PM appeals to all parties to work together to resolve problems in J-K

New Delhi, Aug 22: In a bid to reach out to people of Kashmir, Prime Minister Narendra Modi today expressed his "deep concern and pain" over the situation there and asked all political parties to work together to find a "permanent and lasting" solution to problems in Jammu and Kashmir.PM-Modi

Making an appeal for restoration of normalcy in the Valley where the unrest entered the 45th day, Modi emphasised that there has to be a dialogue.

An official statement issued after his 75-minute-long meeting with a joint opposition delegation led by former Chief Minister Omar Abdullah said the Prime Minister appreciated the "constructive suggestions" made by them during the talks and reiterated his government's commitment to the welfare of people.

The 20-member delegation comprising Omar and seven of his National Conference MLAs, Congress legislators led by PCC Chief G A Mir and CPI-M MLA M Y Tarigami had called on the Prime Minister this morning and made an appeal for a political approach for resolving the crisis in the Valley and to ensure that the "mistakes" of the past are not repeated.

Immediately after the statement was released , Omar tweeted, "we welcome the statement of the Hon PM @narendramodi ji and look forward to working together to find a lasting solution to problems of J&K."

The 46-year-old Working President of National Conference Omar told reporters after the meeting that they requested the Prime Minister for finding a political solution to the Kashmir issue so that a lasting peace is ensured in the state as well as in the country.

The Prime Minister emphasised on the need for dialogue to find a "permanent and lasting solution" within the framework of the Constitution and also asked all political parties to work together to find a solution to the problems in Jammu and Kashmir.

Expressing his "deep concern and pain" at the prevailing situation, the Prime Minister said "those who lost their lives during recent disturbances are part of us, our nation; whether the lives lost are of our youth, security personnel or police, it distresses us."

"Government and the nation stand with the state of Jammu and Kashmir," the Prime Minister said, and suggested that all political parties should reach out to the people and convey the same.

He expressed his commitment to the development of the state and its people, and appealed for restoration of normalcy in the state.

Kashmir has been witnessing unrest since the killing of Hizbul Mujahideen commander Burhan Wani on July 8 and so far over 60 people have been killed.

Omar told reporters the Prime Minister agreed with the delegation that development alone is not an answer to the crisis.

"The Prime Minister told us in categorical terms that development alone will not resolve this problem," he said and refused to draw any conclusion from that.

"I am not going to put words into the Prime Minister's mouth nor am I going to draw further meaning from what he said," Omar said.

"We talked about the same thing that we have been talking with other leaders ever since we arrived in Delhi that the issue of Jammu and Kashmir, especially in light of the present crisis, needs to be understood correctly after which a solution is required.

"We emphasised that the issue of Jammu and Kashmir is more of political in nature. Time and again such situations do arise but if we are unable to find a political solution to it, we will be repeating our mistakes again and again," he said.

Omar said the Prime Minister listened to "us with patience and accepted our memorandum".

He also tweeted saying he is "grateful to @narendramodi ji for taking out the time to receive the delegation from J&K and giving us a patient hearing beyond allotted time."

The leaders flagged the issue of youths falling victims to the continued protests, including a young teenager named Irfan who was killed last night when a teargas shell hit him on his chest.

"We also implore you to announce an immediate ban on pellet guns and advise relevant quarters against the policy of mass harassment, raids and arrests as this has worsened an already volatile situation in the State and also goes against the values and principles of democracy," the memorandum submitted to Modi said.

Asked about the statement made by Finance Minister Arun Jaitley in Jammu yesterday that stone-pelters were no "satyagrahis but aggressors", Omar said, "I do not wish to say anything on this as the Prime Minister told us nothing like this.

"And more importantly, let's not play politics over Jammu and Kashmir. We will get ample time to play political games later."

The delegation also comprising National Conference leaders Nasir Wani and Davinder Rana -- has been camping in the national capital and meeting political leaders from the government and opposition.

The delegation started the political initiative on Saturday when it met President Pranab Mukherjee and submitted a memorandum, requesting him to use his office to influence the Centre for initiating a political dialogue with all stakeholders in the state.

Yesterday, the delegation met Congress Vice President Rahul Gandhi and apprised him about the situation in the state.

New Delhi, Apr 24: Congress leader Rahul Gandhi has termed the government decision to freeze Dearness Allowance of Central government employees for a year as "insensitive and inhuman."

The former Congress President in a tweet said: "Lakhs and crores are being spent on the Bullet Train and New Delhi's Central Vista which should have been suspended, but the government has deducted DA of Central government employees and pensioners... It is insensitive and inhuman."

"The tragic part is that by deducting this amount from January 1, 2020 up to 30th June, 2021 for a period of 1.5 years, the government of India proceeds to deduct almost Rs 38 thousand crore from the income of these middle class government employees and pensioners, who rely completely on the pay and pensions that they receive," said Randeep Surjewala, chief spokesperson of Congress.

There are about 50 lakh such serving government employees and about 62 lakh pensioners.

"Even more tragic and objectionable is the fact that the government of India has not even spared our armed forces. The government has deducted Rs 11 thousand crore of the 15 lakh serving armed forces personnel and nearly 26 lakh military pensioners. What is their fault? They are serving the nation in times of all types of crises," said Surjewala.

The Congress alleged that the government did not spare the savings scheme.

Instead of curbing the wasteful expenditure, the government has been constantly hitting at the income of government employees and the middle class, it added.

Meerut, Jan 8: Hangman Pawan Jallad, who officials say is being considered to carry out the execution of the four Nirbhaya gangrape case convicts, on Tuesday said he is ready for the job which will send out a strong message in the society.

He said executing those who were involved in the horrific crime will bring "great relief" to him, Nirbhaya's parents and everybody else.

Earlier in the day, a Delhi court issued death warrants against all the four convicts in the Nirbhaya gangrape-murder case and ordered that they are hanged on January 22 at 7 am in Tihar jail.

The death warrant, also known as a black warrant, addressed to the office of the Tihar jail chief, was issued by Additional Sessions Judge Satish Kumar Arora against Mukesh (32), Pawan Gupta (25), Vinay Sharma (26) and Akshay Kumar Singh (31).

"I do not have any information regarding the execution, nobody has spoken to me yet. If anyone approaches me, I am ready to do the job. Earlier, I was asked to be ready for the execution on December 16," Pawan Jallad told reporters here.

"Those who were involved in this brutal incident must be hanged, which will send out a strong message in the society," he said.

"Hanging the Nirbhaya gangrape case convicts will certainly bring great relief to me, her parents and everybody else," he added.

Nirbhaya, a 23-year-old paramedic student, was gang-raped and brutalised on the intervening night of December 16-17, 2012, inside a moving bus in south Delhi by the four men, along with two others, before being dumped on the road.

She died on December 29, 2012, at Mount Elizabeth Hospital in Singapore.

Of the six persons convicted, one allegedly committed suicide in jail and another, a juvenile, was released from a reformation home after serving a three-year term.

When contacted, Jail Superintendent of Meerut prison V P Pandey said he has not yet received any letter from Tihar authorities.

"Last month, we had received a letter asking us to keep Pawan Jallad ready but there is no fresh communication. The Delhi court warrants were issued this evening, maybe we will get the letter for sending him by tomorrow (Wednesday)," he said.

The gangrape of 23-year-old, who came to be known as 'Nirbhaya', the fearless one, sparked outrage across the country. Repulsed, people took to the streets across the country, demanding justice for her and better safety measures for women.

The case led to toughening of India's rape laws.

The Retailers Association of India (RAI) has said that ad hoc lockdowns by state governments are impacting the businesses of already-stressed retailers, along with hurting the economic revival of the country.

In a statement, the body of the organised retail industry said that the long road to recovery for the Indian retail industry continues to meet stumbling blocks with numerous restrictions being imposed at the state and local levels.

"Total lockdowns in some places and limited operational hours and days in several others are creating setbacks for retailers as the already stressed retail businesses are getting further interrupted and in turn, dampening consumer sentiment," it said.

According to RAI, although the intentions are that of citizen safety and social distancing, the recent instances of local lockdowns and ad hoc restrictions being imposed in Uttar Pradesh, Maharashtra, Andhra Pradesh and Karnataka are having a distressing impact on retail businesses.

Retailers are already facing huge setbacks in terms of payment of wages and rentals due to very low sales of about 40 per cent as compared to last year, thanks to the extended lockdown, it said.

Contesting the restrictions on operating hours, Sandeep Kataria, CEO, Bata India said: "Restricted shopping time can lead to unnecessary overcrowding of stores, which is unfavourable towards the personal safety of both store staff and customers. Longer operational hours will support recovery for retailers as well as help adhering to social distancing norms."

Arvind Mediratta, MD and CEO, METRO Cash & Carry India said that these lockdowns will create severe inconvenience for all citizens as they also bar operations of food and grocery retail and wholesale stores.

Such hastily-implemented decisions by states undermine investor confidence and would come in the way of making the country "aatmanirbhar" or self-reliant, he said.

Voicing the concerns of retailers, the RAI has submitted representations to various state and local authorities that puts forth recommendations to get businesses and life of consumers on the track to recovery.

It has said that authorities should mandatorily allow essential shops including kiranas, general trade shops, supermarkets, hypermarkets and wholesalers to operate every day of the week until 9 p.m. to cater to the daily needs of the customers.

It has also sought ensuring uniform and regular opening of all categories of retail for full working hours while following stringent hygiene practices and adhering to social distancing norms. This will help avoid overcrowding outside stores as demand will get distributed over all days of the week, it said.

The industry body has also asked the local authorities to open malls in all states. Malls can ensure a safe shopping experience wherein safety measures are taken by both, the mall authorities and the retailers, it said.

Kumar Rajagopalan, CEO, RAI, said: "The need of the hour is concerted efforts by all stakeholders. While retailers are doing their bit by following stringent hygiene practices, the policymakers too need to support to ensure economic revival across the country. Consumption is important for the country and supports the business environment."
