President Kovind signs ordinance on Death Penalty for rape of children under 12

New Delhi, Apr 22:  President Ram Nath Kovind today signed an ordinance to pave way for providing stringent punishment, including death penalty, for those convicted of raping girls below the age of 12 years.

The Union Cabinet on Saturday approved the ordinance to allow courts to award death penalty to those convicted of raping girls under 12 years.

New fast-track courts will be set up to deal with such cases and special forensic kits for rape cases will be given to all police stations and hospitals in the long term, according to the Criminal Law (Amendment) Ordinance 2018.

It stipulates stringent punishment for perpetrators of rape, particularly of girls below 16 and 12 years. Death sentence has been provided for rapists of girls under 12 years, officials said quoting the ordinance.

The minimum punishment in case of rape of women has been increased from rigorous imprisonment of seven years to 10 years, extendable to life imprisonment, they said.

In case of rape of a girl under 16 years, the minimum punishment has been increased from 10 years to 20 years, extendable to imprisonment for rest of life, which means jail term till the convict's "natural life".

The punishment for gangrape of a girl below 16 years will invariably be imprisonment for the rest of life of the convict, the officials said.

Stringent punishment for rape of a girl under 12 years has been provided with the minimum jail term being 20 years which may go up to life in prison or death sentence, they said.

The Indian Penal Code (IPC), the Evidence Act, the Code of Criminal Procedure (CrPC) and the Protection of Children from Sexual Offences (POCSO) Act will now stand amended.

The measure also provides for speedy investigation and trial. The time limit for investigation of all cases of rape has been prescribed, which has to be mandatorily completed within two months.

The deadline for the completion of trial in all rape cases will be two months, the officials said. A six-month time limit for the disposal of appeals in rape cases has also been prescribed.

There will also be no provision for anticipatory bail for a person accused of rape or gang rape of a girl under 16 years.

What the hell is this? We request Mr. President to pass a law to handover the rapists to the public. So that public will nicely treat them.

What the hell? The rapist will wait till the girl turns 12 years and 1 day and then rapes her. Victim may be 1 day old or 100 years gold .. give instant death penalty for all rapists.

Mumbai, Mar 13:  Investor wealth worth nearly Rs 12 lakh crore was wiped out in less than 15 minutes of trading on the stock exchanges on Friday, with the two benchmarks, the BSE Sensex and the NSE Nifty, crashing over 10 per cent.

The 30-share BSE Sensex plummeted 3,380.59 points, or 10.31 per cent, to 29,397.55. It hit an intra-day low of 29,388.97, falling up to 3,389.17 points.

Trading was halted for 45 minutes in the early session after the index hit its lower circuit limit.

The BSE and NSE benchmark indices, however, pared most losses with the Sensex trading 835.40 points, or 2.55 per cent, lower at 31,942.74, and the Nifty was down 253.25 points or 2.64 per cent at 9,336.90 at 10.40 am.

The mayhem on Dalal Street eroded investor wealth worth Rs 12,92,479.88 crore, taking the total m-cap to Rs 1,12,78,172.75 crore on the BSE at 1020 hours.

The m-cap of BSE-listed companies stood at Rs 1,25,70,652.63 crore at the end of trading on Thursday.

Traders said besides global selloff, incessant foreign fund outflows also weighed on investor sentiments.

On a net basis, foreign institutional investors sold equities worth Rs 3,475.29 crore on Thursday, data available with stock exchanges showed.

On the BSE, 1,279 scrips declined, while 193 advanced and 40 remained unchanged.

Volatility heightened in global markets as benchmarks world over went into panic mode, insinuating a freakish selloff.

Bourses in Shanghai dropped over 3.32 per cent, Hong Kong 5.61 per cent, Seoul 7.58 per cent and Tokyo cracked up to 7.97 per cent.

Wall Street lost 10 per cent in overnight trade.

More than 1,30,000 cases of the novel coronavirus have been recorded in 116 countries and territories, killing at least 4,900 people.

The number of coronavirus patients in India has risen to 74, as per the health ministry.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.

New Delhi, Mar 7: Bhim Army chief Chandrashekhar Azad has taunted Bahujan Samaj Party chief Mayawati saying that she has lost her way. He also said that one will have to work for the larger interest of the society to bring about equality. Only the speeches cannot improve the condition of the Dalits, their participation in power must increase.

In an interview with media persons, Chandrashekhar said: "Members of minority community, Dalits and backward classes are being targeted in the country. Their rights are being taken away. Our workers want that they too should get equal share in political power. Keeping this in mind, we are going to form a new political party on March 15. Their (Dalits) issues will have to be raised. Mere speeches will not work for Bahujan society, one has to raise voice in their favour. They should get a share in power."

On the question that how he would find a foothold in view of large political base of the BSP, Chandrashekhar said, "We are not looking for an alternative. Look at the crores of Muslims, Dalits, members of backward community and minorities. We have to protect their interests. We have a large organisation in the state. Our Bharat Bandh was also successful".

On the question that with which party he will forge an alliance in 2022 after forming his party on March 15, Chandrashekhar said: "When we are forming our party then we don't need to go seeking alliance with anyone. Our party will be formed on the basis of some principles. Whoever will find it suitable will come close to us".

On meeting with Yogi government's former minister Om Prakash Rajbhar, he said that Rajbhar is not a controversial person. He is a big backward leader. He raises voice in favour of the backwards in the Assembly. He also supported us when I was in jail. We talked about how to stop the BJP and will take all necessary steps to prevent the BJP from coming back to power.

When asked why he had several run-ins with the police, Chandrashekhar said: "Ask this question to the police. Have I broken any law? Am I not a citizen of this country? There is no freedom of speech in the Yogi government. This is happening at the behest of the government. We are just opposing it".

Talking about the CAA, NRC and the NPR, he said: "We will not stage protest because the government does not want it. Any law which is wrong in our view will be opposed. This is a secular country. The CAA will divide the country. If there is anything against the Indian Constitution, we will raise our voice. Laws will not be allowed to be made on the basis of religion".
