Congress to sweep Karnataka polls; JD(S) may suffer a major blow: Survey

Bengaluru, Mar 26: A fresh pre-poll survey has predicted that the ruling Congress will not only return to power in Karnataka in 2018 polls, but will also improve its tally in the 224-member legislative assembly.

The survey conducted by C-Fore gives the Congress 126 seats this year. It says that the BJP will improve its tally with 70 seats. However this would be at the cost of the JD(S), whose strength is expected to reduce to 27 seats from 40. ‘Others’ are expected to get only 1 seat and a vote share of 7%.

The survey was between March 1 and 25 and spoke to 22,357 voters across 154 assembly constituencies. The respondents were spread across 2,368 polling booths covering 326 urban and 977 rural locations. C-Fore said it had a margin of error of 1 percentage point. The survey was reportedly commissioned by the ruling party.

In 2013, C-Fore had predicted that the Congress would win 119-120 seats and it ended up with 122. The new survey says that the Congress will improve its vote share by 9% and end up with 46% of the vote. BJP, the survey said, will have 31% of the vote and JD (S) will have 16%.

Of the men that were surveyed, 44% supported Congress, 33% said they would vote BJP, 17% were with JD (S) and 6% support ‘others’. Among the women, 48% are Congress supporters, 29% are with the BJP, 14% said they would vote for JD (S) and 8% support others. Congress leads among voters in all age groups, which include 18-25 (46%), 26-35 (47%), 36-50 (43%) and 50+ (50%).

Region-wise split 

Of the 28 Assembly seats in the Bengaluru region, the Congress is expected to win 19 and BJP is expected to win 9. Of the 65 seats in Old Mysuru region, consisting of Chikmangalur, Tumkur, Kolar, Chikballapur, Bangalore Rural , Mandya, Hassan, Mysore, Chamrajanagar and Ramnagaram, Congress is projected to win 33, BJP 7, JD (S) 24 and ‘others’ 1. The JD (S) will win most of its seats from this region, the survey said.

Of the 50 seats in Bombay Karnataka region, consisting of Belgavi, Bagalkot, Vijayapura, Haveri, Dharwad and Gadag, the Congress is projected to win 28 and BJP will get 22. BJP will have an edge in the 22 seats of Central Karnataka, consisting of Davengere, Shimoga and Chitradurga, and will win 13 seats, compared to the Congress’s 9.

The 19 seats of Coastal Karnataka, consisting of Udupi, Uttara Kannada and Dakshin Kannada, will see an even battle as the Congress is expected to carry 10 and the BJP is projected to win 9 seats. In the Hyderabad Karnataka region, which has Bidar, Gulbarga, Yadgir, Raichur, Koppal and Bellary, Conrgess is likely to win 27 of the 40 seats, BJP is expected to get 10 and JD (S) 3.

Bengaluru, Jan 12: Chief Justice of India, Sharad Arvind Bobde on Saturday hinted at the possibility of Artificial Intelligence being developed for the court system while making it clear that it will never replace human discretion.

Speaking at an event here, Bobde said, "We have a possibility of developing Artificial Intelligence for the court system. Only for the purpose of ensuring that the undue delay in justice is prevented."

"I must make it clear at the outset as there are times when even judges have asked this. AI is not going to replace human judges or human discretion", he added.

Sharing more details of his vision, he stated, "It is only the repetitive, mathematical and mechanical parts of the judgments for which help can be taken from the system...we are exploring the possibility of implementing it."

Bobde stressed on the requirement of developing AI for judiciary while outlining the number of pending cases in different courts.

"Some people are in jail for 10-15 years and we are not in position to deal with their appeals. The high court's and Supreme Court take so long and ultimately the courts feel that it is just to release them on bail", he said.

Bobde also endorsed employing every talent and skill to ensure delivery of justice in a reasonable time.

"We must employ every talent, every skill we possess to ensure that justice is received within reasonable time. Delay in justice can't be a reason for anybody to take law into their hands. But it's very important for us as courts to ensure there's no undue delay in justice", he said.

CJI Bobde also highlighted the need for pre-litigation mediation and said, "Pre-litigation mediation is the need of the hour especially in the backdrop of a significant pendency that the courts are tackling with. There are innumerable areas where pre-litigation mediation could solve the problem."

He also stressed that the position of a judge is very unique under the constitution and they have to deal with a variety of problems.

"The foundation of civilisation rests on the law. Judicial officers have to deal with a variety of problems...Judges without adequate knowledge, skills and experience may cause distortion, delay and miscarriage of justice", he said.

Earlier in the day, Chief Justice of India Bobde inaugurated the phase-1 of the new building of the Karnataka Judicial Academy on Crescent Road in Bengaluru.

The new building has three floors, besides, the ground floor and two basement floors.

New Delhi, Jan 9: Crime in India has increased by 1.3 per cent in 2018 compared to 2017 with the registration of over 50 lakh cognisable crimes, reveals 2018 edition of 'Crime in India' statistics released this week by the National Crime Records Bureau (NCRB).

As per the NCRB, which works under the Ministry of Home Affairs, a total of 50.74 lakh crimes, including 31.32 lakh under the Indian Penal Code (IPC) and 19.41 under the Special Local Laws (SLL) was registered in 2018.

The report says that there was an overall rise of 1.3 per cent in the registration of cases in 2017, but crime rate per lakh population was down to 383.5 in 2018 from 388.6 in 2017.

A total of 1.05 lakh cases of kidnapping and abduction across the country was registered in 2018, showing an increase of 10.3 per cent over 95,893 such cases in 2017, the latest NCRB report said.

A total of 29,017 murders were reported in 2018, up by 1.3 per cent over 2017. Of which, disputes were reported as the motive of the highest number of murder cases (9,623) followed by personal vendetta and enmity (3,875) and gain (2,995).

Accidental deaths have also seen a rise to 4,11,824 in 2018 from 3,96,584 in 2017 -- a rise to 31.1 per cent from 30.3 per cent in 2017.

The NCRB report 'Crime in India-2018' said in its disclaimer section that clarifications on data were pending from West Bengal, Arunachal, Meghalaya, Sikkim and Kolkata. Hence, the data from these states and city may be treated as provisional.

No let up in road accident deaths in 2018: NCRB

There were 1,35,051 incidences of deaths due to negligence relating to road accidents in 2018, according to the latest NCRB report on "Crime in India -2018".

When compared to the previous two years, the statistics show that there has been no significant change in the overall situation.

In 2017 there were 1,34,803 incidences reported from across the country, while in 2016 it was 1,35,656.

Incidents of 'Hit and run' accident cases have climbed up marginally over the last year, if the latest figures are any indication. In 2018, the 'hit and run' cases reported were 47,028. In 2017, the cases registered under this category were 43,727.

The data collection process for NCRB report on "Crime in India - 2018" including clarifications from the states/UTs/central agencies started in July, 2019 and continued till December, 2019.

People involved in farming sector, including 5,763 farmers or cultivators, committed suicide during 2018, the report reveals.

The annual data was released around three months after the government released the National Crime Records Bureau (NCRB) report on "Crime in India 2017".

As per the latest data, of the 10,349 persons who committed suicide in 2018, 4,586 were agricultural labourers.

The number of suicides in farming sector in 2018 accounts for 7.7 per cent of the total suicide victims (1,34,516) in the country, the NCRB data said.

Suicides in India in 2018 rose to 1,34,516 from 1,29,887 in 2017. Rate of suicides is also up from 9.9 in 2017 to 10.2 in 2018.

In 2017, a total of 10,655 farmer suicides were reported.

West Bengal, Bihar, Odisha, Uttarakhand, Meghalaya, Goa, Chandigarh, Daman and Diu, Delhi, Lakshadweep and Puducherry reported zero suicides of farmers or cultivators and agricultural labourers during 2018, said the report.

Madikeri, Mar 29: In an alarming situation in neighbouring Kerala State and instances of inter-state migration of Coronavirus suspects, the authorities on Sunday sealed both Dakshina Kannada and Kodagu borders, prohibiting entry of people from Kerala into Karnataka.

Dakshina Kannada had sealed its borders after repeated instances of people misusing ambulance services to travel to Mangalore. Villagers along with the police hauled mud on to the roads that were used as alternate routes.

The road that connects the two States, which people from east Kasargod used to enter into Karnataka, were closed at Mulleria by dumping mud on the road.
