Contemporary Political Ferment: Aam Aadmi Party

The spectacular performance of Aam Aadmi Party in Delhi Assembly elections (November 2013) has changed the perceptions and anticipations about the forthcoming general elections to be held in 2014. It has also led to rethink about the equations of electoral politics in general. While BJP emerged as the single largest party and could have staked claim to form the Government, it refrained from that. AAP, after an initial hesitation, went in for opinion taking exercise, and decided to cross the obstacles of being a bit short of majority and formed the Government.

aapBefore we go to the scenario created by the results of the elections and AAP’s forming the Government, let’s have a bit of the peep into the circumstances which led to emergence of AAP. The anti-corruption movement launched by Arvind Kejrival with Anna Hazare as the face of the movement, was a spectacle, which shook the system. It was strongly supported by all and sundry, from the Khaps, to the MBA-IT middle class to builders and traders amongst others. It had the solid backing of RSS in the major process of mobilization of the people. The upsurge came to challenge the very parliamentary system, and it was touch and go for survival of the Parliament, which survived this pressure from the Anna-Kejrival led movement. Bringing in of the Lokpal bill to curb corruption was at the centre of the movement. The future trajectory of this was interesting as there was a clear emergence of two streams from the movement. One was the stream, which wanted to target only Congress, as articulated by Kiran Bedi and the other was the one led by Kejrival, which broadened the target to corruption all around.

The latter stream led to formation of AAP and its deciding to begin it journey from Delhi Assembly elections. It took up the ‘municipal issues’ bijli, pani, (electricity, water) in particular and went whole hog to drill the point in Delhi. AAP wore its sincerity on its sleeves and was able to reach to the Aam Aadmi, in the jhuggi jhopdi’s (pavements, slums), addressing their pain and anguish about the rampant corruption at all the levels. The result was that the section of Delhi citizens unhappy due to the rising prices, and other problems of daily living shifted from supporting Congress to AAP. AAP could marginally erode the BJP-RSS base as well. Its main base was from the traditional Congress supporters. It is quite likely that many people who might have wanted to vote for them did not do so, as it was AAP’s first foray into elections. With their victory the message is clear that AAP is being seen as the major alternative to present dominant parties. This is also testified by the huge avalanche of those wanting to become members of AAP and also volunteering to work for this party.

Meanwhile so far, the electoral script was dominated by Narendra Modi, who through the sustained propaganda of ‘development of Gujarat’ built up an image of a strong leader who has delivered results in Gujarat, rose to be the Prime Ministerial aspirant, backed by BJP and its parent RSS. Modi had more or less succeeded in putting his role in Gujarat carnage under the carpet; this exercise of his has been aided by the partial presentation of facts of Gujarat by SIT and upheld by Metropolitan magistrate.  Through carefully constructed public meetings and helpful media, Modi started gaining momentum as the potential victor in the next elections. The careful management of social media was on one side projecting him in the illuminating light, on the other side Team-Modi-BJP-RSS was targeting Congress and Rahul Gandhi with full blast. The proposal for the tall statue of Sardar Vallabh Bhai Patel, run for unity and other events were the add-ons for Modi’s electoral campaign.

AAP’s emergence and the realization that it may not be a mere ‘one go’ phenomenon, the strategists in Nagpur head office, RSS top brass and Modi’ team have changed the strategy. Now their major fire is directed against AAP. Social media and other word of mouth propaganda is going full barrel against Kejrival, Prashant Bhushan, Yogenra Yadav and Company. Prashant Bhushan’s balanced statement that the opinion of people of Kashmir should be taken about the army deployment in Kashmir, met with a hostile response. AAP office was ransacked by Hindu Raksha Sena, whom AAP blames to be the outfit of RSS-BJP. Kejrival himself disassociated with that statement is another matter at present. The threat being perceived by the secular democratic forces, that Modi’s becoming the Prime Minister will herald the era of fascism seems to have been blunted partly at the moment due to the unprecedented response being received by AAP. How much of this is true, one is not sure. There are multiple factors working on both the sides. RSS-BJP-Modi is not going to keep quiet about the rising perceptions and image of AAP. The big Corporate see their interests with Modi coming to power, as he has kept the coffers of public money and facilities open for them, as no one else can do. The media controlled by them is also currently partly favorable to AAP.

In 1998, when BJP re-emerged as a single largest party, the opportunist political formations came to support it on various grounds. Mercifully, Modi was not there. Mercifully his right hand man Amit Shah was not there, then. Mercifully BJP did not have too much of a lead and had to accommodate the wishes of its allies, while pushing forward the agenda of RSS-Hindu Nation. This time around if Modi emerges as a single largest formation, equations will be different as now BJP has the background experience of having ruled once; Modi will have different tricks up his sleeve. While so far escaping the arm of law, he is the one who had a role in Gujarat carnage, there have been fake encounters in his state, there has been a case of snooping on a young girl and now there is an attempt to implicate the human rights defenders like Teesta Setalvad and others. So Modi is different. BJP under him will be more assertive, in case they manage to come to power.

What is the politics of AAP? The politics of parties is judged by their actions and by their pronouncements, manifestos. There is not too much of writing by AAP on its politics, it does have a vision document of sorts. It emerged out of anti corruption movement. The movement was based merely on the symptom of the deeper disease of social-economic-political system. The underlying disease of the system has not been addressed. The parties, which are for social change, for the agenda of the downtrodden and deprived have generally emerged from the longing to have a better system, have a theory. Indian National Congress had the need to engage with the British colonialism and articulated nascent Indian Nationalism; Bhagat Singh aspired for socialist state (Hindustan Socialist Republican Association). Ambedkar began with Independent Labor party as he identified the depressed classes with workers, and went on to lay the foundation for Republicanism, Republican Party of India. Muslims elite dreamt of Muslim state and had Muslim League while section of Hindu elite wanted Hindu Nation so had Hindu Mahasabha and RSS. Various socialist parties have also emerged in the recent times. AAP seems to be a different experiment. As AAP itself is a party in making, its leadership may be thinking that its ideology will emerge, through movement and through introspection. Though so far on the issues like Kashmir it has snubbed its own leader for expressing something, which expresses an ideology related to the type of Nation state we want. On Education its proposed policy is parochial. On most of the serious issues its vision document is silent. The task of party building seems be very promising and challenging both. The major question is can it overcome its superficial approach and apply itself and stick its neck out on contentious issues related to economic policy, national policy, social and gender justice. There are lots of expectations in the air, time alone will tell as to which side the party marches overcoming the initial hiccups and enjoying the immunity of ‘honeymoon period’ at the same time.

As Covid 19 has created havoc all rounds, the rulers of certain countries are using it to further intensify their set agendas. The democratic freedoms are being curtailed in certain forms, the reaction to which has come in America in the form of a campaign, which is opposing “stifling” cultural climate that is imposing “ideological conformity” and weakening “norms of open debate and toleration of differences”. In India similar intimidations have been intensified. In addition the occasion has been used by the sectarian forces first to link the spread of Corona to Muslim community and now in the name of reducing the burden of curriculum certain chapters on core concepts related to Indian nationalism are being deleted from the text books.

It has been reported that chapters on federalism, citizenship, nationalism, secularism, Human Rights, Legal Aid and Local Self Government and the like are being dropped. Education has been an important area for communal forces and they constantly keep saying that leftists have dominated the curriculum content, it suffers from the impact of Macaulay, Marx and Mohammad and so needs to be Indianized. The first such attempt was done when BJP came to power in 1998 as NDA and had Murli Manohar Joshi as the MHRD minister. He brought the changes which were termed as ‘saffronization of education’. Their focus is more on social science. Some of the highlights of this were introduction of subjects like Astrology and Paurohitya, and chapters defending caste system, nationalism of the type of Hitler was praised.

With defeat of NDA in 2004, the UPA did try to rectify some of these distortions. Again after 2014 the RSS affiliates working in the area of education have been active, interacting with MHRD officials to impress upon them the need to change the curriculum matching with their Hindu nationalist agenda. Its ‘Shiksha Sanskriti Utthan Nyas’ has been asking for removal of English, Urdu words in the texts. It has asked for removal of thoughts of Rabindranath Tagore on Nationalism, extracts of autobiography of M F Husain, references to benevolence of Muslim rulers, references to BJP being Hindu party, apology of Dr. Manmohan Singh for anti Sikh pogrom of 1984, the reference to killings of Gujarat carnage in 2002 among others. This they call as Bhartiykaran of syllabus.

As RSS is a multithreaded hydra one of its pracharak Dinanath Batra has set up ‘Shiksha Bachao Abhiyan Samiti’ which has been pressurizing various publishers to drop the books which are not conforming to their ideology. One recalls their pressuring withdrawal of Wendy Doniger’s ‘The Hindus’, as it does present the ancient India through the concerns of dalits and women. Mr. Batra has already come out with a set of nine books for school curriculum, giving the RSS view of the past and RSS understanding of social sciences. These have already been translated into Gujarati and thousands of the sets of these books are being used in Gujarat Schools.

The present step of deleting parts of curriculum which gives the basics of Indian Nationalism, secularism and human rights is a further step in the same direction. These are the topics which have made the Hindu nationalists uncomfortable during last few years. They have been defaming secularism. They removed it from the preamble of Indian constitution, when they put out an ad on the eve of Republic day in 2015. From last few decades since the Ram Temple movement was brought up, simultaneously the secular ethos of India’s freedom movement and secular values of Indian constitution have been constantly criticized. Many an RSS ideologues and BJP leaders have been asking for change of Indian Constitution for this very reason.

Secularism is part of the concept of Indian nationalism. In the name of religious nationalism, sectarian divisive nationalism they have been attacking various student leaders in particular. When we study Nationalism, the very genesis of Indian nationalism tells us the plurality of our freedom movement with its anti colonial roots. The struggle was for Indian nationalism and so the Muslims and Hindu communalists kept aloof from this great struggle against colonial masters, it was this struggle which built the Indian nation with all its diversity.

Similarly as we have equal rights as citizens the chapters on citizenship are being dropped. Federalism has been the core part of India’s administrative and political structure. As the dictatorial tendencies are becoming stronger, federalism is bound to suffer and that explains the dropping of this subject. Democracy is decentralization of power. Power reaching the lowermost part of the system, the villages and average citizens. This got reflected in Local self Government. The power is distributed among villages, cities, state and center. By removing chapters on federalism and local self government, the indications of the ideology of ruling party are on display.

While we are not dealing with all the portents of the planned omissions, one more aspect that related to dropping of chapter on Human rights needs our attention. The concept of Human rights and dignity are interlinked. This concept of Human rights also has international ramifications. India is signatory to many an UN covenants related to Human rights. The indications are clear that now rights will be for the few elite and ‘duties’ for the large deprived sections will be put on the forefront.

In a way this incidental ‘Corona gifted opportunity’ to the ruling Government is being fully used to enhance the agenda of ruling party in the arena of Educational Curriculum. The part of curriculum with which the ruling party is uncomfortable is being removed. This act of omission does supplement their other acts of commission in changing the shape of educational curriculum, which are reflected in RSS affiliates’ suggestions to MHRD regarding Bhartiyakaran of contents of syllabus. As per this the things like regarding the great epics like Ramayana and Mahabharata as History, the things like India having all the stem cell technology, plastic surgery, aviation science etc. will have a place in the changes planned by communal forces!

Forthcoming Census and RSS campaign

Currently massive protests are going on against NPR, NCR and CAA. At the same time we are going to begin the process of decadal census in 2021. Already RSS is active in promoting NPR, NCR and CAA. At the same time RSS wants that Adivasis should register themselves as Hindus rather than ticking the column of ‘Others’. As per their spokesperson in the 2011 census many Adivasis groups ticked that column because of which the population of Hindus came down to by 0.7 percent point to come down to 79.8 %. This has sent signals to this Hindu nationalist organization and is planning to ensures that Adivasis tick the column of Hindus in this census.

As such RSS has a very clever attitude in defining the term Hindu. The first formulation was by Savakakar who said that all those who regard the land east of Indus as their Holy land and Father land are Hindus. This left out Muslims and Christians, and brought all others in the ambit of Hindu fold. From the decade of 1980s due to electoral compulsions they have been trying to articulate that all those who are living in India are Hindus. Murli Manohar Joshi stated that Muslims are Ahmadiya Hindus and Christians are Christi Hindus. Recently there was a controversy when they restated that Sikhs are not a separate religion but are a sect of Hinduism. Many Sikh organizations stood up to say that Sikhism is a religion by itself and recalled the book of Kahan Singh Nabha, “Hum Hindu Nahin”

As far as Adivasis are concerned in contrast to what is being planned by Hindu nationalist RSS, many Adivasis groups have been meeting from last couple of years to demand just the contrary. As per them there should be a column where they can tick their identity of Adivasis.  There are active campaigns among Adivasis groups to uphold their Adivasi identity in Census. As per them in the first census which was conducted in Independent India, the column, Aborigines, was there, which was later removed forcing them to club themselves with other religions.

After 1951 in addition to Hindu, Muslim, Sikh, Christian, Jain and Buddha, the column ‘others’ was also there which was removed in 2011. Even during British period if you look at the censuses of the British era (from 1871 to 1931); there was provision for tribes to choose Aborigine as an option. There are nearly 83 religious practices being followed by Adivasis. Few major of these are Sarna, Gondi, Punem, Adi, and Koya. What they share in common is that they are animists, worship nature and spirit of ancestors; do not have priestly class or Holy Scriptures and Gods and Goddesses characteristic of the broad Hindu pantheon.

RSS as per its political agenda of Hindu Nation regards them as Vanvasi. They pontificate that they have been part of Hindu society who were driven away to forests to escape the forcible conversion being done by the Muslim invaders. This concoction is contrary to the interpretations based on the studies from population genetics. The Hindu nationalist argues that Aryans have been the original inhabitants of the country from where they spread to other parts of the World. The book by Tony Joseph, ‘Early Indians’ tells us that away from the race theory, we are all mixed up. The first inhabitants in our land were the ones who emigrated from South Asia over Sixty thousand years ago.

The Indo-Aryans came here nearly three thousand years ago and they pushed the aborigines to the forests and hills and that’s what constitutes the Adivasi community of India.

Hindu Nationalists like all the nationalists who construct their nationalism around their religion claim to be the most original inhabitants of the land, and their interpretations of past are molded according to that. RSS right from beginning has not been using the word Adivasi, it calls them Vanvasi. As per its agenda it wants them to be part of Hindu fold, despite Adivasis themselves saying that they are not Hindus, they have beliefs and practices which are far away from Hinduism in whatever form.

To enhance its political reach from the decades of 1980s in particular its work in Adivasis areas has been intensified. While ‘Vanvasis Kalyan Ashram’, part of RSS Combine which was formed much earlier, it was in the decades of 1980s that their work was jacked up by sending more Pracharaks in Adivasi areas. We see that in Gujarat, Dangs and nearby area, Swami Aseemanand, in MP, centered around Jhabua-the followers of Asaram Bapu and in Orissa Swami Laxmananad stationed them. They saw Christian missionaries working in the field of education and health as an obstacle to Hinduization of Adivasis. Their propaganda against Christian missionaries led to the ghastly murder of Pastor Graham Stains. It was this propaganda which led to anti Christian violence in various forms, the most horrific being the Kandhamal violence of 2008.

In order to culturally co-opt them into the fold of Hinduism they began series of religious congregations, Kumbhs. Shabri Kumbh in Dangs and many other Adivasis predominant areas created an atmosphere of fear, Adivasis were asked to be part of it, saffron flags were distributed and they were made to put it in their houses. Two religious icons were popularized in these areas, one was Shabri and other was Hanuman. To cap it all, Ekal Vidyalayas, started spreading RSS’s interpretation of history in these areas. The other angle of the whole thing is that Adivasis are living in the areas rich in minerals, which the BJP supporter Corporate World wants to take over.

World over aborigines have similar pattern. They are animists and what they practice is a culture as such. Many have converted to other religions out of their choice for sure, but finally in these matters what is important is the self perception. Hemant Soren the Chief Minister of Jharkhand pointed out that “Adivasis are not Hindus. ”Keeping that in mind; the column of Aborigines needs to find its place in our census forms.

‘Go to Pakistan’ has probably been most often used phrase used against Muslims in India. Recently in yet another such incident the SP of Meerut, UP has been in the news and a video is circulating where he, Akhilesh Narayan Singh, is allegedly using the jibe ‘Go to Pakistan’. In the video he is seen shouting at protestors at Lisari Gate area in Meerut, “The ones (protestors) wearing those black or yellow armbands, tell them to go to Pakistan”. His seniors stood by him calling it ‘natural reaction to shouting of pro Pakistan slogans. Many BJP leaders like Uma Bhararti also defended the officer. Breaking ranks with fellow politicians, Mukhtar Abbas Naqvi of BJP, criticised the said officer and asked for suitable action against him. Interestingly this is same Naqvi, who earlier when the beef related arguments were going on; had stated that those who want to eat beef can go to Pakistan.

Interestingly this is probably the first time that any BJP leader has opposed the use of this jibe against the Indian Muslims. True to the dominance of trolls who support divisive politics, Naqvi has been trolled on the issue. As such vibe ‘Go to Pakistan’ has been a strong tool in the hands of aggressive elements to demonise Muslims in general and to humiliate those with Muslim names. One recalls that when due to the rising intolerance in the society many eminent writers, film makers were returning their awards, Aamir Khan said that his wife Kiran Rao is worried about their son. Immediately BJP worthies like Giriraj Singh pounced on him that he can go to Pakistan.

The strategy of BJP combine has been on one hand to use this ‘go to Pakistan’ to humiliate Muslims on the other from last few years another Pakistan dimension has been added. Those who are critical of the policies of BJP-RSS have on one hand been called as anti National and on the other it is being said that ‘they are speaking the language of Pakistan’.

Use of Pakistan to label the Muslims and dissidents here in India has been a very shrewd tool in the hands of communal forces. One remembers that the ‘cricket nationalism’ was also the one to use it. In case of India-Pakistan cricket match, the national hysteria, which it created, was also aiming at Indian Muslims. What was propagated was that Indian Muslims cheer for Pakistan victory and they root for Pakistan. There was an unfortunate grain of truth in this as a section of disgruntled, alienated Muslim did that. That was not the total picture, as most Indian Muslims were cheering for Indian victory. Many a Muslim cricketers contributed massively to Indian cricket victories. The cricket legends like Nawab Mansoor Ali Khan Pataudi, Irfan Pathan, and Mohammad Azaruddin are just the few among the long list of those who brought glories for India in the field of cricket.

Even in matters of defence there are legions of Muslims who contributed to Indian efforts in the war against Pakistan all through. Abdul Hamid’s role in 1965 India Pak war and the role of Muslim soldiers in Kargil war will be part of Indian military history. There have been generals in army who contributed in many ways for the role which military has been playing in service of the nation. General Zamiruddin Shah, when asked to handle Gujarat carnage, does recount how despite the lack of support from local administration for some time, eventually the military was able to quell the violence in some ways.

During freedom movement Muslims were as much part of the struggle against British rule as any other community. While the perception has been created that Muslims were demanding Pakistan, the truth is somewhere else. It was only the elite section of Muslims who supported the politics of Muslim League and later the same Muslim League could mobilize some other section and unleash the violence like ‘Direct Action’ in Kolkata, which in a way precipitated the actual process of partition, which was the goal of British and aim of Muslim League apart from this being the outcome of ‘Two Nation theory’.

Not much is popularized about the role of great number of Muslims who were part of National movement, who steadfastly opposed the idea and politics which led to the sad partition of the subcontinent. Few excellent accounts of the role of Muslims in freedom movement like Syed Nasir Ahmad, Ubaidur Rahman, Satish Ganjoo and Shamsul Islam are few of these not too well know books which give the outline of the great Muslim freedom fighters like Khan Abdul Gaffar Khan, Maulana Abul Kalam Azad, Ansari Brothers, Ashfaqulla Khan.

Immediately after partition tragedy the communal propaganda did the overdrive to blame the whole partition process on Muslim separatism, this totally undermined the fact that how poor Muslims had taken out massive marches to oppose the Lahore Resolution of separate Pakistan moved by Mohammad Ali Jinnah. The whole Muslim community started being seen as the homogenous, ‘The other’ and other misconceptions started against the community, the one’s relating them to atrocities of Muslim kings started being made as the part of popular folklore, leading the Hate against them. This Hate in turn laid the foundation of violence and eventual ghettoisation of this community.

The interactive-syncretism prevalent in India well presented by Gandhi-Nehru was pushed to the margins as those believing in pluralism did not actively engage with the issue. The economic marginalization of this community, coupled with the increasing insecurity in turn led to some of them to identify with Pakistan, and this small section was again presented as the representative of the whole Muslim community.

Today the battle of perception is heavily tilted against the Muslim community. It is a bit of a surprise as Naqvi is differing from his other fellow colleagues to say that the action should be taken against the erring police officer. The hope is that all round efforts are stepped up to combat the perception constructed against this religious minority in India.

it is very much understandable if Pakistan is bad country our PM Namo would never visited without any invitation, that time Pakistan was good he prised their Mutton biriyani and Karak chai in pakistan. we feel something is wrong with our PM and his chelas.
