Karnataka to build a ‘detention centre’ for overstaying foreigners, illegal immigrants

Bengaluru: The union government of India has urged the Karnataka state government to set up a “detention centre” in Bengaluru exclusively for overstaying foreign nationals and illegal immigrants from other countries.

The Union Home Ministry wrote a letter last week to the Principal Secretary of the State Home Department, directing to take up measures to set up a detention centre in Bengaluru at the earliest. The letter signed by PC Guite, Under Secretary, Union Ministry of Home Affairs (Foreigners’ Dept).

The development comes amidst reports of rising number of crimes involving overstaying foreign nationals across Bengaluru.

“It has been contended that a large number of illegal immigrants from Africa and Bangladesh are residing in Bengaluru. They have been allegedly found indulging in various illegal activities such as drug peddling, prostitution, online frauds, house thefts and robberies,” the letter said.

Referring to the provisions provided with the state governments under the Foreigners Act 1946, the Centre directed Karnataka to restrict the movement of foreign nationals awaiting deportation and restrict them in a detention centre for foreigners, ensuring physical availability at all times for expeditious repatriation or deportation as soon as the travel documents are ready.

Even though the Centre has written to the state, the city police presented a different version. According to them, a proposal to set up a detention centre for foreigners has been pending for three years. The East Division police had demanded a detention centre after overstaying Africans and Bangladeshis were involved in a spate of crimes in the last few years.

Last month, Bengaluru Central parliamentarian P C Mohan and Mahadevapura MLA Aravind Limbavali had appealed to Union Home Minister Rajnath Singh to set up a detention centre. Minister of State for Home Affairs Kiren Rijiju had also favoured the proposal and directed the ministry’s division concerned to expedite the process.

“As of now, we are doing our best with whatever we have in hand. However, that does not serve any purpose,” revealed a senior police officer. “We can send them to prison, but soon after they get bail, they have to report to a state-designated detention centre which is absent in our state,” admitted an officer. While the state has to bear the expenses towards their stay at the detention centres, the Ministry of External Affairs will later reimburse the money, according to sources.

Promising action, Kamal Pant, ADGP, Law and Order, said, “We are in the process of identifying a suitable place to construct a detention centre. It will be accomplished very soon.”

Crime rates are increasing at the same time chances of mob lynching also. People may have doubt on such people and it may leads to mob lynching. Better to start monistoring system and detenyion centres soon

Actually most of them are coming to India for better job. Sending back to refugee camp means sending to hell. Refugee camps are not safe, What we can do is proper monitoring of such people. It may help them also.

Ahmedabad, Feb 24: US President Donald Trump arrived in Ahmedabad on Monday for the first leg of his India trip.

The Air Force One plane carrying Trump and his wife Melania landed at the Sardar Vallabhbhai Patel international airport here at 11.37 am, officials said.

It was scheduled to land at 11.40 am.

Prime Minister Narendra Modi, who reached Ahmedabad over an hour before Trump did, was present at the airport to welcome the US president at the airport.

In Ahmedabad, Trump will visit Mahatma Gandhi's Sabarmati Ashram, take part in a roadshow with Modi and jointly address over one lakh people at a cricket stadium, before heading for Agra to see the iconic Taj Mahal with Melania.

Trump, who is also accompanied by daughter Ivanka, son-in-law Jared Kushner and top brass of his administration, will get a taste of India's cultural melange during his high- optics Gujarat itinerary, after the bonhomie between the two leaders at the 'Howdy, Modi!' event in Houston last year.

The US president and Modi will participate in a roadshow from the airport to Sabarmti Ashram and from there to the newly-built Motera cricket stadium, where over a lakh people are expected to be present for the 'Namaste Trump' event.

Dance groups and singers from different parts of the country will be performing on stages that are dotting the 22- km route of the 'India roadshow' in the city.

Huge billboards of the two leaders and replicas of historic places in Gujarat have also been placed along the roads where people will greet the two leaders.

Over 10,000 police personnel, besides officials of the United States Secret Service, and personnel of the National Security Guards (NSG) and the Special Protection Group (SPG) have been deployed for the high profile visit.

The seventh US president to visit India, Trump on Sunday retweeted a video in which his face was superimposed on the hit Indian movie-character Bahubali, showing him as a great saviour.

Modi will accompany Trump to the Sabarmati Ashram, which was home to Mahatma Gandhi from 1917-1930 during India's freedom struggle.

Several world leaders including Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe have visited Sabarmati Ashram in recent years.

Ashram secretary Amrut Modi said Trump will spend 15 minutes at the place.

"Trump will visit the 'Hriday Kunj'. If he wishes, he will spin a charkha (spinning wheel). We will also gift him a coffee-table book, and a book containing 150 quotations of Gandhi," the Ashram official said.

Hriday Kunj is a room on the Ashram premises where Mahatma Gandhi and his wife Kasturba Gandhi had lived for 12 years between 1918 and 1930.

The official said the US President would be briefed about Gandhiji and the importance of charkha as a symbol of self-reliance.

There will be a cultural extravaganza at the Motera stadium during the 'Namaste Trump' event, where Trump and Modi will address the gathering.

Bollywood singer Kailash Kher and some Gujarati folk singers will perform at the stadium, officials of the Gujarat Cricket Association said.

Students of various government and private schools have also been roped in to perform at cultural events and they have been practicing for days, an official said.

Billboards with slogans hailing Indo-US relations and having pictures of Trump and Modi walking together, shaking hands, and waving at the crowd during the 'Howdy Modi' event are dotting the city.

Bengaluru, Feb 18:  A fan of Kannada film star Darshan smashed the face of a police constable with a boulder when the latter asked him to come in the queue to a party to celebrate the star’s birthday.

The incident happened past midnight on February 15 near the residence of the film star where his birthday was being celebrated.

The injured police constable has been identified as Devaraj, attached to the Jnana Bharathi police station.

The film star’s managers had not made arrangements to handle a huge crowd that gathered near his residence and police had a tough time controlling the crowd.

Constable Devaraj was deputed to duty at the party and tried to get the crowd to fall in line.

As the police carried out a mild lathi-charge to control the crowd, a fan of Darshan came up with a boulder in his hand and smashed the face of the constable Devaraj from very close distance. The constable collapsed on the spot and the attacker ran away.

The impact was such that Devaraj’s nose was fractured and he sustained an eye injury. He was admitted to a private hospital and his condition is said to be serious.

The R R Nagar police have registered a case under IPC sections 353 and 352. The cops have launched a hunt for the accused and they are obtaining CCTV footage from the spot.

A complaint is being registered against the organisers of the event and an investigation is on. Several neighbours of Darshan have also complained to the police about the chaos on February 15.

Udupi, Jul 26: Two persons including a lady doctor have been arrested by the Kaup police in Udupi district for trying to use fake salary documents to avail loan from a bank to buy a car. 

According to police, on July 24, the doctor had visited Bank of Baroda's branch office at Kaup Moodabettu. She had approached the branch manager for a car loan for herself and her brother. She claimed that her monthly salary is Rs 2.66 lakh.

The bank verified the details furnished along with the loan application. The bank found that even though the doctor had furnished salary slips of Manipal Academy of Higher Education, she was presently not employed there.

The bank manager has filed a complaint at Kaup police station, accusing the doctor of trying to cheat the bank by availing loan on the basis of fake documents.

The police registered a case and nabbed her when she visited the Katapady branch of the same bank today. The police also arrested a man, who according to the doctor, created fake documents for her.
