Guntur, Oct 16: Mehboob Shamsher Khan, India’s first Olympian swimmer, passed away due to cardiac arrest at his native village of Kaithepalle in Repalle Mandal of Guntur district on Sunday at the age of 92 years.

He was national hero in the year 1956 when he became first Indian swimmer to finish fifth at the Melbourne Olympics. He is survived by two sons, daughters-in-law and grandchildren.

Shamsher Khan ironically lived in utter poverty till his death despite serving in the Indian army for nearly 24 years and retiring in the rank of Subedar.

Shamsher Khan had joined the Army in 1946 and served in two crucial wars — against China in 1962 and Pakistan in 1973. He was inducted into the Madras Engineer Group in Bengaluru.

In interviews he explained his swimming training as totally “local” and “rural.” He said that he initially learnt to swim with buffaloes at the village pond and got the chance to get trained after joining the Army. He set a national record in the 200 metres butterfly in 1954 and broke all records at the national meet in 1955.

Khan got place on the Olympic swimming team with sheer performance which he repeated in Melbourne. Recalling his experience, he had said that the Indian government arranged only air fare to Melbourne and that he got a loan of Rs 300 from the Army to meet his costs during the Olympics. He further explained in interviews that his salary was only Rs 56 per month and that the loan amount was deducted without any subsidy, rebate or reduction.

Shamsher Khan’s elder son Sajid Vali Khan is serving the Indian army and he was living with his younger son Ali Khan in his native place. Family members stated that Shamsher Khan suffered a heart attack few years ago and was on medication.

A.P. Chief Minister N. Chandrababu Naidu and YSR Congress president Y. S. Jaganmohan Reddy expressed grief and sorrow over Shamsher Khan’s demise and praised his services.

Bengaluru, Mar 29: There was no shortage of masks and testing kits for detecting coronavirus cases in Karnataka and the government would import them if a need arose, Chief Minister B S Yediyurappa on Sunday said.

Apprising leaders of political parties on measures taken by his government to combat spread of coronavirus, he also told an all-party meeting that the government has decided to provide life insurance cover to police and civil workers and has taken extra precautions to maintain supply of food grains.

"There is no shortage of testing kits, medicines and masks. If there is need, we will import more... We will distribute testing kits to all the district and Taluk hospitals," he was quoted as saying in a government release.

The state has so far reported 76 COVID-19 cases including three deaths and five discharges.

At the meeting held in the Vidhana Soudha here, former chief minister and senior Congress leader Siddaramaiah said there were shortcomings in the screening of passengers coming from abroad and stressed on the need to maintain supply of essentials.

Yediyurappa said supply of foodgrains would be made through Public Distribution System and the government had taken extra precautions to avoiod any difficulties.

He told the leaders that there was no restriction on agriculture activities in the state.

"I have been regularly holding meetings since March 13 regarding the measures taken to contain the transmission of COVID-19," the chief minister said.

Health Minister B Sriramulu, Medical Education Minister Dr K Sudhakar, IT-BT Minister C N Aswath Narayan, Deputy Chief Minister Laxman Savadi, Siddaramaiah, JD(S) MLAs H D Revanna, D K Shivakumar and former speaker K R Ramesh Kumar attended the meeting.

Yediyurappa said a task force comprising of ministers and officials has been formed to oversee the implementation of the government orders in view of the 21-day lockdown.

He highlighted the prevailing situation across the globe saying normal life has been paralysed everywhere.

The chief minister also brifed the leaders about the number of clinics all over the state, availability of medicines and protection gear for the doctors and in quarantine rooms in the state.

Flagging concerns over screening process, Siddaramaiah said around 4,500 people were yet to be tracked, which need to be taken up on a warfooting.

"The government is saying that we have not reached the third stage but in Nanjangud, a person contracted the disease though he does not have any travel history. This must be probed," he said.

The former former chief minister asked the government to make sure that the free distribution of food grains to weaker sections take place without any difficulty from April 1, as announced by the Central government.

He objected to police 'excesses' while enforcing lockdown.

Siddaramaiah also asked government to bring the police personnel under special insurance cover.

Bengaluru, Jul 8: In a setback to the State government, the Karnataka High Court on Wednesday stayed the initial ban and the subsequent restrictions imposed on schools against conducting online classes from pre-primary to Class X.

Prima facie the ban and embargo imposed on online education violate Articles 21 and 21A of the Constitutionon the fundamental right to education, the Court said.

A Division Bench comprising Chief Justice Abhay Shreeniwas Oka and Justice Nataraj Rangaswamy passed the interim order staying the operation of Government Orders issued on June 15 and June 27 respectively.

The Bench passed the interim order on the petitions filed by parents of children and several educational institutions questioning the legality of the ban and the restrictions imposed.

However, the Bench made it clear that this order should not be construed that the schools have right to make online education compulsory and can charge fee for offering online education. Also, the schools should not deprive students, who cannot opt for online education, the lost education when the schools reopen on regular basis.
