New Delhi, May 6: ' Nazar Teri Buri Aur Parda Mein Karoon?' 'Don't tell me how to dress, tell them not to rape,' read the placards held by citizens, activists and NGOs gathered together outside Mandi House Station on Saturday morning in protest against the relenteless stream of rape cases that have rocked the National Capital Region in recent times.

With 465 rape cases registered in the city in 2011, 489 in 2010 and 459 in 2009, the protesters sought answers from the police on just why such cases have occurred unchecked in the coutry's national capital, often called the rape capital of India.

Citizen's Collective Against Sexual Assault, a rainbow coalition of NGOs and activists, led the protest march from Mandi House to Jantar Mantar shouting slogans against rape.

The motley crowd included both men and women, differently-abled groups, US nationals and passers-by who were so impressed by the initiative that they joined in, like S P Arora, a retired sales tax inspector who was headed for Mandi House Metro station on Saturday, but ended up joining the protest.

Groups and individuals from far-flung corners of the NCR, like Dheeraj Bakshi, a businessman from Faridabad who read about the protest on a pamphlet at Nehru Place, also joined in.

"What's happening in Delhi is wrong. The rape cases in the city should not be happening, We're here to protest against them," Sivaraj from The Deaf Way Foundation communicated through sign language. Two other organizations representing the deaf - Noida Deaf Society and National Association of the Deaf were also part of the protest.

"One of the most important things we're asking for is a set of standard operating procedures for sexual assault and for the police to follow them, so that they can solve the cases that come to them with the best of their ability. People should have confidence that when they approach the police something will come out of it. Our message to the police is simple - You have a job so you have got to do it," said Kalpana Viswanath of Jagori, an organisation that has pioneered the study of gender and space in Delhi.

A delegation also submitted a memorandum to the police commissioner of Delhi. The memorandum calls for the police commissioners of Delhi, Gurgaon and Noida to publicly condemn statements made by their colleagues who have, in the past, blamed the victim for her dress and behaviour. Other demands included timely response from the Delhi police helplines as well as regular training on gender sensitivity for the police force.

"Standard Operating Procedures for sexual assault cases must be made available in the public domain so that all citizens are aware of their rights under such circumstances," said the memorandum to the police commissioner.

Tamil Nadu, Jul 12: An alleged attempt by a 19-year-old man to "open a branch of the State Bank of India" at Panruti near Tamil Nadu was scuttled and he was arrested for forgery, police said on Saturday.

The man, son of retired SBI employees, had readied fake seals and challans of the public sector lender, and had other paraphernalia like a cash counting machine needed "to run a bank branch," on an upper floor of his residence at Panruti, about 25 km from Tamil Nadu.

He had not, however, put up any signboard. The SBI Panruti branch manager lodged a complaint with police seeking action following a tip-off by a customer that the man was "opening an SBI branch and has challans as well."

A printer who printed the challans and another who had made fake seals were held for similar offences and abetment.

They were produced before a magistrate court and enlarged on bail.

Asked if the man had cheated people by soliciting deposits or facilitating loans, Panruti police inspector K Ambethkar said, "no..we have not received any such complaint so far."

The man's late father had worked for SBI and his mother had retired from the same bank some time back, he said.

To a question, the police inspector said the man's mother, who has mobility issues, and another woman a relative living in the same house had no clue about his "idea."

Investigations revealed that he aspired to work for a bank and since he had closely watched banking operations for long he was "very knowledgeable" about it.

On the suspected motive, he said several of his replies were incomprehensible, childish, and strange notwithstanding his excellent understanding of the banking processes.

"He even calmly told us that he awaited approval from Mumbai to open the (SBI) branch and that he was about to put up a signboard," the inspector said, adding that the man had tried unsuccessfully to get employment on compassionate grounds in the SBI following the death of his father in harness.

Patna, Jul 17: A 15-year-old girl was allegedly raped by a security guard at the Covid-19 quarantine center of the Patna Medical College Hospital where she was admitted after being rescued from a railway station, police said on Thursday.

The accused, Mahesh (40), was arrested on Wednesday night after being booked under the POCSO Act and other relevant IPC sections by the Pir Bahore police station, according to Arti Jaiswal, the in-charge of the women's police station here.

“The accused is being sent to jail while the victim will be undergoing medical tests on Thursday, as is the norm for all sexual assault survivors," Jaiswal said.

The girl had run away from her home in Nalanda district more than a week ago and reached Barh railway station on the outskirts of Patna to catch a train for Kolkata where her father is a daily wage-earner, police said.

She was spotted by Government Railway Police (GRP) personnel who informed the child helpline. The child helpline personnel, taking note of the girl’s tender age and her disturbed frame of mind, convinced her not to undertake the journey and brought her to the hospital’s quarantine ward for COVID-19 suspects as a precautionary measure, they said.

On the night of July 8, a few hours after the girl's arrival at the hospital, she was caught hold of by the accused inside the bathroom and allegedly raped. The accused also threatened her with dire consequences if she spilt the beans and, as per the FIR, kept harassing her sexually.

She finally decided to speak up when another girl, carrying a mobile phone, was similarly brought to the hospital by child helpline a couple of days ago. Using the fellow inmate’s phone, she narrated her ordeal to the helpline personnel who informed the police.

“Her Covid-19 test report is negative. After her examination, for the sexual assault, by a six-member medical board is over, she will be sent to a shelter home by the child helpline," Jaiswal said.

Meanwhile, state women’s commission chairperson Dilmani Mishra strongly reacted to the incident and said, “We are waiting for the medical reports of the girl. We will ensure that justice is done in the matter.”
