Karnataka launches new scholarship scheme for OBC students

Bengaluru, Jun 18: The Social Welfare Department has launched three new schemes for Other Backward Classes (OBC) students including cash awards for merit students to commemorate the centenary year of former chief minister D Devaraj Urs.

Addressing a press meet in Bengaluru on Wednesday,?Social?Welfare Minister H?Anjaneya said that the “Devaraj Urs Pratibha Puraskara” with cash awards ranging between Rs 10,000 and Rs 25,000 will be provided to 2,500 students of OBC communities who have secured 90 per cent marks.

The income of the students’ families should not exceed Rs one lakh per annum. “A sum of Rs 10,000 will be paid to 1,000 SSLC?students, Rs 15,000 to 500 II?PU students, Rs 20,000 to 500 degree students and Rs 25,000 to 500 students studying in professional institutions,” the minister said.

The department will provide assistance to the tune of Rs 10 lakh per annum for 100 students who wish to study aboard.

Candidates whose family income is below Rs six lakh per annum and who score a minimum of 60 per cent in their degree or postgraduate examination can apply for the “Devaraj Urs Study Abroad scheme”.

Under another scheme named after Urs, research scholars pursuing PhDs will be given a monthly stipend of Rs 5,000 per month for three years.

Details of the schemes are available on the website www.backwardclasses.kar.nic.in. Students can apply online by logging on to their website. Post-martic students of Other Backward Classes looking for government hostel facilities can also apply online from the same portal.

Last year, as many as 90,765 students were provided free hostel facilities in 869 hostels belonging to the Social Welfare Department.

The minister said an expert committee will be constituted soon to bring out a book on the life and times of Urs. A series of functions will be organised across the state on August 20, to coincide with the birth anniversary of Urs.

We, the undersigned express our solidarity with Dr Zafarul Islam Khan, renowned scholar, journalist and presently Chairman of the Delhi Minorities Commission.

We strongly condemn the continued media trial and targeting of Dr Zafarul Islam Khan for his Facebook post thanking Kuwait for expressing solidarity with Indian Muslims. In his Facebook post, he mentioned the appalling deterioration of human rights of Indian Muslims who have been targeted by Hindutva bigots. A few politicians with ulterior motives and news channel anchors known for spreading bigotry and Islamophobia have mischievously sought to misinterpret his statement and ridiculously label him as anti-Hindu and anti-India.

He has only reiterated what many citizens of India, public figures, international institutions, various European governments, the United States of America and United Nations human rights mechanisms have repeatedly underlined their concern at the increasing human rights abuse and violations of religious minorities in India.

Dr Zafarul Islam Khan is a man of integrity. He is a scholar who is known to stand up for constitutional freedoms and values.

His work as the Chairman of Delhi Minorities Commission has been warmly applauded by human rights activists and NGOs across different faiths. His timely interventions on problems of minorities in Delhi have made him a respectable figure among not only Muslims but Sikh, Christians, Jains and Parsis. He is a humanist in the truest sense of the word.

The hateful propaganda against Dr Khan is one more illustration as how certain Indians fail to differentiate between Hinduism, a religion and Hindutva which is a supremacist political ideology.

Dr Zafarul Islam Khan is a leading Indian intellectual whose niche area is Islamic studies and Arab world. He enjoys great respect in the Arab and Muslim world for his understanding and knowledge. He is an alumni of the esteemed Jamia Al-Azhar and Manchester University.

Dr Khan is known for taking bold public positions. He was the first Muslim scholar in the world who denounced ISIL, which later became IS or ISIS. He issued a statement opposing the barbaric crimes of ISIL (IS or ISIS) and Boko Haram against minorities. He takes strong stands against extremism of all sorts. That makes him a prominent critic of RSS.

Dr Khan is a scholar ambassador and earned international prestige for the India. Any attack and targeting of him, is actually an insult to Indian constitution and ethos.

We demand the appropriate authorities of the Government of India take strong legal action against those who are distorting Dr Khan’s Facebook post, and spreading vicious false propaganda against him.

Bengaluru, Jul 14: The Karnataka government on Tuesday made changes to the Land Reforms Act 1961 through an ordinance to allow non-agriculturists to buy and own farmland for farming.

“The Land Reforms Act has been amended through an ordinance and notified after Governor Vajubhai R Vala gave his assent to it on Monday night,” a Revenue Department official told media persons.

It now permits non-farmers to buy farmland and grow food crops. But they can’t use it for other activities.

“Sections 79 A, B and C of the Act have been repealed, paving way for bona fide citizens to invest in farmland and take to farming as a hobby, passion or additional occupation, which is rewarding,” the official said.

The amended Act will enable the state to attract investment in the farm sector and boost food output. The farm sector’s contribution to the state’s gross domestic product (GDP) has been less than the manufacturing and services sectors over the last two decades.

Criticism by farmers, the Congress and the JD(S) since the cabinet approved changes on June 11 forced the state government to retain section 80 of the Act, with an amendment, to prevent sale of dam water irrigated farmland.

“The ordinance has also added a new section (80A), which says relaxations under the Act will not apply to land given to farmers under the Karnataka SC and ST (Scheduled Caste and Tribe) Act 1978,” the official said.

The changes permit mortgage of farmland only to the state-run institutions, firms and cooperative societies specified in the Act. The ordinance also makes legal cases pending in courts against the sections amended redundant as the new Act addresses the concerns raised in them.

“Besides generating substantial revenue for the state government, the Act will now allow farmers who find the occupation non-remunerative and risky due to droughts/floods and labour shortage to sell their surplus land to urban buyers,” the official said.

Ruling BJP Rajya Sabha member KC Ramamurthy from Bengaluru said the amended Act would allow any citizen to buy farmland.

“Though hundreds of people petitioned successive governments for the past 45 years to abolish the ‘draconian’ sections, they were ignored. I compliment Chief Minister BS Yediyurappa and Revenue Minister R Ashoka for the decision to allow everyone to buy farmland irrespective of their occupation or profession,” Ramamurthy told media persons.

Mangaluru, June 16: A youth has been arrested by the sleuths of Ullal police station on charge of sexually assaulting a minor girl and impregnating her on the outskirts of the city. 

The arrested has been identified as Lavakumar alias Shravan, a resident of Valacchil, who was working in a fast-food outlet at Thokkottu. 

According to the police, the accused had sexually assaulted his owner’s minor daughter. The incident came to light when the girl’s mother came to know that former was pregnant.

It is said that the girl’s mother, who had employed the accused, allowed him to stay in their house. The accused befriended the minor girl and sexually used her.

Based on a complaint filed by the girl’s mother, a case was registered at Ullal police station under Pocso Act. The police arrested him yesterday and produced him before a local court.
