Planning Commission splurges Rs 35 lakh to upgrade 2 toilets

ToiletNew Delhi, June 6: The Yojana Bhavan toilets are causing a stink of a different kind. The Planning Commission, which estimated a poverty line figure of Rs 28 per day per person, lavished Rs 35 lakh on refurbishing two toilets in its headquarters.

For good measure, the commission has admitted in an RTI response, it has spent Rs 5.19 lakh in installing an access control system in the toilets. The facility, installed while the toilets were renovated recently, is aimed at limiting access to only those people who had smart cards.

According to data given to RTI activist SC Agrawal, 60 smart cards were issued to Plan panel officials.

The commission had also decided to install CCTV cameras in the corridors leading to these toilets as the officials said there were instances of pilferage in the washrooms. Estimates have been sought from the CPWD.

The disclosure comes on the back of reports that Planning Commission deputy chairman Montek Singh Ahluwalia had spent over Rs 2 lakh per day on foreign travel between May and October 2011. Another report said that he undertook 42 official trips aggregating 274 days between June 2004 and January 2011 at a cost of Rs 2.34 crore.

Refuting the inferences drawn, Ahluwalia had said that foreign travels are needed for discharge of official duties.

In its response, the Plan panel has said the system in the toilets is still to be made operational. However, sources said that the door access system was disabled within hours of the toilets being declared fit for use after protests from people working on the floor.

A note from the commission officials proposing the upgrade of toilets last year shows that the two toilets to be renovated as a pilot project and after execution of the work, decision on renovation of other washrooms would be taken.

At a time when the government is ostensibly in the midst of an austerity drive, it seems unacceptably extravagant for Rs 35 lakh to be spent on a couple of toilets. What adds to the irony is the fact that it the same Planning Commission that informs us that it is possible for Indians to survive on sums as measly as less than Rs 32 a day.

Surely it cannot fail to see how absurd the situation is. If the government advocates belt tightening, examples must be set at the very top of the hierarchy. Such examples of splurging rob its message of any meaning.

Kozhikode, Jun 26: A man, who had returned from Bahrain on Thursday and has been under quarantine at his house in Villyapallai near here, has been stabbed on his arm by an unidentified person.

Police sources said the assailant, with a masked face, had ransacked the man's house by break-opening the door at midnight lat night and stabbed Lijeesh on his arm and fled from the scene.

The nearby residents took Lijeesh to a nearby hospital and was put back on quarantine.

Noida, Jul 28: A doctor admitted at a private hospital in Noida has been accused of sexually harassing a patient in his isolation ward, where both were undergoing treatment for COVID-19, the police said.

The 20-year-old woman, in her complaint to the police, alleged that the incident took place on Monday and based on that a case was filed at the local expressway police station, they said.

A senior police official said an investigation is underway and there might be lapses on part of the hospital which allegedly admitted a man and a woman in the same isolation ward, in violation of the norms.

The woman and the doctor had tested positive for coronavirus last week, according to officials.

"The woman was in the isolation ward of the private hospital. There was a man, a medical practitioner, who too was infected with coronavirus and was sharing the ward with her," Additional Deputy Commissioner of Police, Noida, Ranvijay Singh said.

He said the woman alleged molestation and upon being informed, the police immediately lodged a case and initiated a probe into the matter.

"There appears to be some irresponsibility on part of the hospital too. We are communication with the medical departments to check whether the patients were being kept in accordance with the guidelines," Mr Singh said.

He said the accused is still in isolation but the police will reach out for his statement following due protocols of COVID-19.

"All necessary action will be taken as per the truth that will emerge after a thorough investigation," Mr Singh said.

A man posed as Superintendent of Police (SP), called up a subordinate police official and asked him to get his mobile phone repaired or face the consequences. But, his bluff was later called and the man landed in lockup.

Azamgarh SP Triveni Singh said the 23-year-old youth, Shubham Upadhyay, is the son of a farmer. He was preparing for competitive exams when his phone developed a snag on Saturday. He tried to reach out to local mechanics, but they were unavailable to fix it due to the lockdown.

Upadhyay used a free caller identification app to call up the in-charge of the Kotwali police station, K. K. Gupta, and threatened to shunt him out, if he failed to swiftly get the work done. Gupta grew suspicious and eventually caught the youth.

n his statement to the police, Shubham Upadhyay said, "On Sunday noon, I tried to breach the district borders to reach Lucknow to repair my phone, but since there was heavy police presence and barricading, I returned home. Later, I installed a free caller identification app in my handset and mentioned the name as SP Azamgarh and even uploaded a photo of the cop to appear genuine."

He first called SHO, Kotwali to get the phone repaired and was told the handset would be picked up from the SP office in an hour. Then, he called a businessman to bring his SUV and hand over his mobile to the SHO.

But when Upadhyay called the police again to suggest a separate meeting point, he raised suspicion. When the SHO tried to confirm the venue, Upadhyay got hesitant and said he would send a peon.

"I suddenly realised something was fishy and rang up the public relation officer of SP Azamgarh, who denied any such order from the SP. When the caller's number was scanned, it displayed the name of SP Azamgarh," said SHO Gupta.

A trap was laid and when the SHO reached the venue, he found one Praveen Shukla sitting in the vehicle. Police got the address of the accused from Shukla and reached Upadhyay's home in Bilariya locality and arrested him.

Upadhyay has been booked under IT Act and for threatening a public servant.
