Congress claims victory after SC’s Karnataka order

New Delhi, Jul 18: Congress on Wednesday claimed victory after the Supreme Court verdict on Karnataka’s rebel MLAs and said the apex court had upheld the powers of the Speaker to decide whether or not to accept the resignations of the MLAs or to consider the disqualification petitions pending against them.

Even as the Congress-JD(S) government in Karnataka teeters on the brink of collapse, Congress’s Rajya SabhaMP and senior advocate Abhishek Singhvi claimed the SC’s order that MLAs not be compelled to attend House proceedings was a “protective clause for the future”, since no whip had been issued so far.

“The Supreme Court has said the Speaker is not bound by time or date to decide on the status of resignations or disqualification of the rebel MLAs,” Singhvi said.

Setting the record straight on what he alleged was a “misinformation campaign”, Singhvi said, “This is a paragraph (of the verdict) for the future. No MLA has been given any whip yet. The argument was not about this. The court has passed a protective order for the future only to protect the people.”

While the trust vote for the H D Kumaraswamy government is to be held on Thursday, Singhvi indicated that it may be put off till the Speaker decides on the resignations and disqualification. “The stage of the whip will come when voting takes place. The voting is not scheduled until Friday or Monday next week after the discussion is over,” Singhvi said.

Sixteen legislators of the Congress-JD(S) coalition have resigned over the past two weeks, pushing the government below the majority mark.

Belgaum, May 6: A police constable engaged in security duty at the Belgaum District Collector's bungalow committed suicide by shooting himself on Wednesday morning.

The deceased was identified as Prakash Gurvannavar (32) who was a native of Ambadgatti village in Kittur taluka in the Belgaum district.

Upon receiving information about the incident, Commissioner of Police Lokesh Kumar rushed to the spot.

Further investigation is underway.

Davanagere, May 3: Karnataka's Davanagere district on Sunday reported 21 COVID-19 positive cases, said Mahantesh Beelagi, Deputy Commissioner.

The number of COVID-19 patients has suddenly taken a giant leap in the district.

"We had sent 94 samples on May 1, on May 2 we sent 72 samples. Today we sent 164 samples for testing. In the last two days, 21 samples have tested positive for coronavirus, we are tracing to know how did all of them came in contact with COVID-19 infected person," said Mahantesh Beelagi.

"Our surveillance team and police team have started tracing the primary and secondary contacts of all 21 people," he added.
Davanagere is currently in the Green Zone.

Meanwhile, 13 new COVID-19 positive cases were reported in Karnataka till 5 pm on Sunday, taking the total number of cases in the state to 614, according to the State Health Department.

The current physical distancing guidelines provided by the World Health Organisation (WHO) and by the US Centers for Disease Control and Prevention (CDC) may not be adequate to curb the coronavirus spread, according to a research which says the gas cloud from a cough or sneeze may help virus particles travel up to 8 metres. The research, published in the Journal of the American Medical Association, noted that the the current guidelines issued by the WHO and CDC are based on outdated models from the 1930s of how gas clouds from a cough, sneeze, or exhalation spread.

Study author, MIT associate professor Lydia Bourouiba, warned that droplets of all sizes can travel 23 to 27 feet, or 7-8 metres, carrying the pathogen.

According to Bourouiba, the current guidelines are based on "arbitrary" assumptions of droplet size, "overly simplified", and "may limit the effectiveness of the proposed interventions" against the deadly pandemic.

 She explained that the old guidelines assume droplets to be one of two categories, small or large, taking short-range semi-ballistic trajectories when a person exhales, coughs, or sneezes.

However based on more recent discoveries, the MIT scientist said, sneezes and coughs are made of a puff cloud that carries ambient air, transporting within it clusters of droplets of a wide range of sizes.

Bourouiba warned that this puff cloud, with ambient air entrapped in it, can offer the droplets moisture and warmth that can prevent it from evaporation in the outer environment.

"The locally moist and warm atmosphere within the turbulent gas cloud allows the contained droplets to evade evaporation for much longer than occurs with isolated droplets," she said.

"Under these conditions, the lifetime of a droplet could be considerably extended by a factor of up to 1000, from a fraction of a second to minutes," the researcher explained in the study.

The MIT scientist, who has researched the dynamics of coughs and sneezes for years, added that these droplets settle along the trajectory of a cough or sneeze contaminating surfaces, with their residues staying suspended in the air for hours.

"Even when maximum containment policies were enforced, the rapid international spread of COVID-19 suggests that using arbitrary droplet size cutoffs may not accurately reflect what actually occurs with respiratory emissions, possibly contributing to the ineffectiveness of some procedures used to limit the spread of respiratory disease," Bourouiba wrote in the study
