10 schemes close to CM's heart may miss deadline

Bengaluru, Oct 6: While the ruling Congress gets bullish on promoting the government’s achievements, 10 out of 18 flagship programmes of Chief Minister Siddaramaiah - the party’s face for the upcoming Assembly polls - are unlikely to meet implementation targets before the end of his tenure.

These 18 programmes or schemes are directly monitored by the Chief Minister’s Office (CMO). Ten of them are way behind the March 2018 deadline, according to data. These programmes are facing a predicted time delay of more than 10%, which roughly means they are, at least, months behind schedule. The CMO predicts time delay for a project going by the previous pace of expenditure.

The most lagging one is the 72-km-long Namma Metro Phase-2, a project Siddaramaiah has fast-tracked in order to be completed by December 2020.

The entire project is 77% behind schedule and the government’s target of completing Reach-2 and Reach-4 by March 2018 is unlikely to be achieved. Since February 2014, the government has spent Rs 3,725 crore on the Phase-2, but has achieved only 12% physical progress.

Similarly, infrastructure works under the Hyderabad-Karnataka Region Development Board is a dismal 74% behind schedule. Out of a total 14,893 works, only 3,467 have been completed at a cost of Rs 1,500 crore.

Construction of Citizen Service Centres (Bangalore One and Karnataka One) is another area where the government has not delivered much. Only 52 centres are operational out of the targetted 102. Based on physical and financial progress, this project is 44% behind schedule.

Other flagship programmes such as Pashu Bhagya, horticulture area expansion, Basava Housing Scheme (and other housing schemes), sports infrastructure, MGNREGA and micro irrigation are 12-36% behind the March 2018 deadline. Interestingly, data reveals that some of these were implemented well initially, but have lost closer to the polls.

Only three schemes are on track. Vidyasiri, under which poor backward class students get a stipend of Rs 1,500 per month towards accommodation, has covered 3.29 lakh students against the 3.11 lakh target.

The Niranthara Jyothi Yojane (24-hour 3-phase power supply in rural areas) has already reached 15,398 villages and is 10% ahead of schedule. Similarly, the Manaswini scheme to provide Rs 500 to poor spinsters and divorced women is closer to achieving the target.

Other flagship schemes such as Anna Bhagya, new hostels, industrial infrastructure, National Rural Drinking Water Programme and Mythri are facing minor delays.

“There is now visibility and transparency, so we know where the delays are. The chief minister will hold a series of review meetings in November to push implementation,” Principal Secretary to Chief Minister L K Atheeq said. “We are confident of achieving targets,” he added.

What is really visible physically is lagging. The scheme " Vidyasiri" claims 3.29lakh coverage instead of targeted 3.11, looks good, hope there are no bogus claims under this scheme.

The ruling Khangress in Karnataka should give up costly schemes that do not benefit many for cheap popularity. If the Govt. concentrates on much needed trash management, pot-hole and speed-breaker free clean smooth well lit roads with obstruction-free clear pedestrian foot-paths and other public amenity based schemes, the party need not struggle for popularity.

Mangaluru, Mar 24: Seven people were arrested on Tuesday for violating prohibitory orders imposed under Section 144 of CrPC in Mangaluru during the lockdown in Karnataka, Commissioner of Police PS Harsha said.

Chief Minister BS Yediyurappa on Monday had announced a complete lockdown in the state till April 1.
"In the wake of the coronavirus outbreak, the entire state will be locked down from 12 am of March 23 to April 1. People are requested to strictly follow it to contain the coronavirus spread," he said.
Earlier, the state government had ordered the suspending of all public and private transport services.
According to the data compiled by the Indian Council of Medical Research (ICMR), the total number of the infection-related death toll in the country rose to nine on Tuesday, while the total number of active cases reached 482.

Bengaluru, Feb 29: Dreaded underworld don Ravi Poojary's lawyer Dilraj has allegedly been kept out of hearing distance and as a mute spectator during interrogation by the police.

"The lawyer is a mute spectator out of hearing distance from the interrogation. He is not privy to what police ask Pujari," a source told media.

As directed by the court and requested by Poojary, Dilraj is allowed to be present near the interrogation for him to consult on legal issues, but the cops have made sure that he does not hear anything for fear of leaking information.

The court has also ordered the interrogation to be video graphed, which the police are carrying out.

Police sources said that Ravi Poojary is relaxed and cool during the multi-lingual interrogation.

"He is cool, giving frank replies. Poojary is exhibiting confidence in whatever he is telling. Maybe confidently lying, police are not new to him," said the source.

According to source, the gangster knows how to handle police, with sufficient knowledge to reveal how much he wants to, when to stop, when to talk, when to mislead and plant false information.

"Poojary is being interrogated in his mother tongue Kannada, Hindi and English. He is fluent in English," the source said.

However, the source denied speculation gaining currency that Poojary requested police not to send him to Mumbai fearing of being eliminated by the henchmen of dreaded underworld dons Dawood Ibrahim and Chota Rajan.

"Nothing of that sort happened. It doesn't work like that. He has been captured after 25 years, and he is not a king to choose. Wherever the law takes him, he will go there," said the source.

Rajan is serving a life sentence inside a high security cell in Delhi's Tihar jail.

Currently, the probe is focused on Tilknagar Shabnam Developers double murder shootout case. Police are discovering information, verifying it with respect to evidence and building the case.

Taking regular breaks, police are interrogating Poojary from morning till evening.

Of the over 200 cases against Poojary in the southern state, 39 are in Bengaluru, 36 at Mangaluru, 11 in Udupi on the state's west coast and one each at Mysuru, Hubballi-Dharwad, Kolar and Shivamogga in Malnad.

The other cases are in Mumbai (49) and in Gujarat (75) pertaining to extortion, kidnapping, ransom demand and murder threats.

Poojary also extorted huge amounts from popular Bollywood stars and realtors. He was also involved in an attempt to murder case, aimed at killing a prominent lawyer of Mumbai.

A four-member Karnataka police team led by Pandey brought the 52-year-old underworld don to Bengaluru from Dakar in Senegal via Paris in an Air France scheduled flight during the wee hours and kept him at an interrogation centre in the city's south-east suburb.

Jun 19: BJP leader Devendra Fadnavis on Thursday said Maharashtra Chief Minister Uddhav Thackeray should sign an agreement with neighbouring Karnataka to avoid a repeat of flood in part of the state like it happened in August last year.

In August 2019, Kolhapur, Sangli districts and some other parts of the state faced unprecedented floods triggered by huge release of water from dams in western Maharashtra and from the Almatti dam in Karnataka.

Fadnavis said, The Maharashtra chief minister should hold an urgent meeting with the Karnataka chief minister and enter into an agreement over-discharge of water from the Almatti dam located on the border of both the states."

If water is not released from the Almatti dam in time, it will cause flooding in border areas of Maharashtra such as Kolhapur and Sangli.

"A pact between the two states would benefit both as it would help in keeping water levels in control, the former chief minister said.

The dams in the state already have sizeable water stock. It would be better if the chief minster schedules a meeting with the Karnataka chief minister regarding the same (agreement), the Leader of Opposition in the assembly said.
