10 schemes close to CM's heart may miss deadline

Bengaluru, Oct 6: While the ruling Congress gets bullish on promoting the government’s achievements, 10 out of 18 flagship programmes of Chief Minister Siddaramaiah - the party’s face for the upcoming Assembly polls - are unlikely to meet implementation targets before the end of his tenure.

These 18 programmes or schemes are directly monitored by the Chief Minister’s Office (CMO). Ten of them are way behind the March 2018 deadline, according to data. These programmes are facing a predicted time delay of more than 10%, which roughly means they are, at least, months behind schedule. The CMO predicts time delay for a project going by the previous pace of expenditure.

The most lagging one is the 72-km-long Namma Metro Phase-2, a project Siddaramaiah has fast-tracked in order to be completed by December 2020.

The entire project is 77% behind schedule and the government’s target of completing Reach-2 and Reach-4 by March 2018 is unlikely to be achieved. Since February 2014, the government has spent Rs 3,725 crore on the Phase-2, but has achieved only 12% physical progress.

Similarly, infrastructure works under the Hyderabad-Karnataka Region Development Board is a dismal 74% behind schedule. Out of a total 14,893 works, only 3,467 have been completed at a cost of Rs 1,500 crore.

Construction of Citizen Service Centres (Bangalore One and Karnataka One) is another area where the government has not delivered much. Only 52 centres are operational out of the targetted 102. Based on physical and financial progress, this project is 44% behind schedule.

Other flagship programmes such as Pashu Bhagya, horticulture area expansion, Basava Housing Scheme (and other housing schemes), sports infrastructure, MGNREGA and micro irrigation are 12-36% behind the March 2018 deadline. Interestingly, data reveals that some of these were implemented well initially, but have lost closer to the polls.

Only three schemes are on track. Vidyasiri, under which poor backward class students get a stipend of Rs 1,500 per month towards accommodation, has covered 3.29 lakh students against the 3.11 lakh target.

The Niranthara Jyothi Yojane (24-hour 3-phase power supply in rural areas) has already reached 15,398 villages and is 10% ahead of schedule. Similarly, the Manaswini scheme to provide Rs 500 to poor spinsters and divorced women is closer to achieving the target.

Other flagship schemes such as Anna Bhagya, new hostels, industrial infrastructure, National Rural Drinking Water Programme and Mythri are facing minor delays.

“There is now visibility and transparency, so we know where the delays are. The chief minister will hold a series of review meetings in November to push implementation,” Principal Secretary to Chief Minister L K Atheeq said. “We are confident of achieving targets,” he added.

When Bhaagyas get mixed up.

The Health Scheme, they provide Henda Intravenous.
Shaadi Bhaagya, is when they mixe up with Annabhagya you get Coupons for Biryani at Indira Canteen.
Anna Bhaagya, you line up for Ration, and you win a Bride.

Henda Bhaagya is one which never goes wrong, you always get Kalbatti Sarai.

What is really visible physically is lagging. The scheme " Vidyasiri" claims 3.29lakh coverage instead of targeted 3.11, looks good, hope there are no bogus claims under this scheme.

The ruling Khangress in Karnataka should give up costly schemes that do not benefit many for cheap popularity. If the Govt. concentrates on much needed trash management, pot-hole and speed-breaker free clean smooth well lit roads with obstruction-free clear pedestrian foot-paths and other public amenity based schemes, the party need not struggle for popularity.

Mangaluru, July 8: Dakshina Kannada on Wednesday recorded its highest single-day spike in Covid-19 cases with 183 cases reported in the district, while Udupi reported 31 new cases.

DK also recorded two more fatalities – both patients with co-morbid conditions — taking the total death toll in the district to 28. Udupi has recorded three Covid-19 deaths.

The fresh spike saw total positive cases in DK shoot up to 1,542 and active cases to 819. As many as 12 patients were discharged from hospital on Wednesday. The positivity rate in the district now stands at 0.07 %. Health authorities as on date have received 22,181 samples and 20,153 out of 21,695 samples tested have turned out negative.

MLA’s gunman tests positive

The gunman assigned to former minister U T Khader tested positive on Wednesday and three others who were with him in the escort vehicle have been quarantined, said city police commissioner Vikash Kumar Vikash. A section of police commissioner’s office was shut for sanitisation as per protocol after staff working there were treated as primary contacts. The office per se has not been sealed contrary to ‘reports’ doing rounds in social media, he said.

Deputy commissioner Sindhu B Rupesh said the district reported two deaths — one late on Tuesday and the other during the day. The victims are a 57-year-old man and 32-year-old youth. Two of the 183 cases were secondary contacts, 25 were cases of influenza like illness, four cases of SARI, one a case of inter district travel, two with interstate travel, five with international travel history, 22 random samples and five pre-surgery samples.

Udupi district recorded 31 new cases taking the total positive cases recorded as on date to 1,421. Discharge of 1,189 patients meant that Udupi has 229 active cases.

Meanwhile, Kota Shrinivas Poojari, minister for fisheries on Wednesday inaugurated the Covid-19 lab at district hospital in Udupi. Karkala MLA Sunil Kumar inaugurated ambulance monitoring system to ensure expeditious transfer of infected patients to designated treatment centres.

The United States of America has bought almost the entire world's supply of remdesivir, one of just two drugs proven to treat COVID-19.

“President Trump has struck an amazing deal to ensure Americans have access to the first authorised therapeutic for Covid-19,” said the US health and human services secretary, Alex Azar.

“To the extent possible, we want to ensure that any American patient who needs remdesivir can get it. The Trump administration is doing everything in our power to learn more about life-saving therapeutics for Covid-19 and secure access to these options for the American people.”

The announcement implies that no other country in the world will be able to buy remdesivir for next three months at least.

The anti-viral drug patented by the US-based Gilead biotech firm is the only one approved by the European Medicines Agency (EMA) to treat patients with the novel coronavirus.

The Trump administration has already shown that it is prepared to outbid and outmanoeuvre all other countries to secure the medical supplies it needs for the US.

“They’ve got access to most of the drug supply [of remdesivir], so there’s nothing for Europe,” said Dr Andrew Hill, senior visiting research fellow at Liverpool University.

Remdesivir, the first drug approved by licensing authorities in the US to treat Covid-19, is made by Gilead and has been shown to help people recover faster from the disease.

The first 140,000 doses, supplied to drug trials around the world, have been used up. The Trump administration has now bought more than 500,000 doses, which is all of Gilead’s production for July and 90% of August and September.

New Delhi: BJP leader Yogish Gowda, who was a member of the Dharwad Zilla Panchayath in Karnataka, was killed because of "political reasons", the CBI has alleged in its charge sheet filed against eight accused before a Dharwad court, officials said on Thursday.

Mr Gowda was killed on June 15, 2016 in front of a gym in Dharwad.

The charge sheet was filed before the Judicial Magistrate First Class Court in Dharwad against Santosh Savadatti, Dinesh M, Sunil KS, Harshith, Aswath S, Nazeer Ahamad, Shanawaz and Nutan K. All but one are in judicial custody.

"The accused allegedly came to Dharwad on two occasions in June 2016 and with the support of the other accused, allegedly planned the murder of Yogish Gowda. These accused fled after the crime," CBI spokesperson RK Gaur said.

The agency has alleged that the killing had "political reasons" behind it and was a result of political rivalry, the officials said.

The agency had taken over the case on September 24, 2019, nearly three years after the murder, on the request of the BJP government in Karnataka and a referral from the centre.

The case was earlier probed by the Karnataka Police which had charged six people for allegedly planning and executing the killing.

The CBI has arrested eight accused in the case of which seven are in judicial custody, they said.

"Further investigation into the role of the other accused and larger conspiracy in this case is continuing on a day-to-day basis," Mr Gaur said.
