Gangavathi, Apr 12: In a scathing attack on the Congress-JDS government in Karnataka, Prime Minister Narendra Modi Friday dubbed it as a "20 per cent commission government."

Addressing a rally here in north Karnataka, Modi said the Congress-JDS coalition's "only mission is commission", attacking it on the issue of corruption.

Modi branded the earlier government (Siddaramaiah's) as a "10 per cent commision" government, but now with Congress and JDS joining hands, it had become a "20 per cent commission government."

He asked whether the Lok Sabha elections was about "nation first or family first," as he attacked the dynasty politics of several anti-BJP parties.

The Prime Minister also drew huge applause when he spoke in Kannada towards the end of his speech, hailing every strata of society and asking them to say Chowkidhar'.

'Choose between honest chowkidar, corrupt naamdar': PM Modi

Earlier in the day addressing a poll rally in Maharashtra's Ahmednagar, Prime Minister Narendra Modi asked voters to choose between honest chowkidar and corrupt naamdar.

Gandhi has been hurling the "chowkidar chor hai" jibe at Modi to claim irregularities in Rafale deal, while the PM has been calling the Congress chief as 'naamdar' (dynast).

At a rally here to campaign for BJP-Shiv Sena alliance candidates of Ahmednagar and Shirdi Lok Sabha constituencies respectively, Modi said, "You have to decide the country's future and which direction will it take in this election. "You have to chose between imaandar chowkidar and bhrashtachari naamdar. You also have to choose between heroes of India and supporters of Pakistan," he said.

Modi said in the last five years, people have seen that his government is a strong regime which takes decisions. "You have seen Chowkidar's government which is strong and takes decisions. Scams and decision-making delays were the order of the day during the remote-controlled government (UPA) earlier," Modi said.

If people compare the Congress-led alliance with the NDA, the latter's "buland irade" (strong intentions) are visible, Modi said. "During the UPA rule, bomb blasts were frequent in which farmers, middle class people and traders were killed. Blasts happened in trains, buses and stations. But under the Chowkidar's rule, where are the bomb blasts," he said. "This is because the Chowkidar has instilled fear in minds of the terror perpetrators that even a single mistake would prove costly for them. The Chowkidar will find them from hell and punish them," Modi said, asking the crowd if it agreed with his policy of eliminating terrorists by going into their territory and killing them.

Modi said the earlier government looked weak "in front of Pakistan and rest of the world". "Our army wanted to take revenge but the (then) government kept quiet. This Chowkidar gave permission (to army) to kill terrorists by going inside their territory. Are you happy with this strong government," he said.

On the National Conference demanding Prime Minister's post for Jammu and Kashmir, Modi said, "the Congress and NCP are supporting those who demand that Jammu and Kashmir have a Prime Minister." "I have no expectation from the Congress since it has stopped thinking about people long ago," he said. "This sin is the creation of that party," he added.

Modi said NCP chief Sharad Pawar had quit the Congress in the name of the country. "Sharad rao, how can you be silent on the two PM demand. Why are you silent? Is this acceptable to you? "Your party's name is Rashtravadi but you see the country through a foreign lens after allying with the Congress again. Is the name Rashtravadi in your party to fool people," Modi said. "How can you (Pawar) sleep despite being from the land of Chhatrapati Shivaji Maharaj," he said. Modi said the Congress wants to scrap the special powers of the armed forces.

Reaching out to first-time voters, Modi said,"those born in the 21st century will be voting for the first time. Do you agree with the weak approach of previous governments and their compromising national security? Is this acceptable to you?" Modi said he has been able to work on various development projects, including farmers welfare, because of people's support. He expressed confidence that the "Modi sarkar" will be re-elected on May 23 when results of the ongoing Lok Sabha polls are declared.

Modi said after being re-elected to power, his government would have a separate ministry for water management.

He accused the Congress-NCP combine of being enemies of farmers. Modi said the Congress needs to be decisively defeated to ensure poverty eradication, modern infrastructure and development of all sections of society.

Continuing his tirade against Rahul Gandhi, Modi linked the IT raids on aides of Madhya Pradesh Chief Minister Kamal Nath, claiming this was "Tughlak Road chunavi ghotala" (election scam). Tughlak Road is the residence of a "naamdar neta" in Delhi where funds are being sent, Modi said. "Child nutrition funds given to Madhya Pradesh government are being used for elections. Habits of the Congress won't go. The Chowkidar is alert and that is why he could arrest the thieves," he said.

Notably, Madhya Pradesh Chief Minister Kamal Nath's residence as an MP is at 1, Tughlaq Road in New Delhi, while Congress president Rahul Gandhi's official residence as an MP is 12, Tughlak Lane in the national capital.

The Income Tax Department recently conducted raids on close aides of Madhya Pradesh Chief Minister and Congress leader Kamal Nath and others in four states on Sunday.

The CBDT, that frames policy for the I-T department, had said the department has also detected a trail of Rs 20 crore suspect cash allegedly being moved to the "headquarters of a major political party in Delhi" from the house of an important person who lives on Tughlaq Road, home to many VIPs.

"Searches in Madhya Pradesh have detected widespread and well-organised racket of collection of unaccounted cash of about Rs 281 crore through various persons in different walks of life, including business, politics and public service," it had said.

Bengaluru: Karnataka chief minister BS Yediyurappa on Tuesday shuffled the portfolios of six newly inducted ministers after they expressed unhappiness about the departments allocated to them barely 24 hours ago.

Three ministers — BC Patil, Anand Singh and K Gopalaiah — received new responsibilities and as many — Shivaram Hebbar, Srimanth Patil and Byrathi Basavaraj — have been saddled with more.

Sources said the six ministers met the CM late Monday night and said they were not happy with the portfolios handed to them. They reportedly threatened not to assume office until their demands were met, forcing the CM to effect the changes early Tuesday.

BC Patil is now vested with agriculture (he had been given forest), Anand Singh forest, environment and ecology (earlier food and civil supplies) and Gopalaiah food and civil supplies (instead of small-scale industries). BC Patil said, “I’m happy I can now be with farmers.” Shivaram Hebbar has been given the additional responsibility of sugar along with labour allocated to him on Monday.

Allocation of the forest portfolio to Anand Singh has raised eyebrows as the Vijayanagara MLA had been arrested in 2013 and 2015 in cases of illegal mining and illegal transportation of mining ore. Singh owned SB Mineral in Ballari and the Lokayukta had charged him with transporting 17,086 tonnes of iron ore without permission or valid licence. He was acquitted in a Belikeri iron ore export case due to lack of evidence.

Byrathi Basvaraj, who has been given the urban development ministry, will also handle Karnataka Urban Water Supply and Drainage Board and Karnataka Urban Infrastructure Development and Finance Corporation.

Srimanth Patil has received minority welfare department apart from textile.

The exercise of portfolio shuffling is likely to continue with minister K Sudhakar reportedly unhappy with medical education.

In another embarrassment to the CM, Mahesh Kumathalli on Tuesday refused to take over as chairman of the Mysore Sales International Ltd, saying he wants to be a minister. BJP MLA Basanagouda Patil Yatnal urged Yediyurappa to induct Kumathalli into the cabinet in line with the promise made to him when he joined the BJP before bypolls. “The CM must keep his word,” he said.

Mangaluru, Apr 23: An astronomical phenomenon, ‘Zero Shadow Day', will be observed in Mangaluru on April 24 and in Udupi on April 25.

According to a press release from Poornaprajna Amateur Astronomers’ Club, the wonder will commence and people will see their shadows disappear for a few moments at 12:28 pm.

The phenomenon is called as Zero Shadow Day. If a person takes a candle in a dark room and use it to create a shadow of one’s palm on the wall, the hand will cast shadow on the wall as one moves the hand. But when one places the palm on the wall, there will be no shadow.

In the phenomenon, the sun at these times shines exactly above the heads on these days. In astronomy, this point is called as Zenith. The point in the sky directly above an observer at any given location. So it is quite clear now that on Zero Shadow Day, the sun passes through the Zenith as a result of which, all objects will have minimal or no shadow if they are on the ground.

The reason for this happens on some specific days is concerned with astronomy. The earth spins around on its own axis and causes days and nights. It also revolves around the sun causing a year. But the seasons are caused because the axis is tilted at an angle of 23.5 degrees. It is because of this tilt that the sun rises every day in the east gradually moving towards the north till June 21st and then slowly proceeding towards the south till December 21st every year. “We call these days solstice. This means the sun shines between the Tropic of Cancer and Tropic of Capricorn every day passing by the equator on the days we call equinox,” the release stated.

As the earth moves around the sun and revolves on its own axis, for all the people between Tropic of Cancer and Tropic of Capricorn, the Sun at noon moves father and closer to the zenith passing through zenith twice causing two Zero Shadow Days per year. People at Mangaluru will observe this on April 24 and August 18 every year and People in Udupi will observe this on April 25 and August 17 every year.

Places with same latitudes will observe the same days of Zero Shadow but the time would vary with longitude. For example, people of Bengaluru as they share the latitude with Mangaluru will also observe it on April 24. While the people of Mangaluru will observe their shadows disappear at 12.28pm, people of Bengaluru will observe this at 12:17pm. Places like Moodabidri, Bantwal, Sakleshpur and Hassan will also observe Zero Shadow on April 24.

Places like Brahmavar, Karkala, Sringeri, Kudremukha, Chikkamagaluru will observe the Zero Shadow Day on the same day as Udupi on April 25.
