Court freezes assets of fake CBI man who conned Rakesh Roshan

April 6, 2014

New Delhi, Apr 6: A special money laundering court here has attached assets worth Rs 75 lakh of a conman who cheated film maker Rakesh Roshan in 2011 and several others posing as a senior CBI officer.

The court acted on a complaint of the Mumbai office of the Enforcement Directorate (ED) which registered a money laundering case against Ashwani Kumar Sharma and his wife Meenakshi Mansotra taking cognisance of numerous CBI FIRs against him for duping gullible people who wanted to secretly settle their serious cases of penalty and customs duties.

CBI_man_Rakesh_RoshanA comfy flat in Sector-20A of Navi Mumbai worth Rs 26.25 lakh and two plots in Sushant city area of Haryana's Panipat district valued at Rs 15.75 lakh and Rs 31.50 lakh respectively had been attached by the ED last year under the provisions of the Prevention of Money Laundering Act (PMLA).

The case dates back to 2011 as the agencies got on hot pursuit of Sharma and his associate Rajesh Ranjan after Roshan complained to the CBI that the duo has "threatened" him that they, posing as CBI officers, would issue arrest warrants against him, his actor son Hrithik and other family members in a payments case related to their home production Hindi flick 'Kites'.

The conmen, who had cheated numerous people by this time flaunting their fake status as CBI officers, also extracted Rs 50 lakh from Roshan on the pretext of helping him get closed a civil complaint case against the Roshans.

The Adjudicating Authority of the PMLA, in two latest and separate orders, attached the assets in the name of Sharma as "proceeds of crime" earned by creating illegal assets by cheating a number of people who were scared of their status of being CBI authorities. The Authority is a judicial body to decide on cases of enforcement action.

The ED probe found that the assets created by Sharma were "done with the sole intention of money laundering by projecting the tainted money derived out of scheduled offence as untainted in the form of genuine investment."

The case had made headlines three years back as a number of people who were under the scanner of agencies like DRI and the Income Tax department got in touch with the conmen, taking them to be CBI officers, for bailing them out of legal action by these agencies.

As part of its clever planning to nab Sharma and others, the CBI, finding a number of people complaining to it that they were cheated by fake CBI officials and worried over the misuse of its name, had brought out an advertisement in newspapers asking people to send in their complaints if they were cheated in a similar fashion.

The agency booked Sharma and Ranjan under various IPC sections that deal with cheating and conspiracy. The ED later joined in the probe and slapped money laundering charges against Sharma and his wife.

The investigative agencies, while chargesheeting the duo, relied on the I-T returns of Sharma and his wife where they found that the income reflected by them was disproportionate to the assets that they were possessing.

The probe agencies also scrutinised the bank accounts of the couple which reported a number of large transactions being credited in their accounts which the agencies found out were being deposited by the people who were cheated by them.

Sharma is a resident of Panipat and was involved in the business of handicrafts and Pashmina shawls trade before he embarked on the con mission to cheat people by posing as a CBI officer along with his associates.

New Delhi, Jul 28: Chief Minister Ashok Gehlot had "unconstitutionally" merged six MLAs of the Bahujan Samaj Party (BSP) with the Congress in Rajasthan, he did the same in his earlier tenure too, for which we wanted to teach him and his party a lesson, said BSP chief Mayawati on Tuesday.

The BSP chief added that her party could have gone to courts earlier but decided to wait for the "right opportunity".

"In Rajasthan, after elections results, BSP gave unconditional support of all its 6 MLAs to Congress. Unfortunately, Chief Minister Ashok Gehlot, out of his malicious intent and to damage BSP, merged them with Congress unconstitutionally. He did the same even during his earlier tenure," Mayawati said here.

"BSP could have gone to the court earlier too but we were looking for the time to teach Congress party and CM Ashok Gehlot a lesson. Now we have decided to go to the Court. We will not let this matter alone. We will go even to the Supreme Court," she added.

The BSP chief further reiterated that the party has asked the six MLAs to vote against the Congress government led by Ashok Gehlot if a trust vote takes place on the floor of the Rajasthan Assembly, failing which "their party membership will be cancelled".
She further said that the merger of BSP MLAs with Congress was immoral and went against the mandate given by voters in Rajasthan.
"Ulta-chor kotwal ko daante (the thief accuses the cop of wrongs) they (Congress) themselves indulge in wrongdoing and then accuse us," she further said.
On Sunday, the BSP issued a whip to six MLAs, asking them to vote against Congress in case of a no-confidence motion or any proceedings to be held during the Rajasthan Assembly session.

National General Secretary of BSP Satish Chandra Mishra, while speaking to news agecncy said, "Notices have been issued to the six MLAs separately as well as collectively, pointing out that since BSP is a National Party, there cannot be any merger at the state level at the instance of six MLAs unless there is a merger of BSP at the national level. If they violate it, they will be disqualified.

Notices have been issued to all six MLAs- - R Gudha, Lakhan Singh, Deep Chand, JS Awana, Sandeep Kumar and Wajib Ali, who are elected to the Rajasthan Assembly."
However, later on Monday, Lakhan Singh, hit back saying he and the five others had already joined the Congress.

"We six MLAs have already joined the Congress. BSP remembered us after nine months. They have issued this whip, after a message from the BJP. On this basis they are going to court", said Karauli MLA Lakhan Singh.

Rajasthan government is in turmoil after simmering differences between Deputy Chief Minister Sachin Pilot and Gehlot came out in the open. Pilot was removed as the Deputy Chief Minister and the state unit chief of Congress.

The Congress has accused the BJP of indulging in horse-trading to bring down the Gehlot government. The BJP has rejected the allegations.

New Delhi, May 22: The number of COVID-19 cases averted due to the lockdown is in the range of 14-29 lakh, while the number of lives saved is between 37,000 and 78,000, the government said on Friday citing various studies, and asserted that the unprecedented shutdown has paid “rich dividends” in the fight against the pandemic.

The lockdown in India has been a timely, graded, proactive and pre-emptive public health measure to fight the COVID-19 pandemic and has been part and parcel of the government’s overall strategy, Dr V K Paul, Member (Health), NITI Aayog, and Chairman, Empowered Group 1, said at a media briefing on the COVID-19 situation.

The government imposed the nationwide lockdown from March 25 to prevent the spread of the novel coronavirus and it is currently in its fourth phase.

Like the number of cases, the growth rate of number of COVID-19 deaths too has fallen significantly due to the lockdown, marking a notable difference between pre-lockdown and post-lockdown situations, he said.

At the briefing, Pravin Srivastava, Secretary, Ministry of Statistics and Programme Implementation gave model-based estimates on COVID-19 cases and deaths which have been prevented due to the lockdown.

As per Boston Consulting Group's model, the lockdown saved between 1.2 lakh and 2.1 lakh lives, while the number of COVID-19 cases averted is between 36 lakh and 70 lakh, he said.

According to Public Health Foundation of India, nearly 78,000 lives have been saved due to the lockdown, Srivastava said.

Citing a model by two independent economists, he said that around 23 lakh COVID-19 cases and 68,000 deaths have been averted due to the lockdown.

Some independent experts, including retired scientists, have calculated that around 15.9 lakh cases and 51,000 deaths have been averted due to the lockdown, Srivastava said.

A joint study by the Ministry of Statistics and Programme Implementation and the Indian Statistical Institute found that around 20 lakh COVID-19 cases and 54,000 deaths were averted due to lockdown, he said.

The number of COVID-19 cases averted due to the lockdown is in the range of 14-29 lakh, while the number of lives saved is between 37,000 and 78,000, the official said.

“We are fully confident that the lockdown, with full public cooperation, has reaped rich dividends,” Srivastava said.

The strong defence of the lockdown, comes a day after the health ministry said the period of lockdown has been gainfully utilized to ramp up the health infrastructure, with around 3,027 dedicated COVID-19 hospitals and 7,013 care centres being readied across the country to fight the disease.

The announcement on Thursday came after some media reports questioned the country's preparedness to deal with the highly infectious disease.

"There are reports in a section of the media about some decisions of the government regarding the lockdown implementation and response to COVID-19 management. The period of the lockdown has been gainfully utilised to ramp up the health infrastructure in the country," the ministry had said.

Addressing the press briefing on Friday, joint secretary in the health ministry Lav Agarwal said 48,534 COVID-19 patients, which is about 41 per cent of the total cases, have recovered so far. As many as 3,234 patients have recovered in the last 24 hours, he said’

The COVID-19 mortality rate has dropped from 3.13 per cent on May 19 to 3.02 per cent as focus was on containment measures andclinical management of cases, Agarwal said.

An ICMR official said 27,55,714 tests for COVID-19 have been conducted till 1 pm Friday with 1,03,829 tests done in one day. Over 1 lakh tests for COVID-19 have been done each day for the last four days, the official said.

The growth rate of novel coronavirus cases witnessed a steep decline from Apr 4 when lockdown put a brake on the speed of increase of cases, V K Paul said.

The number of COVID-19 cases would have risen exponentially had the lockdown not been implemented, he said, adding that the doubling rate of cases was 3.4 days when the lockdown started and it is 13.3 days at present.

The COVID-19 outbreak in India has remained confined to limited areas with 80 per cent of active cases in just five states, Paul said

He said around 80 pc of COVID-19 deaths have been in Maharashtra, Gujarat, Madhya Pradesh, West Bengal and Delhi.
