Al-Qaeda 'ideologically inclined' to carry out attacks in India: UN report

United Nations, Aug 14: Al-Qaeda in the Indian Subcontinent (AQIS), the terror group's newest affiliate, is "ideologically inclined" to carry out attacks inside India but its capability is believed to be low and is relatively isolated owing to increased security measures in the region, according to a UN report.

The 22nd report of the Analytical Support and Sanctions Monitoring Team was submitted to the UN Security Council Al Qaeda Sanctions Committee.

The report said that AQIS is "relatively isolated owing to increased security measures within the wider region, but the group continues to seek security gaps for opportunistic attacks".

The group is "ideologically inclined to carry out attacks inside India but its capability is believed to be low," it said, adding that according to Member States, the strength of AQIS in Afghanistan is estimated at several hundred people, located in Laghman, Paktika, Kandahar, Ghazni and Zabul provinces.

Noting that Al-Qaeda still maintains a presence in South Asia, the report said the terror group adapts to the local environment, trying to embed itself into local struggles and communities and is closely allied with the Taliban.

According to one Member State, although the Islamic State in Iraq and the Levant (ISIL), also known as ISIS, poses an immediate threat, Al-Qaeda is the 'intellectually stronger group' and remains a longer-term threat.

The report added that some members of the Al-Qaeda core, including Aiman al-Zawahiri and son of slain Al-Qaeda leader Osama bin Laden, Hamza bin Laden are reported to be in the Afghanistan-Pakistan border areas.

Other members of the Al-Qaeda core may leave for more secure areas, it said.

The report said that between 20,000 and 30,000 Islamic State fighters remain in Iraq and Syria and among these there is still a significant component of the many thousands of active foreign terrorist fighters.

One Member State reports that some recent plots detected and prevented in Europe had originated from ISIL in Afghanistan. In addition to establishing a presence across Afghanistan, ISIL also attempts to have an impact on other countries in the region.

"According to one Member State, ISIL in Afghanistan is responsible for at least one attack in the Kashmir region,? the report said. However, no details about the attack in Kashmir were given in the report.

The sanctions monitoring team submits independent reports every six months to the Security Council on the Islamic State, Al-Qaeda and associated individuals, groups, undertakings and entities.

The report added that in Afghanistan, ISIL persistently tried to expand its presence, despite pressure from the Afghan National Defence and Security Forces, the international coalition and the Taliban.

ISIL currently has its main presence in the eastern provinces of Kunar, Nangarhar and Nuristan, and is also active in Jowzjan, Faryab, Sari Pul and Badakhshan provinces in the north. The group has the intention to expand into Ghazni, Kunduz, Laghman, Logar and Uruzgan provinces.

"In Kabul, Herat and Jalalabad, ISIL already has sleeper cells and has committed disruptive, high-profile attacks, including against both Government and Taliban targets during the Eid al-Fitr ceasefire," it added.

The report noted that that ISIL has between 3,500 and 4,000 members in Afghanistan, including between 600 and 1,000 in northern Afghanistan (with both numbers on the increase). It is led by Abu Sayed Bajauri who is not listed and the majority of its members and leaders were formerly members of Tehrik-e Taliban Pakistan and it may represent an emerging threat to Central Asian States.

Washington, May 15: A top US senator has unveiled an 18-point plan, including enhancing military ties with India, to hold the Chinese government accountable for its "lies, deception, and cover-ups" that ultimately led to the global COVID-19 pandemic.

The prominent suggestions are moving manufacturing chain from China and deepening military-strategic ties with India, Vietnam and Taiwan.

"The Chinese government maliciously covered up and enabled a global pandemic that has caused misery for so many Americans. This is the same regime that locks up its own citizens in labour camps, steals America's technology and jobs, and threatens the sovereignty of our allies,” said Senator Thom Tillis, presenting his detailed, 18-point plan on Thursday.

"This is a major wake-up call to the United States and the rest of the free world. My plan of action will hold the Chinese government accountable for lying about COVID-19; sanctioning the Chinese government while protecting America's economy, public health, and national security," he said.

The plan seeking to create a Pacific Deterrence Initiative and immediately approve the military's request for USD 20 billion in funding. It also calls for deepening military ties with regional allies and expand equipment sales to India, Taiwan and Vietnam.

Encourage Japan to rebuild its military and offer Japan and South Korea sales of offensive military equipment, it said.

"Move manufacturing back to the US from China and gradually eliminate our supply chain dependency on China. Stop China from stealing our technology and provide incentives to American companies to regain our technological advantage. Strengthen cybersecurity against Chinese hacks and sabotage," the plan stated.

"Prevent American taxpayer money from being used by the Chinese government to pay off their debt. Implement the US ban on (Chinese technology company) Huawei and coordinate with our allies to implement similar bans,” it added.

The plan seeks restitution from the Chinese government and imposition of sanctions for lying about the virus. It further said China should be sanctioned for their atrocious human rights record.

Senator Tillis' plan urges the Trump Administration to formally request the International Olympic Committee to withdraw the 2022 Winter Olympics from Beijing.

"Stop China's propaganda campaign inside the United States. Treat Chinese government-run media outlets as the propaganda proxies that they are," the plan stated.

Urging the government to investigate the Chinese government's cover-up of the spread of COVID-19, the plan also seeks to investigate America's reliance on China's supply chains and threats to public safety and national security.

"Ensure the independence of the WHO through investigations and reform. Expose and counter China's predatory debt-trap diplomacy targeting developing countries. Increase intelligence sharing on potential pandemics and lead the creation of a watchdog organization to monitor foreign governments' handling of deadly viruses," Tillis said in his suggestions.

The coronavirus, which first emerged in China's Wuhan city in December last, has killed over 3,00,000 people with 4.3 million confirmed cases across the world. More than a quarter of all confirmed COVID-19 cases are from the US.

There has been increasing pressure on the President Trump, in the last several weeks, to take action against China as lawmakers and opinion-makers feel that the COVID-19 spread across the world from Wuhan because of Chinese inaction.

Meanwhile, Senator John Barrasso, in a speech on the Senate floor on Thursday, highlighted the need to update the Foreign Intelligence Surveillance Act (FISA) legislation that was put on hold by the coronavirus pandemic.

"The virus could have been contained had it not been for the Chinese Government's unscrupulous cover-up. China knew the risk months before the rest of the world; yet Chinese communist leaders destroyed key evidence, they under-reported the number of coronavirus cases, and they misled the world about its deadly, rapid spread," he said.

Asserting that the virus should have been contained in Wuhan, he said tens and tens of thousands of Americans and hundreds of thousands of people worldwide have died as a result of China's failure.

Barrasso said the US should encourage its companies to create American and western supply chains. "That way our frontline workers have what they need in the time of crisis," he said.

"Not again, not ever will we be exclusively sourced for critical drugs from China. We should diversify supply and bring home as much of our supply chain as possible," he added.

Congressman Troy Balderson introduced bicameral legislation with Congressman Doug Collins and Senator Lindsey Graham that will hold China accountable for deceptive actions taken by its leaders that led to the spread and subsequent global pandemic.

The COVID-19 Accountability Act authorises president Donald Trump to impose sanctions on China if it fails to cooperate with a full investigation led by the US or its allies into the events that lead to the COVID-19 outbreak.

"The number of Ohioan lives needlessly claimed by this pandemic could have been significantly reduced had China taken appropriate measures to control the virus' spread and disclose its severity," said Balderson.

"The United States can't look the other way when China so recklessly compromised worldwide health and the global economy. China and its Communist Party leadership must be held accountable," he said.

London, Mar 4: The UK government has reiterated its concern over the potential impact of the Citizenship Amendment Act (CAA) and said it is continuing to follow the events in India closely.

In response to an urgent question on “Recent Violence in India” tabled by Pakistani-origin Opposition Labour Party MP Khalid Mahmood in the House of Commons on Tuesday, UK’s Minister of State in the Foreign and Commonwealth Office (FCO) Nigel Adams said the UK engages with India at all levels, including on human rights, and also referred to the country's "proud history" of inclusive government and religious tolerance.

"The UK government also have concerns about the potential impact of the legislation (CAA),” said Adams, the Minister for Asia who was standing in for UK Foreign Secretary Dominic Raab, who is on a visit to Turkey.

"It is because of our close relationship with the government of India that we are able to discuss difficult issues with them and make clear our concerns where we have them, including on the rights of minorities. We will continue to follow events closely and to raise our concerns when we have with them,” said the minister.

While Mahmood, who had tabled the urgent question for an FCO statement, described the government response as “facile”, another Pakistani-origin MP Nusrat Ghani called on the government to relay the UK Parliament's concerns to the Indian authorities.

British Sikh Labour MP Tanmanjeet Singh Dhesi said the violence had brought back “painful personal memories” from the 1984 Sikh riots while he was studying in India and fellow Sikh MP Preet Kaur Gill also referenced 1984 in her intervention.

Other MPs sought to highlight the steps taken by the Indian authorities to restore “peace and tranquillity” in Delhi.

“He will be aware that it is not just Muslims who have been killed; Hindus have also been killed as part of the riots,” said Conservative Party MP Bob Blackman.

Scottish National Party (SNP) MP Alyn Smith sought the UK government’s intervention to share best practice around countering the online disinformation campaign being used in India to “inflame tensions”.

“We are in constant contact on these issues, and we know how important this is to Members of Parliament and their constituents, who may have family in the area,” said Adams, in his response.

Jun 12: The global number of COVID-19 cases has increased to over 7.5 million, while the death toll was nearing 421,000, according to the Johns Hopkins University.

As of Friday morning, the overall number of cases stood at 7,500,777, while the deaths increased to 420,993, the University's Center for Systems Science and Engineering (CSSE) revealed in its latest update.

The US continues with the world's highest number of confirmed cases and deaths at 2,022,488 and 113,803, respectively, according to the CSSE.

In terms of cases, Brazil comes in the second place with 802,828 infections.

This was followed by Russia (501,800), the UK (292,860), India (286,605), Spain (242,707), Italy (236,142), Peru (214,788), France (192,493), Germany (186,691), Iran (180,156), Turkey (174,023), Chile (154,092), Mexico (133,974), Pakistan (125,933) and Saudi Arabia (116,021), the CSSE figures showed.

Regarding fatalities, the UK continues in the second position after the US with 41,364 COVID-19 deaths, which also accounts for the highest number of fatalities in Europe.

The other countries with over 10,000 deaths are Brazil (40,919), Italy (34,167), France (29,349), Spain (27,136) and Mexico (15,944).
