Newsroom, Aug 23: Noting that the 2016 National Disaster Management Plan (NDMP) provides provisions to accept voluntary offers from foreign nations in the wake of calamities, the Kerala government has asked the Prime Minister Narendra Modi-led union government not to reject the UAE government’s offer of Rs 700 crore towards Kerala flood relief funds.

The Kerala government also stated that if the centre was not ready to accept the generous aid from UAE, Qatar and other nations, it should compensate the State for the loss of such a hefty sum.

“Prime Minister Narendra Modi had welcomed the UAE government making the ₹700 crore offer. It is only natural for nations to help each other,” Chief Minister Pinarayi Vijayan told a news conference here on Wednesday.

While Mr. Vijayan said the the State would try to resolve the issue through discussions, if necessary with the Prime Minister himself, Finance Minister T.M. Thomas Isaac tweeted that the Centre must either accept the UAE’s offer or compensate the State.

The relevant section of the chapter on ‘International Cooperation’ of the NDMP reads: “As a matter of policy, the Government of India does not issue any appeal for foreign assistance in the wake of a disaster. However, if the national government of another country voluntarily offers assistance as a goodwill gesture in solidarity with the disaster victims, the Central Government may accept the offer. The Ministry of Home Affairs, Government of India, is required to coordinate with the Ministry of External Affairs, which is primarily responsible for reviewing foreign offers of assistance and channelising the same. In consultation with the State Government concerned, the MHA will assess the response requirements that the foreign teams can provide.”

“National Disaster Management Plan Chapter 9 on international cooperation accepts that in time (of) severe calamity voluntary aid given by a foreign gov can be accepted. Still if Union Gov chooses to adopt a negative stand towards offer made by UAE gov they should compensate Kerala,” Dr. Isaac tweeted.

Daman, Mar 3: A BJP councillor was shot dead on Monday in the Union Territory of Daman, police said.

Salim Memon was sitting in his motorcycle showroom when three to four unidentified persons shot four to five bullets after asking a visitor there to move out, an official said quoting eye-witnesses.

While fleeing, they also shot two rounds close to this visitor who was standing outside, he said.

"Memon was rushed to a hospital in Marwad area but was declared dead on arrival. CCTV footage is being scanned to nab the culprits," said Daman Superintendent of Police Vikramjit Singh.

Memon was elected to Daman municipality as a Congress candidate but then switched over to the BJP.

Sources said Memon, who also has a land brokerage business, had come out of jail a few months back in connection with a case of rivalry.

Bengaluru, May 29: Chief Minister B S Yediyurappa and BJP State President Nalin Kumar Kateel will resolve any differences of opinion among party leaders in Karnataka, according to Minister of State for Railways Suresh Angadi

If anybody has any issues, they should get them resolved by talking with Yediyurappa and Kateel. Internal matters, if any, should not be discussed in public, he said.

Angadi told reporters here on Friday that differences of opinion among party leaders have not come to his notice. A section of party leaders assembling for dinner should not be constituted as a meeting of dissidents. BJP has internal democracy and any differences of opinion if exist will be resolved at the party forum.

He added that if MLA Umesh Katti has any issues regarding cabinet berth or regarding assurances given to him by Yediyurappa during the Lok Sabha elections, he should talk with the chief minister.

Everyone in politics has aspirations and it's natural. Those aspiring for the upcoming Rajya Sabha elections should talk with the chief minister or the state president, he said.

Ramesh Katti was former MP and there was nothing wrong in him being aspirant for Rajya Sabha elections, he said.

Angadi said, "Party is supreme. We shall work for the victory of party candidates irrespective of who they were".

A state cabinet meeting was held on Thursday. Many of the MLAs too had been to Bengaluru for constituency-related works. As they had been meeting after a long time, all gathered for dinner, he expressed.

Bengaluru, Jul 2: Senior Congress leader Mallikarjun Kharge said that the "RSS needs to be defeated to save the country" and Prime Minister Narendra Modi and Union Home Minister Amit Shah are "destroying the nation".

Kharge was speaking at a KPCC program where DK Shivakumar took charge as state Congress president.

He said that the Prime Minister and the Home Minister are not ready to take accountability for any issues including China, and are instead blaming Rajiv Gandhi Foundation of getting funds from China.

"Rajiv Gandhi foundation utilized funds for the development of the nation and for the betterment of the downtrodden people," Kharge said.

"Prime Minister Modi and Shah both are destroying the economy of the nation, and their policies and plans are the reason for increasing COVID-19 situation in India," he said.

"Prime Minister and Amit Shah never listen to Opposition parties, instead they plan something and their policies are the reason for MSME losses and job losses in the country," he added.
