Girl loses hand in joy ride near school, Madras HC orders curbs

Chennai, March 6: Expressing concern over the safety of children in schools, the Madras high court has asked the state government to ban the sale of unhygienic eatables and operation of amusement devices , such as merry-goround , near schools.

Justice K N Basha, passing orders on a writ petition filed on behalf of a class V girl who lost her right hand during a joy ride in a merrygo-round during lunch recess , said: "Students arethe national assets and they are torch-bearers of future India, and as such, it is an obligation of each and every citizen as well as the government and private school authorities to take utmost care to protect the interest of the children."

The judge awarded. 3 lakh compensation to the girl, and said the government must take effective steps keeping in mind the frequent accidents and other incidents posing serious threat to the safety and health of growing children.

Muthulakshmi was studying in class V at Ganapathi National Middle School at Kuthualam in Nagapattinam district when she and her friends trooped out of school for a joy ride on December 22, 2003. During the ride, her hand got stuck in the wheels. It had to be amputated later.

Apetition was filed on her behalf , seeking a compensation of 5 lakh from the government and the school authorities for their failure to ensurethesafety of thechild.

Her advocate M Pari told the court that the government and school authorities cannot escape their liability because the incident happened during school hours, andthatthechild aswell as her family membershadbeen suffering for the past nine years. The school's counsel, however, said theincidenttook placeoutsidethe school premises andthatthe management took proper care of the wards.

Rejecting its submissions, Justice Basha pointed out that despite several requests from the child's family for financial assistance, the government and the school authorities did not even raise their little finger. Awarding a compensation of 3 lakh, the judge asked the government to pay 1.5 lakh and the school management pay the remaining amount.

Laying down a set of guidelines for the government and school managements in the state to follow, Justice Basha said children up toClassVshould notbe allowedto gooutof school premises during class hours without prior permission from parents or guardiansor authorized persons.

In schools where noon-meal schemeison,the noon-mealorganizers and assistants would be responsible for the safe custody of the children. Private persons operating merry-go-round and other amusement devices should not be allowed near schools, he said, adding that sale of eatables outside schools should be prevented as most of them are unhygienic and cause serious health hazard tochildren.

Justice Basha also concluded that the minor girl lost her right hand due to the carelessness and negligence of the school authorities and noon-mealorganizers.

Pratapgarh, Jun 2: In a shocking incident, a young man was tied to a tree and set afire by the family of a woman with whom he was allegedly having an affair in Pratapgarh district of Uttar Pradesh late on Monday night.

The man, 25, was a resident of Bhujauni village under Fatanpur police station, and he died on the spot.

Enraged over the incident, his family members and local people turned violent and set two police vehicles on fire.

Additional forces were rushed in to control the situation that remains tense.

The body has been sent for post-mortem.

According to Superintendent of Police (SP), Pratapgarh, Abhishek Singh, "Some people barged into the house of Ambika Patel and dragged him away. They then tied Patel to a tree some distance away and set him on fire after sprinkling petrol on him. They fled immediately after." Agitated family members and villagers assembled at the site and set a 112 police response vehicle (PRV) and another police jeep on fire. They were demanding immediate arrest and action against the accused.

The official said that Patel's relatives claimed that he was having an affair with a woman from his village and this had resulted in many face-offs between the families.

Patel had reportedly shared a video clip of the woman on social media a few months ago further increasing tension between the families.

The woman's family members had registered a police complaint against Patel in this connection at the Fatanpur police station that led to his arrest. He was released from jail recently, police added.

The woman had been recently selected as a police constable and was posted to Kanpur.

The SP said that an FIR had been registered on the complaint of the victim's family and efforts were on to arrest the accused.

Palghar, Mar 7: Police have arrested a man for allegedly cheating several shopkeepers in Maharashtra's Thane, Pune and Nashik by making phone calls in a woman's voice, police said on Friday.

The accused, Shashikant Ambekar (42), a resident of Palghar, was arrested in the last week of February, they said.

"He used to note down the phone numbers mentioned on different shops and call the owners in a woman's voice to order some things from them. He would tell them that he had a Rs 2000 currency note and needed change," an official said.

"He would ask the shopkeepers to send smaller denomination notes for exchange. He would wait at the entrance of buildings and when the delivery man arrived, he used to tell that he was there on behalf of the ''caller woman''.

"He would then take the currency notes from the delivery man saying he would get the Rs 2,000 note from the woman. However, he would disappear from the scene," the official said.

Police have seized Rs 1,85,000 from the accused and found that so far he has committed 22 similar crimes in different parts of the state.

Kochi, Feb 6: A 46-year-old Thailand national was allegedly raped by two men here, following which they were arrested, police said on Thursday.

The accused hailing from a north Kerala district have been arrested on the basis of a complaint lodged by the woman.

Police said the accused-- Mohammed Insaf and his friend Ansaruddin from Kondotty in Malappuram district were arrested after recording the statement of the victim.

The woman from Thailand had been a Facebook friend of Insaf for the last seven months after she enrolled her child in a school in Malappuram district.

The woman who came from Bangkok recently to visit her child and was staying in a hotel here.

When Insaf came to meet the woman, he was accompanied by his friend Ansaruddin and both allegedly raped the woman at the hotel room, police said.

All formalities including medical examination of the woman were completed, police said.

The accused will be produced before the court on Thursday, they added.
