Zakir Naik's IRF in HC against its immediate ban

New Delhi, Jan 13: Islamic Research Foundation of Indian Islamic preacher Zakir Naik today challenged in Delhi High Court the Centre's decision to immediately ban the organisation, claiming no reasons were given for taking such action under Unlawful Activities Prevention Act (UAPA).

naikJustice Sanjeev Sachdeva, before whom the matter was listed, heard part arguments on behalf of the organisation and the Centre and asked the government to produce the relevant record on January 17 so that the court can see whether there was material for urgent ban of IRF.

IRF, in its plea, has challenged the November 17, 2016, notification of the Ministry of Home Affairs (MHA) which had imposed an immediate ban on the organisation under UAPA.

According to IRF, the notification gives no reason and cites no material for taking such a step as was required by the law laid down by the Supreme Court.

It said the immediate ban was imposed without giving them any show cause notice.

As per the Centre's notification, read out in the court by Additional Solicitor General (ASG) Sanjay Jain, the need for taking the "urgent step" was felt in view of the apprehension that Indian youths could be "radicalised" or "motivated" by the alleged statements and speeches made by IRF and its members, including its President, Naik, to join terror groups like ISIS, which is a cause of global concern.

Opposing the maintainability of the plea, the ASG said the government did not want to wait for some "catastrophic" incident or "pralay" to happen before taking a decision.

He argued the notification mentions that Naik was making statements which not only allegedly extolled Osama bin Laden but also promoted terrorism.

He also said that as per the notification, Naik was also accused of making statements which were "derogatory of other religions" and thus, "spreading communal disharmony".

He said that Mumbai Police had already lodged an FIR against six others of IRF on a complaint by the father of a Kerala-based youth who joined ISIS.

ASG Jain further said that some terrorists and ISIS sympathisers arrested by the authorities have allegedly claimed "they were inspired by the fundamental statements made by IRF".

The ASG said the matter is now before the Tribunal, set up under the UAPA, which will take up the issue on February 6 on which date the organisation will be provided all the affidavits filed by the government.

IRF, on the other hand, contended that dates or content of the alleged speeches and statements have not been mentioned in the notification.

It also said the Tribunal refused to accept or admit, before February 6, its plea challenging the immediate ban and thus, it had to come to the high court.

It said that it was limiting its plea to the immediate ban and not raising the issue of freezing of its accounts under the Foreign Contribution Regulation Act.

Hassan, Feb 9: Accusing the Centre for treating Karnataka as its enemy Former Minister and Congress leader UT Khader on Saturday said that the state did not get support from the Centre on the Mahadayi issue and flood relief and even the Union Budget.

Speaking to the media here, he said that the state has elected 25 BJP Lok Sabha members. Three from the state were Ministers in the Union Cabinet and another MP has been appointed president of the party’s state unit.

'None of them have spoken about the injustice done to the state in the budget. The budget document announced Rs 18,600 crore for the suburban railway in Bengaluru. But, ultimately the amount earmarked for the project is only Rs 1 crore. How can any BJP leader justify this?', the Congress leader wondered.

Bengaluru, Mar 7: Karnataka on Friday announced that there are no positive cases of the novel coronavirus, COVID-19 in the state till date.

"To date, 717 persons have been identified for observation, of them, 236 persons have completed 28 days of observation and 469 persons are continuing under home quarantine. 8 persons are admitted to selected isolation hospitals, " the state government said in a release today.

"Around 343 samples of symptomatic persons are sent for testing and 296 samples are reported as negative. No positive cases of Coronavirus in the state to date," it said.

Karnataka Chief Minister BS Yediyurappa earlier in the week assured people in state about the preparedness to tackle coronavirus.

He said, "We have issued instructions to all hospitals. We have made all the arrangements. People in Karnataka should not worry."

Union Health Minister Harsh Vardhan earlier today held a review meeting with states over preparedness for coronavirus. State governments have been asked to keep the testing and quarantine facilities, isolation wards and labs in active readiness.

The country's total number of positive cases of coronavirus touched 31 today. COVID-19 has so far killed more than 3200 people globally.

Udupi, June 2: The number of positive cases may continue to be more in Udupi district since the results of more than 3,000 samples are pending with Labs.

The district total cases to 260. The figure had seemed far-fetched on May 15, when the number of cases stood at just three. The latest spike has been attributed to the return of migrants from other States as well as from abroad. These samples are from people who returned to the district in the last two weeks.

This delay is because the laboratories testing samples from Udupi are burdened with a high case-load after more than 8,500 people returned to the district, particularly from the neighbouring state of Maharashtra.

"Samples have piled up after the influx of people returning from other states and from abroad," says Dr Prashant Bhat, nodal officer for COVID-19 in Udupi. This delay has caused returnees in institutional quarantine to stay on for as long as 18 days.

The designated laboratory for coronavirus testing in Udupi is Wenlock District Hospital in Mangaluru. The district administration also sends samples to laboratories at the Kasturba Hospital in Manipal, Yenepoya Medical College, Mangaluru, KS Hegde Medical Academy, Mangaluru, and Viral Diagnostic Laboratory in Shivamogga. Apart from Udupi, the laboratory in Manipal is also testing samples from Uttara Kannada district. The laboratory in Shivamogga is also testing samples from Shivamogga and Bijapur districts. The laboratories in Mangaluru, similarly, have samples from Dakshina Kannada district.

Dr Avinash Shetty, Medical Superintendent of Kasturba Hospital in Manipal, one of the private laboratories being used by the Udupi district administration, said that they are testing samples in batches. "We received around 600 samples today and we will be testing them now. The backlog of samples should be cleared in the next few days," Dr Avinash said.

All 73 cases reported in Udupi on Monday were patients with travel history of returning from Maharashtra or patients with travel history of returning from abroad.

In cases of some patients who tested coronavirus positive in the past week, people were released from institutional quarantine after a stipulated period only to be tracked down again and admitted in hospitals after their results returned positive.

While two such cases emerged in Belapu and Belman in the district, the administration is now following up with others who were released from institutional quarantine to ensure they remain in home quarantine till their test results are confirmed.

The spike in cases among returning migrants in Udupi also comes at a time the Karnataka government reduced restrictions on interstate travel.
