Saudi Arabia warns of 'disastrous consequences' over US 9/11 law

Riyadh, Sep 30: Saudi Arabia has warned of "disastrous consequences" from a United States law allowing 9/11 victims to sue the kingdom, in a major spike in tension between the longstanding allies.

twitpic-35The warning came yesterday after the US Congress voted overwhelmingly on Wednesday to override President Barack Obama's veto of the Justice Against Sponsors of Terrorism Act (JASTA) on relations between states.

JASTA allows attack survivors and relatives of terrorism victims to pursue cases against foreign governments in US federal court and to demand compensation if such governments are proven to bear some responsibility for attacks on US soil.

A Saudi foreign ministry source yesterday called on the US Congress "to take the necessary measures to counter the disastrous and dangerous consequences" of the law.

The unnamed spokesman, cited by the official Saudi Press Agency, said the law is "a source of great worry."

This law "weakens the immunity of states", and will have a negative impact on all countries "including the United States," the Saudi spokesman said, expressing hope that "wisdom will prevail."

In opposing the law, Obama said it would harm US interests by undermining the principle of sovereign immunity, opening up the US to private lawsuits over its military missions abroad.

The erosion of sovereign immunity is also a concern among the six-nation Gulf Cooperation Council, of which Saudi Arabia is the most powerful member. Saudi Arabia's Gulf allies have lined up beside Riyadh to criticise the law.

Analysts earlier yesterday warned that Saudi Arabia could reduce valuable security and intelligence cooperation with longstanding ally Washington after the Congressional "stab in the back."

Cutting such cooperation is among the options available to Riyadh, the analysts said.

"I'm afraid that this bill will have dire strategic implications" for the United States, Salman al-Ansari, head of the Saudi American Public Relation Affairs Committee (SAPRAC), told AFP.

"This partnership has helped provide US authorities with accurate intelligence information" that helped stopped attacks, said Ansari, whose committee is a private initiative to strengthen Saudi-US ties.

Riyadh and Washington have a decades-old relationship based on the exchange of American security for Saudi oil.

Saudi Arabia was home to 15 of the 19 Al-Qaeda hijackers who carried out the September 11, 2001 attacks on the United States which killed nearly 3,000 people.

Riyadh denies any ties to the plotters. Ties between Riyadh and Washington became increasingly frayed under Obama, but analysts said security cooperation and intelligence sharing remained solid.

Dubai, Mar 23: The United Arab Emirates announced on Monday it will temporarily suspend all passenger and transit flights amid the novel coronavirus outbreak.

The Emirati authorities "have decided to suspend all inbound and outbound passenger flights and the transit of airline passengers in the UAE for two weeks as part of the precautionary measures taken to curb the spread of the COVID-19", reported the official state news agency, WAM.

It said the decision -- which is subject to review in two weeks -- will take effect in 48 hours, adding: "Cargo and emergency evacuation flights would be exempt."

The UAE, whose international airports in Abu Dhabi and Dubai are major hubs, announced on Friday its first two deaths from the COVID-19 disease, having reported more than 150 cases so far.

Monday's announcement came hours after Dubai carrier Emirates announced it would suspend all passenger flights by March 25.

But the aviation giant then reversed its decision, saying it "received requests from governments and customers to support the repatriation of travellers" and will continue to operate passenger flights to 13 destinations.

Emirates had said it will continue to fly to the United Kingdom, Switzerland, Hong Kong, Thailand, Malaysia, the Philippines, Japan, Singapore, South Korea, Australia, South Africa, the United States and Canada.

"We continue to watch the situation closely, and as soon as things allow, we will reinstate our services," said the airline's chairman and CEO, Sheikh Ahmed bin Saeed Al-Maktoum.

Gulf countries have imposed various restrictions to combat the spread of the novel coronavirus pandemic, particularly in the air transport sector.

The UAE has stopped granting visas on arrival and forbidden foreigners who are legal residents but are outside the country from returning.

Tehran, Jan 7: Iranian state television says 35 people have been killed and 50 others injured in a stampede that erupted at a funeral procession for a general slain in a US airstrike.

The TV says the stampede erupted in Kerman, the hometown of Gen. Qassem Soleimani where the procession was underway on Tuesday.

A procession in Tehran on Monday drew over 1 million people in the Iranian capital, crowding both main thoroughfares and side streets in Tehran.

Dubai: There aren’t that many job vacancies right now – but be prepared for a 15-20 per cent cut in salary expectations even for those positions that are still open. Businesses in the UAE are definitely not in a generous mood when it comes to hiring, with salary cuts now part of the new normal.

And they are definitely not willing to take on new hires without extracting some cost benefit from them. “We have seen major [salary] cuts across the board in hospitality, real estate, professional services and in retail,” said Vijay Gandhi, regional head at Korn Ferry Digital, the recruitment consultancy.

“And once the headcount correction is complete in [the local] financial services and energy sector, we may see more cuts in rewards and benefits in these categories as well.”

The salary cuts are slowly extending their way into the healthcare sector as well – just about every non-COVID-19 facing medical category is coming across cuts in the number of working hours and, by extension, their take home packages.

By end of June, more businesses and sectors in the UAE will have a better understanding of their short-term revenue prospects. By then, they will also have a better reading on what their staff strength should be – and whether there should be more trimming of the workforce. Or whether they should consider a few hires as well.

A long summer
So, realistically, it could be September before such decisions need to be taken. The coming weeks will then prove to be laden with anxiety for those who are expecting to land a job option after being laid off at their current employers.

There are multiple instances of recruitment decisions having been made in February/March, and then the companies rescinding those offers to the chosen candidates citing the business uncertainty.

“The decision to hire is taking longer – so job creation is now 4-6 weeks from interview and selection compared to 4-6 days in the past,” said Gandhi.

The lucky ones
Recently, free zones and other entities had made it easier for personnel on the visa of one entity being able to smoothly transfer to another if they are likely to be made redundant. “We are seeing more flexibility being offered by the authorities given the circumstances, and the visa transfer process is happening,” said Gandhi.

“But in the vast majority of cases, businesses are going to wait and watch before normal hiring activity starts. Organizations will look to hire from September.”

A few hires are still happening
Even in the business turmoil set off by COVID-19, a few categories are still offering jobs. At the entry level, logistics services personnel and drivers with experience remain in demand.

Not just “routine jobs, there have been confirmations in more technical roles such as procurement and operations in healthcare and e-commerce,” said Gandhi. “Employers should keep an eye for good talent and have the talent acquisition team actively looking for good profiles.

“As such, organizations are not only looking at “right sizing” in numbers but also “future proofing” on what kind of skilled talent will help them in the post-COVID-19 world.”

But for the candidates, the present will be about waiting around for the call to come.
