'Diluted' anti-superstition bill gets State Cabinet nod

Bengaluru, Sept 28: After much ado, the State Cabinet on Wednesday approved a diluted anti-superstition bill that seeks to ban 16 practices, including human torture in the name of rituals and creating panic by threatening to invoke ghosts.

The Karnataka Prevention and Eradication of Inhuman Evil Practices and Black Magic Bill, 2017 is a watered down version of the Karnataka Prevention of Superstitious Practices Bill, 2013 which had proposed to ban numerology and astrology too.

However, the 2013 bill had met with resistance from various quarters, including religious institutions, and was referred to a scrutiny committee for review. Numerology, astrology and vaastu have now been spared from the purview of the bill.

The words “aghori” and “narabali” (cannibalism and human sacrifice) have also been deleted in the revised bill as these practices are not found in the State.

Briefing reporters, Law Minister T?B?Jayachandra said the bill will be tabled in the winter session of the State legislature, likely to be held in November in Belagavi.

The bill is modelled after a similar legislation in force in Maharashtra. It seeks to ban practices such as exorcism, black magic, witchcraft, rituals promoting self-injury, throwing of infants from a height on a bed of thorns, parading women in the naked and sexual exploitation by invoking supernatural powers.

Made snana out

The bill also bans the controversial “made snana” practised in some temples. Without naming the practise, the bill states that facilitating any person to roll over leaves with leftover food by others, in public or religious places, is banned.

The bill does not cover worship, teaching of ancient and traditional learning, holding prayers, religious celebrations, piercing of ears, nose in accordance with rituals, vaastushastra, astrology and advice on sourcing groundwater.

The bill contains penal provisions and designates police inspectors as vigilance officers for detection and prevention of violations of the provisions of the bill.

Education is has no bearing on superstitions. Many well educated Pundits' superstitions are in fact make others to believe too. I have seen many believe in astrology, vastu, puranas, and so on. Many uneducated are atheists too.

Wonder any rule can stop practices, but education can.. can government spend time and money in spreading awareness. Just law does not help in any fashion. Unless we change the minds of the ppl. This will be a defunct law as even enforcers do not believe in this the law enacted...

Bengaluru, May 22: Karnataka Congress delegation met Chief Election Commissioner, Dr B Basavaraju in Bengaluru, urging him to guide Karnataka Government to conduct local body elections and not to allow State government to nominate their party men to the local bodies.

The delegation was led by Congress leader Siddaramaiah and Karnataka Pradesh Congress Committee (KPCC) president D K Shivakumar.

"They (State government) wants to postpone the election, they have a lot of other provisions. We are demanding to protect the law, the government doesn't have the power to interfere in the system. We will not allow the state government to nominate their party men.

The CM and his entire team is responsible for this, they are killing the democracy and Panchayati Raj system of the State," said Shivakumar while speaking to the reporters.

The local body elections were scheduled to take place in the month of March or April, which were postponed in view of the COVID-19 crisis.

However, the date for conducting the local body elections has not been decided yet.

Hubli, Mar 9: A Hubli court on Monday rejected the bail application of three Kashmiri students, who were booked for sedition, after their video allegedly raising pro-Pakistan slogans went viral.

The plea was filed under Section 439 of CrPC.

This comes after the Hubli Bar Association earlier withdrew its resolution against representing the three Kashmiri students and said that advocates who wish to appear for them can approach Dharwad Principal District Court to file bail plea.

The three students are Basit Ashik Sophi (19), Talib Majid (19) and Amir Mohiuddin (23). They were booked under sedition charges for raising pro-Pakistan slogan in a video shared on social media.

They were earlier transferred to Belgaum Hindalga jail from Hubli sub-jail and the case, registered in Gokul Road police station, was also transferred to the rural police station because the video was recorded in the college hostel room, which is in its jurisdiction.

New Delhi, Mar 3: Bharatiya Janata Party leader Kapil Mishra, who instigated violence in northeast Delhi by provoking mobs, has now been provided with 24x7 security. After he claimed threat to his life, he has been provided with “Y” category security — which entitles him to six security personnel round-the-clock to guard him in and outside the city.

He had fought the 2020 Delhi Assembly elections by giving inflammatory remarks around the anti-Citizenship Amendment Act in Shaheen Bagh, and lost to Aam Aadmi Party candidate. But he continued to issue provocative remarks.

While there is clear evidence of his scandalous statements just a day before the violence was unleashed on Muslims in Delhi last week where around 50 people were killed, no action has been taken against him so far. Instead, he is being treated as a hero in his party.

As per sources, Mishra complained that he got life threats over the past week in wake of the violence and based on his request, the Delhi Police has provided the security cover.

Mishra had taken to social media platform Twitter and alleged that he was receiving threats via WhatsApp, Twitter and Facebook, from Indian and foreign accounts.

“I am constantly being threatened with murder on the phone, on WhatsApp, on email. Hundreds of threats are being given continuously from the country and abroad. I don’t fear this hate campaign against me,” he had said on Twitter on March 1.

Mishra had on February 23 made an incendiary speech, following which North-East Delhi witnessed anti-Muslim violence.

The Supreme Court of India on Monday said it will on Wednesday (March 4) hear a plea that sought immediate FIRs against Kapil Mishra, Union Minister of State for Finance Anurag Thakur and other leaders for their recent hate speech, which allegedly triggered the violence in Delhi. The plea was filed by Delhi violence survivors.

The apex court bench, comprising Chief Justice SA Bobde, listed the matter for hearing after senior advocate Colin Gonsalves, who is appearing on behalf of the survivors told the SC that the Delhi High Court had last week adjourned the matter for six weeks even as “people are dying every day”.
