Unnao gang-rape: Finally, FIR registered against BJP MLA, no decision on arrest

Lucknow, Apr 12: The police today registered an FIR against Uttar Pradesh BJP MLA Kuldeep Singh Sengar in connection with the gangrape of a 17-year-old girl in Unnao district.

The MLA has been booked under various sections of the Indian Penal Code (IPC) and provisions of the Protection of Children from Sexual Offences (POCSO) Act, Superintendent of Police (SP), Unnao, Pushpanjali Devi said.

The FIR has been registered under sections 376 (rape), 366 (kidnapping, abducting or inducing woman to compel her marriage,), 363 (kidnapping) and 506 (criminal intimidation) at the Maksi police station, the officer said.

Police said the FIR against the MLA was registered early this morning.

Late last night the Yogi Adityanath government had decided to hand over to the CBI the probe into the Unnao rape case.

Facing heat and growing outrage over the alleged involvement of Sengar in the rape the government had also decided to register an FIR against the legislator and the other accused and hand over the investigation to the agency.

The government has also recommended a CBI probe into the death of the victim's father allegedly in custody on Monday.

The decisions were taken after the Special Investigation Team (SIT), constituted under additional director general of police (Lucknow zone), to look into the matter submitted its report to the government.

The development came hours after the Allahabad High Court sought the Uttar Pradesh government's stand on the incident on a letter to the court by senior lawyer Gopal Swaroop Chaturvedi detailing the case and posted the matter for hearing today.

The Supreme Court has decided to hear next week a plea for a CBI probe.

The plea also alleged that the woman's father was tortured and killed in police custody.

The wife of the accused BJP MLA, Sangeeta Sengar, had yesterday demanded narco tests of her husband and the 17-year-old girl.

New Delhi, May 11: Former prime minister Manmohan Singh is stable and under observation at the AIIMS here after suffering reaction to a new medication and developing fever, hospital sources said on Monday.

The 87-year-old Congress leader was admitted to the hospital on Sunday evening after he complained of uneasiness. He has now been shifted out of the ICU.

The sources said that Singh had developed a reaction to a new medication and further investigation is being carried on him to rule out other causes of fever.

"Dr Manmohan Singh was admitted for observation and investigation after he developed a febrile reaction to a new medication," the sources said.

"He is being investigated to rule out other causes of fever and is being provided care as needed. He is stable and under care of a team of doctors at the Cardiothoracic Centre of AIIMS," they said.

"All his parameters are fine. He is under observation at the AIIMS," a source close to him has said.

Singh, a senior leader of the opposition Congress, is currently a Member of Rajya Sabha from Rajasthan. He was the prime minister between 2004 and 2014.

In 2009, Singh underwent a successful coronary bypass surgery at the AIIMS. A number of leaders expressed have expressed concern over his health and wished him a speedy recovery.

New Delhi, May 15: The World Bank on Friday approved $1 billion 'Accelerating India's COVID-19 Social Protection Response Program' to support the country's efforts for providing social assistance to the poor and vulnerable households, severely impacted by the pandemic.

This takes the total commitment from the World Bank towards emergency COVID-19 response in India to $2 billion.

A $1 billion support was announced last month to support India's health sector.

The response to the COVID-19 pandemic around the world has required governments around the world to introduce social distancing and lockdowns in unprecedented ways, said Junaid Ahmad, World Bank Country Director in India in a webinar interaction with the media.

These measures, intended to contain the spread of the virus have, however, impacted economies and jobs – especially in the informal sector. India with the world's largest lockdown has not been an exception to this trend, he said.

Of the $1 billion commitment, $550 million will be financed by a credit from the International Development Association (IDA) – the World Bank's concessionary lending arm and $200 million will be a loan from the International Bank for Reconstruction and Development (IBRD), with a final maturity of 18.5 years including a grace period of five years.

The remaining USD 250 million will be made available after June 30, 2020.

New Delhi, Jan 15: The Delhi government Wednesday told the high court that execution of the death row convicts in the Nirbhaya gangrape and murder case will not take place on January 22 as a mercy plea has been filed by one of them.

The four convicts -- Vinay Sharma (26), Mukesh Kumar (32), Akshay Kumar Singh (31) and Pawan Gupta (25) -- are to be hanged on January 22 at 7 am in Tihar jail. A Delhi court had issued their death warrants on January 7.

Justices Manmohan and Sangita Dhingra Sehgal were told by the Delhi government and the Centre that the petition filed by convict Mukesh, challenging his death warrant, was premature.

The Delhi government and the prison authorities informed the court that under the rules, it will have to wait for the mercy plea to be decided before executing the death warrant.

They also said that none of the four convicts can be executed on January 22 unless the present mercy plea is decided.

The Supreme Court had on Tuesday dismissed the curative pleas of Mukesh and Vinay.

The mercy plea hearing began Wednesday morning and will continue in the afternoon.
