Art 370 root cause of terrorism, says Amit Shah as RS clears resolution on J&K

New Delhi, Aug 5: Rajya Sabha on Monday approved a resolution abrogating Article 370 for Jammu and Kashmir and a bill to bifurcate the state into two union territories with home minister Amit Shah saying the controversial provisions were responsible for poverty and lack of development in the state.

Allaying opposition fears of all hell breaking loose after the move, Shah replied, "nothing will happen" and it won't be allowed to turn into another battle-torn Kosovo.

"It was heaven on earth and will remain so," he said replying to the debate on the resolution and the bill which were taken up together.

He said full statehood will be restored to Jammu and Kashmir at "appropriate time" and after "normalcy" returns.

The bill provides for bifurcation of the state into two union territories of Jammu and Kashmir and Ladakh.

"Article 370 is biggest hurdle to normalcy in the state," he said, adding his government was committed to making Jammu and Kashmir the most developed state in the country.

Terrorism, he said, cannot be eliminated from the state until Article 370 and 35A are in existence.

The two articles of the Constitution, which give Jammu and Kashmir a special status and does not allow all laws of India to be applicable to the state, have hindered development and breeded corruption, he said.

Shah said rule of three families in the state during their 70 years since independence did not allow democracy to percolate and it breeded corruption.

Article 370 ruined Jammu and Kashmir and is responsible for poverty in the state, he said.

This, despite Rs 14,255 per capita being allocated to J&K as against Rs 3,681 per capita national average, he said.

Insisting development was being stalled in the state because of Article 370, he said real estate prices haven't moved in sync with national average.

Tourism did not develop in the state because of restrictions on purchase of land for outsiders, he said, adding that no industry can be set up in J&K because of Article 370.

Healthcare is crippling in Jammu and Kashmir as no private hospital could be set up due to restrictions placed by Article 370 and 35A, he said.

"Similar is the situation for education. Right to Education, which guarantees children below a certain age, cannot be implemented in Kashmir. Why should valley children not get benefit of education," he asked.

After abrogation of Article 370, J&K will truly become an integral part of India, he said.

More than 41,400 people have been killed due to terrorism in Jammu and Kashmir. Whose policy is responsible for the deaths, he asked.

Shah said that Article 370 was a temporary provision and asked how long can a provision like that be allowed to continue.

Rajya Sabha also approved a bill to extend 10% reservation to economically weaker sections in the state as well as the resolution on abrogating Article 370 by voice vote.

TMC, which vehemently opposed the resolution, walked out before Shah began to reply to the debate on it.

However, the bill to bifurcate the state was approved by 125 votes in favour and 61 against it. One member abstained.

Opposition BSP, BJD, AIADMK and YSR-Congress voted in favour of the bill.

Whenever the citizens of kashmir request for withdrawal from the country  the government should arrange referendum  

That is the choice of the people  

What majority likes they  should be given independence

Bengaluru, Mar 28: Karnataka has reported 10 new positive cases of COVID-19 between 5 pm yesterday and 8 am today, taking the tally to 74 in the state.

"Ten new COVID-19 cases have been reported between 5 pm yesterday and 8 am today, taking the total number to 74 in Karnataka, which includes three deaths and five cured/discharged persons," said the State Health Department on Saturday.

The total number of active COVID-19 cases in the country has climbed to 873, including 78 cured, discharged and migrated cases and 19 deaths, Ministry of Health and Family Welfare said on Saturday.

Idukki, Aug 7: Several people lost their lives and dozens of tea estate workers are feared trapped under soil in Kerala’s Munnar after torrential rains triggered a massive landslide on today. 

As many as five bodies have been recovered and rescue workers are fighting inclement weather to remove the debris.

According to rescue workers, four lanes of quarters and a church are buried under mud and around 80 people are feared trapped.

Seven people have been rescued so far and shifted to the hospital.

Sources said a portion of Pettimudi came crashing down on the workers colony with a deafening roar in the wee hours of Friday.

As people were sleeping in the quarters, there was little time to escape.

Further, with the Periyavara bridge being washed away, it became all the more difficult for rescue workers to reach the spot.

The construction of a new temporary Periyavara bridge however, is underway.

The bridge was previously destructed during the deluge of August 2018. Later during the north west monsoons and the south west monsoon of 2019, it suffered damage again.

The present bridge, which got damaged on Thursday after Kannimala river levels rose, was constructed under the leadership of Coir fed.

Although a new concrete bridge has been constructed near the temporary bridge in Periyavara, vehicle  movement has not been possible because the authorities are yet to build its approach via road.

The new bridge is to be constructed at a cost of Rs 4.75 crore from Devikulam MLA S Rajendran's fund.

The entire area has been cut off from outside world and communication networks have also crashed.

Teams of Fire and Rescue personnel, NDRF, revenue officials, estate workers and police are struggling to conduct rescue operations.

Meanwhile, District collector H Dhineshan said a team of rescue personnel was sent to Pettymudy after he was briefed about the mishap and search operations to locate and rescue people are underway.

Facilities have been arranged at the hospitals nearby to provide necessary treatment facilities to the people being rescued.

New Delhi, Mar 26: Finance Minister Nirmala Sitharaman on Thursday announced a Rs 50 lakh insurance cover for healthcare workers who are at the forefront of dealing with coronavirus pandemic.

Sitharaman said the government has finalised an economic stimulus package to deal with the impact of 21-day countrywide lockdown to prevent spread of the virus.

“It’s only 36 hours since the lockdown has been imposed. Now we have come with a package which immediately take care of the welfare concerns of the poor and suffering workers and those who need immediate help,” Sitharaman said.

She also said that 80 crore poor people, nearly two thirds of the population  will get five kg of rice or wheat per month for three months, in addition to the 5 kg they already receive, for free."

The rationcard holders can take the foodgrains and pulses from the Public Distribution System (PDS) in two installments, she added.

"This measure will ensure no gareeb (poor) remains hungry," Sitharaman said.

The package will include cash transfer and food subsidy, she said.

"Farmers who currently receive Rs 6,000 annually, will be given the first installment of the next financial year immediately. 8.7 crore farmers will benefit from it," said Sitharaman.

As many of 20.5 crore women Jan Dhan Account holders will get Rs 500 per month for next three months to run their households.

For poor senior citizens, widow and disabled will get an ex-gratia of Rs 1,000.

Also, the daily wage under MNREGA has been increased to Rs 202 a day from Rs 182 to benefit 5 crore workers.

The minister said the government will front-load Rs 2,000 payment to farmers in the first week of April under the existing PM Kishan Yojana to benefit 8.69 crore farmers.

Also, the beneficiaries of Ujjwala LPG scheme will get free cooking gas for the next three months, she said.

This forms part of the Rs 1.70 lakh crore Gramin Kalyan Package.

Prime Minister Narendra Modi last week had constituted a task force headed by the Finance Minister to work out package for economy hit by coronavirus.
