Cyclone Ockhi: 39 dead, 167 fishermen missing

New Delhi, Dec 5: As many as 39 people have perished and 167 fishermen were still missing after cyclone Ockhi hit Tamil Nadu and Kerala coasts while 809 others were swept away to Maharashtra, the Union Home Ministry said today.

Joint Secretary in the ministry Sanjeev Kumar Jindal also said the cyclone is slowing down and would have no impact in Gujarat, where the first of the two-phased assembly elections is due four days later.

"As of now, 10 people lost their lives in Tamil Nadu and 29 others in Kerala. Even though the exact number of missing persons were not known, as per available information, whereabouts of 74 fishermen in Tamil Nadu and 93 fishermen in Kerala is not known yet," he told reporters here.

A total of 556 fishermen were also rescued by relief and rescue teams from seas.

The state governments are verifying with the affected villages to find the exact number of missing fishermen.

Altogether 809 fishermen with their boats from Tamil Nadu and Kerala were swept away and reached Maharashtra coast where they were provided food and shelter.

While 33 tourists, both domestic and foreign, were safe in Lakshadweep, 250 fishermen could also reach safely in the islands from the high seas after being hit by the cyclone.

Jindal said two merchant ships with eight sailors each were rescued and brought to Lakshadweep by Navy and Coast guard teams.

Asked whether the cyclone would affect the election process in Gujarat, Jindal said there was no such possibilities as it has already slowed down.

Meanwhile, the National Disaster Management Authority (NDMA) today asked fishermen in both eastern and western coasts not to venture out in the sea for the next three days as heavy rainfall is expected in many areas due to cyclone Ockhi.

Asking people not to panic in case of a cyclone alert, the NDMA said in an advisory that fishermen along and off Andhra Pradesh and Tamil Nadu coasts should not venture into the sea from December 6 to 8 while fishermen along and off Andaman and Nicobar Islands are advised not to venture into sea till tomorrow.

Fishermen living along and off South Gujarat and North Maharashtra coasts have been advised not to venture into the sea till tomorrow morning.

The severe cyclonic storm Ockhi will move over east- central Arabian sea and move further north-northeastwards with a speed of 21 kmph and lay centred over east-central Arabian sea at latitude 17.5º N and Longitude 70.4º E, about 480 km southwest of Surat and 300 km west-southwest of Mumbai.

The NDMA said light to moderate rainfall is expected at most places in Maharashtra with isolated heavy rainfall also likely over north Konkan, Palghar, Thane, Raigarh, Greater Mumbai, Dhule, Nandurbar, Nashik, Jalgaon, Ahmednagar and Pune districts.

It is very likely that the cyclone will to continue to move north-northeastwards, weaken gradually and cross south Gujarat and adjoining north Maharashtra coasts near Surat as a deep depression by tonight.

Minor damage to loose unsecured structures and minor damage to banana trees, agriculture near coast due to salt spray is expected. Damage to ripe paddy crops and minor damage to 'kutcha' embankments are expected.

The NDMA predicted formation of a depression over southeast Bay of Bengal during the next few hours and it will further intensify into a deep depression during subsequent two days.

The well marked low pressure area over southeast Bay of Bengal and adjoining south Andaman sea persists.

It is very likely to move west-northwestwards towards north Tamil Nadu, south Andhra Pradesh coasts during next three days.

The NDMA said people when asked to evacuate, should move to a designate cyclone shelter with safety kit and store dry food and water in abundance, keep torch and hurricane lantern/emergency light handy and keep listening to battery operated radio for latest information.

New Delhi, Jun 25: India registered its worst single-day increase in COVID-19 cases on Thursday, recording more than 16,000 coronavirus infections, to push the overall tally to 4.73 lakh as the number of fatalities also jumped by 418, the Union Health Ministry said.

This was the sixth consecutive day when coronavirus cases increased by more than 14,000. On June 20, the country registered an increase of 14,516 cases. On June 21, the increase was of 15,413 cases; 14,821 cases on June 22; 14,933 cases on June 23; and 15,968 cases on June 24.

Consequently, India added 92,573 cases since June 20, and over 2.82 lakh this month since June 1.

The health ministry data updated at 8am on Thursday showed the daily tally increased by the highest-ever 16,922 cases to reach 4,73,105, while the total deaths climbed to 14,894 with 418 new fatalities.

However, according to the data, the recovery rate has improved to 57.43 per cent. The number of active cases stands at 1,86,514 while 2,71,696 people have recovered; one patient has migrated.

The total number of confirmed cases included foreigners.

According to ICMR, a total of 75,60,782 samples have been tested up to June 24 with 2,07,871 samples being tested on Wednesday.

Of the 418 new deaths, 208 were in Maharashtra, 64 in Delhi, 33 in Tamil Nadu, 25 in Gujarat, 14 in Karnataka, 11 in West Bengal, 10 each in Rajasthan and Haryana, nine in Madhya Pradesh, eight each in Uttar Pradesh and Punjab, five each in Andhra Pradesh, Telangana and Uttarakhand.

Bihar, Goa and Jammu and Kashmir have reported one COVID-19 fatality each.

Of the total fatalities, Maharashtra tops the tally with 6,739 deaths followed by Delhi (2,365), Gujarat (1,735), Tamil Nadu (866), Uttar Pradesh (596), West Bengal (591), Madhya Pradesh (534), Rajasthan (375) and Telangana (225).

The COVID-19 death toll reached 188 in Haryana, 164 in Karnataka, 124 in Andhra Pradesh, 113 in Punjab, 88 in Jammu and Kashmir, 57 in Bihar, 35 in Uttarakhand, 22 in Kerala and 17 in Odisha.

Chhattisgarh has registered 12 deaths, Jharkhand 11, Assam and Puducherry nine each, Himachal Pradesh eight, Chandigarh six, Goa two and Meghalaya, Tripura and Ladakh have reported one fatality each.

More than 70 per cent deaths took place due to comorbidities, the health ministry said.

Maharashtra has reported the highest number of cases at 1,42,900 followed by Delhi at 70,390, Tamil Nadu at 67,468, Gujarat at 28,943, Uttar Pradesh at 19,557, Rajasthan at 16,009 and West Bengal at 15,173, according to ministry data.

The number of COVID-19 cases has gone up to 12,448 in Madhya Pradesh, 12,010 in Haryana, 10,444 in Telangana,10,331 in Andhra Pradesh and 10,118 in Karnataka.

It has risen to 8,209 in Bihar, 6,422 in Jammu and Kashmir, 6,198 in Assam and 5,752 in Odisha. Punjab has reported 4,627 novel coronavirus infections so far, while Kerala has 3,603 cases.

A total of 2,623 people have been infected by the virus in Uttarakhand, 2,419 in Chhattisgarh, 2,207 in Jharkhand, 1,259 in Tripura, 970 in Manipur, 951 in Goa, 941 in Ladakh and 806 in Himachal Pradesh.

Puducherry has recorded 461 COVID-19 cases, Chandigarh has 420, Nagaland has 347, Arunachal Pradesh has 158 and Mizoram has 142 cases.

Dadra and Nagar Haveli and Daman and Diu together have reported 120 COVID-19 cases.

Sikkim has 84, Andaman and Nicobar Islands has registered 56 infections so far while Meghalaya has recorded 46 cases.

"Our figures are being reconciled with the ICMR (Indian Council of Medical Research)," the ministry said, adding 8,493 cases are being reassigned to states.

State-wise distribution is subject to further verification and reconciliation, it added.

New Delhi, Feb 19: India will switch to the world's cleanest petrol and diesel from April 1 as it leapfrogs straight to Euro-VI emission compliant fuels from Euro-IV grades now - a feat achieved in just three years and not seen in any of the large economies around the globe.

India will join the select league of nations using petrol and diesel containing just 10 parts per million of sulphur as it looks to cut vehicular emissions that are said to be one of the reasons for the choking pollution in major cities.

Sanjiv Singh, Chairman of Indian Oil Corp (IOC) - the firm that controls roughly half of the country's fuel market, said almost all refineries began producing ultra-low sulphur BS-VI (equivalent to Euro-VI grade) petrol and diesel by the end of 2019 and oil companies have now undertaken the tedious task of replacing every drop of fuel in the country with the new one.

"We are absolutely on track for supplying BS-VI fuel from April 1. Almost all refineries have begun supplying BS-VI fuel and the same has reached storage depots across the country," he said.

From storage depots, the fuel has started travelling to petrol pumps and in the next few weeks all of them will only have BS-VI grade petrol and diesel, he said. "We are 100 per cent confident that fuel that will flow from nozzles at all the petrol pumps in the country on April 1 will be BS-VI emission compliant fuel."

India adopted Euro-III equivalent (or Bharat Stage-III) fuel with a sulphur content of 350 ppm in 2010 and then took seven years to move to BS-IV that had a sulphur content of 50 ppm. From BS-IV to BS-VI it took just three years.

"It was a conscious decision to leapfrog to BS-VI as first upgrading to BS-V and then shifting to BS-VI would have prolonged the journey to 4 to 6 years. Besides, oil refineries, as well as automobile manufacturers, would have had to make investments twice - first to producing BS-V grade fuel and engines and then BS-VI ones," he said.

State-owned oil refineries spent about Rs 35,000 crore to upgrade plants that could produce ultra-low sulphur fuel. This investment is on top of Rs 60,000 crore they spent on refinery upgrades in the previous switchovers.

BS-VI has a sulphur content of just 10 ppm and emission standards are as good as CNG.

Originally, Delhi and its adjoining towns were to have BS-VI fuel supplies by April 2019 and the rest of the country was to get same supplies from April 2020.

But oil marketing companies switched over to supply of BS-VI grade fuels in the national capital territory of Delhi on April 1, 2018.

The supply of BS-VI fuels was further extended to four contiguous districts of Rajasthan and eight of Uttar Pradesh in the National Capital Region (NCR) on April 1, 2019, together with the city of Agra.

BS-VI grade fuels were made available in 7 districts of Haryana from October 1, 2019.

Singh said the new fuel will result in a reduction in NOx in BS-VI compliant vehicles by 25 per cent in petrol cars and by 70 per cent in diesel cars.

The switchover, he said, is a tedious task as every drop of old, higher-sulphur content fuel has to be flushed out in depots, pipelines and tanks before being replaced by BS-VI.

"We are confident of disruption-free switchover to BS-VI supplies across the country," he said. "What we will be supplying is the best quality available anywhere in the world. You don't have any better fuel that is supplied in any part of the world. Perhaps our BS-VI fuel will be better than equivalent fuel in some parts of the US and Europe."

India adopted a fuel upgradation programme in the early 1990s. Low lead gasoline (petrol) was introduced in 1994 in Delhi, Mumbai, Kolkata and Chennai. On February 1, 2000, unleaded gasoline was mandated nationwide.

Similarly, BS-2000 (Euro-I equivalent, BS-1) vehicle emission norms were introduced for new vehicles from April 2000. BS-II (Euro-II equivalent) emission norms for new cars were introduced in Delhi from 2000 and extended to the other metro cities in 2001.

Benzene limits have been reduced progressively from 5 per cent in 2000 to 1 per cent nationwide. Lead content in gasoline was removed in phases and only unleaded gasoline is being produced and sold from February 1, 2000.

The octane number of gasoline signifies the improved performance of the engine. Loss in octane number due to phasing out of lead was made up by installing new facilities in the refinery and changes in refinery operation. RON (Research Octane Number) of gasoline for BS-2000 spec was increased to 88. This has over time been increased to 91.

Singh said sulphur reduction will reduce Particulate Matter (PM) emissions even in the in-use older generation diesel vehicles.

Prime Minister Narendra Modi is in Ayodhya to lay the foundation of the Ram temple. He participated in the bhoomi poojan rituals at the temple site and offered prayers. He will shortly lay the foundation of the temple with a sliver brick.

From Varanasi to Tamil Nadu, many devotees have sent gifts for the ceremony, like silver bricks and coins.

Special prayers were started on Monday and will culminate with the PM laying the foundation stone for the temple. The city has been decorated with paintings depicting scenes from the Ramayana. The Uttar Pradesh government has also made elaborate security arrangement for the event.

Apart from the state police, the NSG commandos have also been kept on stand-by. The invitations for the ceremony have been kept limited due to the coronavirus pandemic. Veteran BJP leaders LK Advani and Murli Manohar Joshi will witness the event from New Delhi via video-conferencing.
