New Delhi, Apr 26: The government is learnt to have cleared the appointment of senior advocate Indu Malhotraas a judge of the Supreme Court, sources in the Law Ministry said today.

She will be the first woman judge to be appointed to the top post directly from the bar.

With this development, the government has decided to put on hold the elevation of Justice K M Joseph, who heads the Uttarakhand High Court.

On January 22, the apex court collegium's file recommending the elevation of Justice Joseph and Malhotra reached the Law Ministry.

After processing the file in the first week of February, the recommendations were kept in abeyance as the government wanted to elevate only Malhotra.

But now, the government has went ahead with the appointment of Malhotra and kept on hold the elevation of Justice Joseph.

The government feels that while recommending the name of Justice Joseph, the collegium has disregarded seniority and regional representation.

He is 42nd in the seniority list of 669 high court judges.

Law Minister Ravi Shankar Prasad would now write to Chief Justice of India Dipak Misra about its decision to appoint only Malhotra, the sources added.

Here a few facts about Indu Malhotra.

1. She was born in Bengaluru as the youngest child of senior Supreme Court advocate late Om Prakash Malhotra.  She did her graduation and masters in Political Science from Lady Shri Ram College in Delhi University. Her Bachelor of Law was also from Delhi University.

2. She enrolled in Delhi Bar Council in 1983. She qualified the Advocate-on-Records in the Supreme Court exam with a first rank in 1988. She was appointed as the Standing Counsel for the state of Haryana in Supreme Court and represented various government bodies such as SEBI, CSIR, DDA and others in the apex court.

3. After 30 years, Indu Malhotra became the second woman to be designated as Senior Advocate in Supreme Court in 2007. Justice Leila Seth was first woman senior advocate.

4. She specialised the arbitration law and has appeared in several commercial arbitrations around the world.

5. Malhotra has written a book titled "Arbitration and Conciliation Act, 1996", which is considered as a classic in the law of arbitration.

New Delhi, Mar 23: The central government has asked state governments to take strict action against violators of the coronavirus lockdown being enforced in 80 districts across the country.

An official statement released on Monday said there will be a total lockdown in 80 districts where coronavirus cases have been reported. The shutdown will end on March 31.

Delhi's borders will remain sealed during the lockdown, but essential services related to health, food, water and power supply will continue, and 25 per cent of the DTC buses will run to transport people associated with essential services.

Prime Minister Narendra Modi earlier on Monday appealed to state governments to ensure that rules and regulations of the coronavirus lockdown are enforced as he noted that many people were not taking the measure seriously.

"Many people are still not taking the lockdown seriously. Please save yourself, save your family, follow the instructions seriously. I request state governments to ensure rules and laws are followed," he said in a tweet in Hindi.

New Delhi, Jun 29: Fuel prices rose on Monday again after a days pause with oil marketing companies increasing the pump price of petrol by 5 paisa and diesel by 13 paisa per litre in Delhi.

In the national capital, petrol price on Monday stood at Rs 80.43 per litre while that of diesel at Rs 80.53 a litre.

With this increase, fuel prices have moved up on 22 of the last 23 days (with no rise on Sunday). Petrol prices, however, were unchanged for an additional day in between after the daily revision based on dynamic pricing was reinstated by OMCs.

Since the daily price revision resumed on June 7, petrol price has increased Rs 9.17 and diesel rose by Rs 11.14 in the national capital. In the other cities the magnitude of increase was similar.

During the past 23 days, the quantum of price hike gradually declined from around 60 paise raise for a few days, immediately post the resumption of daily price revision, to less than 20 paise during the past few days and now even less than 10 paisa per litre.

In a historic development, the price of diesel surged above that of petrol in the national capital during this period. It continues to remain higher even though on Saturday the quantum of petrol price hike was higher than that of diesel.

Officials in oil marketing companies said that it is hard to predict which of the two fuels will be priced higher in the Capital as the gap between the two is almost negligible. But petrol prices have shown more volatility in international markets that may take it ahead once again in coming days.

Apart from Delhi, the retail prices of petrol and diesel have followed the traditional path in other metros with petrol being priced at a premium of between Rs 5 and 8 per litre. The difference between the auto fuel prices in Delhi and other metros is because of the taxation structure.

While both petrol and diesel are at similar levels of taxes (state and centre) in Delhi, it is higher for petrol in many other Indian cities.

Globally diesel is priced a tad higher than petrol. In India too, the base price of diesel is slightly higher than petrol but taxation at central and state levels changed the complexion of retail prices.

If the price of petroleum products and crude hold their positions in global markets, then petrol and diesel prices rise may stop for a longer period and we may even see marginal fall in prices.

Fuel prices have been increasing since June 7 when oil companies began the daily price revision mechanism after a hiatus of 82 days during the lockdown.
