was identified as Bharat. Though he was rushed to the hospital, he failed to respond to the treatment.

Bengaluru, Mar 11: The move by rebel ruling Congress MLAs in Madhya Pradesh to trigger the crisis for the party's government in the state appears to have been in the making for at least close to a month as Karnataka BJP leaders were sounded about hosting them in Bengaluru in advance, sources said.

They also indicated that the 19 rebel MLAs would stay in the city for at least two weeks till an alternative government takes charge in Madhya Pradesh.

A senior Karnataka BJP leader, in charge of the Madhya Pradesh legislators' stay in Bengaluru, received a communication from the party's central leaders about the move nearly 15-20 days ago, the sources involved in the development said on condition of anonymity on Tuesday.

The leader had even gone to New Delhi in the third week of February to meet BJP's central leaders in this regard, they said.

In a massive setback for the Congress, its prominent youth leader Jyotiradtya Scindia quit the party and in a coordinated rebellion on Tuesday 21 MLAs loyal to him resigned in Madhya Pradesh, pushing the 15-month-old Kamal Nath government to the brink of collapse.

As many as 19 Madhya Pradesh MLAs, including six ministers, said to be loyalists of Mr Scindia who appeared set to join BJP, are camping at a resort in Bengaluru. Two of them are women, the sources said.

The MLAs on Tuesday sent their resignation letters via e-mail to Raj Bhavan in Bhopal from Bengaluru.

According to the sources, eight legislators, including an independent, have been staying in the city for about a week now. Of them two - one from Congress and the other an independent MLA - had gone back.

The six were joined by 13 legislators, who landed in the city by a chartered flight on Monday, and all of them are put up in a villa.

The senior Karnataka BJP leader, also an MLA, is looking after their stay and related arrangements on the directions of the party high command, the sources said. Their stay here may be for a couple of weeks.

"There will be a no-confidence motion, and then there will be a trust vote of the new alternative government that will be formed. So they may have to stay here for some time. They may be moved out of their current location," they said.

The Madhya Pradesh legislature session is expected to begin on March 16.

The sources also said the six legislators staying in the city since last week were shifted a couple of times within the city.

Congress in Madhya Pradesh, under the leadership of Kamal Nath, had come to power in December 2018 by ousting the BJP by a narrow margin.
