Cyclone Titli leaves 8 dead in AP, causes widespread damage in Odisha

Amaravati(AP)/Bhubaneswar, Oct 11: Cyclone 'Titli' made landfall on the eastern coast of the country early on Thursday claiming eight lives and wrecking havoc in Srikakulam and Vizianagaram districts of Andhra Pradesh, while causing widespread damage in neighbouring Odisha.

While no loss of lives were reported in Odisha, the "very severe" cyclonic storm left a trail of destruction in Gajapati and Ganjam districts of state, uprooting trees, electric poles and damaging hutments.

According to the India Meteorological Department (IMD), Cyclone Titli made its landfall near Palasa in Srikakulam district, south west of Gopalpur in Odisha with an estimated maximum sustained surface wind speed of 140-150 kmph gusting to 165 kmph between 4.30 am and 5.30 am.

The Andhra Pradesh State Disaster Management Authority (SDMA) said the cyclone caused widespread damage in Srikakulam and Vizianagaram, and threw normal life out of gear as heavy to very heavy rains lashed the two north coastal districts districts since late Wednesday night.

While a 62-year-old woman died at Gudivada Agraharam village after a tree fell on her, a 55-year-old man died in a house collapse at Rotanasa village in Srikakulam district, the SDMA said.

The Andhra Pradesh Chief Minister's Office (CMO) said the six others killed were fishermen who had ventured into the sea.

Of the 67 fishing boats that had gone into the sea over the last few days from Kakinada in East Godavari district, 65 had returned to the shore safely, the CMO said, adding efforts were on to bring back the remaining two boats.

The road network in Srikakulam district suffered extensive damage, while the power distribution network was also severely affected. More than 2,000 electric poles were uprooted by strong winds.

The Eastern Power Distribution Company, that caters to the electricity needs of the north coastal districts of Andhra Pradesh, reported that the distribution system for 4,319 villages and six towns in Srikakulam district was affected.

In Odisha, Cyclone Titli led to very heavy rainfall in Ganjam, Gajapati and Puri districts and caused minor damage to power supply and communication.

In all, eight districts -- Ganjam, Gajapati, Khurda, Puri, Jagatsinghpur, Kendrapara, Bhadrak and Balasore -- have been affected by the cyclonic storm, Special Relief Commissioner B P Sethi said.

"There has been no major destruction or report of casualty from any part of the state so far. Some damages like uprooting of trees and electric poles and damage to hutments were reported from Ganjam and Gajapati districts," he said.

Power supply and telephone links got disrupted, and road communication snapped due to uprooted trees at many places in Gajapati district, Sethi said, adding efforts are now on to clear the blocked roads and to restore power supply in affected areas.

Odisha Chief Minister Naveen Patnaik reviewed the situation in the state and instructed officials to expedite restoration efforts once the situation improves. He also directed the officials concerned to provide relief materials to cyclone-affected people.

"The chief minister gave instruction to send two more teams of NDRF to Gajapati where extensive damage has been caused to roads, hutments, electric and telephone poles," Chief Secretary A P Padhi said.

Thirteen teams of the National Disaster Response Force (NDRF) and Orissa Disaster Rapid Action Force have been deployed in affected areas along with fire brigade personnel.

"The damage is less than what we had feared," the chief secretary said.

Padhi said the state government on Wednesday evacuated over three lakh people to safe places, which helped avoid loss of life in the natural calamity.

The evacuees are housed in 1,112 shelters where food and sanitation facilities are available, he said.

Traffic on the Chennai-Kolkata National Highway was hit at places due to uprooted trees.

According to East Coast Railway sources, train services between Khurda Road in Odisha and Vizianagaram in Andhra Pradesh remained suspended since 10 pm Wednesday.

"We are optimistic about restoration of train services on the route by (Thursday) evening," said East Coast Railway Chief PRO J P Mishra.

Some railway station buildings were damaged at a few places, including in Palasa. Signal poles and overhead electric masts were damaged at places between Palasa and Kottabomali stations, he said.

The South Central Railway as well as the East Coast Railway cancelled several trains while some were terminated midway. A few express trains were diverted.

Horticulture crops suffered extensive damage in Srikakulam district while paddy suffered damage in Vizianagaram. Coconut plantations, banana and mango trees were the worst hit in the cyclonic storm, according to a preliminary report by the SDMA.

The cyclonic storm system is now moving northeastwards towards Gangetic West Bengal across Odisha and will weaken gradually, the IMD said.

Guwahati, Feb 13: Hours after Assam's updated citizenship data disappeared from the website 'nrcassam.nic.in', an FIR was filed against a former NRC official for allegedly failing to submit the password to the sensitive document before quitting her job.

Talking to news agency on Thursday, NRC state coordinator Hitesh Dev Sarma said the complaint against former NRC project officer was filed under Official Secrets Act in Paltan Bazar police station here, as she "did not provide the password to the document, despite written reminders".

"She failed to surrender the password even after tendering her resignation on November 11 last year. She was a contractual employee and no longer authorised to hold the password, after quitting her job. An FIR has been filed against the former NRC project officer on Wednesday for violating the Official Secrets Act," he said.

Sarma also stated that the NRC office had written to her on several occasions for submitting the password, but did not get any response.

"We knew (she had resigned) and, therefore, sent several letters to her for handing over the password. But as she did not respond all these months, we filed a complaint against her yesterday for violating the Official Secrets Act.

"We must know if she has tampered with the sensitive information, after resigning," he added. The NRC state coordinator, however, refuted allegations of "malafide intent" involved in the matter.

"...this (cloud service provided by IT major Wipro) was not renewed by the earlier coordinator. So, the data went offline from December 15 last year. I assumed charge only on December 24," Sarma, who had gone on leave for a weeks after being appointed as the NRC state coordinator, clarified.

He also said that the state coordination committee had discussed the issue in its meeting on January 30 and wrote to Wipro during the first week of February.

"Once Wipro makes the data live, it will be available to the public. We hope that people will be able to access it in the next 2-3 days," Sarma claimed.

Reacting to the development, Wipro had said: "The IT Services Contract was not renewed by the authorities upon its expiry in October, 2019. However, as a gesture of goodwill, the company continued to pay the hosting service fee until January-end, 2020."

In another FIR filed with state criminal investigation department on Wednesday, NGO Assam Public Works (APW) alleged that former NRC Assam coordinator Prateek Hajela tampered with the final NRC list - published on August 31, 2019.

APW member Rajib Deka, in his complaint, accused Hajela of disobeying orders and directions of the Supreme Court, forgery of public register and committed offences under cyber laws for altering or changing public records by misusing his powers and position.

The NGO also said that after publication of the final list, several social networks and sections of the media had reported anomalies, insisting that many 'doubtful' persons were able to insert their names in the final list.

The Centre on Wednesday asserted that NRC data in Assam was safe even though some technical issues have been detected, which would be resolved soon.

Senior journalist-cum-RTI activist Saket Gokhale had sent an application to the NIC, the IT wing of the government, seeking a copy of the contract with Wipro.

"The Assam NRC data suddenly vanishing from the website (& the lack of data security) is incredibly shady. I've filed an RTI with the NIC specifically asking about details of the contract with Wipro, name of the cloud service provider, & all contracts signed for hosting this," he tweeted, while attaching a copy of the RTI application.

Leader of the Opposition in Assam Assembly and Congress leader Debabrata Saikia has also written to the Registrar General of India, requesting him to look into the fiasco urgently.

"It is a mystery as to why the online data should vanish all of a sudden, especially as the process to file appeals was yet to begin, all because of the go-slow attitude adopted by the NRC Authority. There is, therefore, ample scope to suspect that disappearance of online data is a malafide act," he had insisted.

Dubai, Apr 26: Families were shattered as the three dead bodies of UAE-based Indian expats were returned to the country from New Delhi, India.

Family members waited outside the Indira Gandhi International Airport for hours, but they were later told to go back home as the remains of expats Jagsir Singh, Sanjeev Kumar and Kamlesh Bhatt were flown back to Abu Dhabi, following a new order implemented by India's Ministry of Home Affairs.

Inderjeet, brother-in-law of Sanjeev based in Al Ain, said their family in Punjab was devastated.

"This is a non-coronavirus death. We had a death certificate as proof and all necessary documents from Indian Embassy. But the body was returned while our family members waited outside the airport. This is very shocking," Inderjeet said.

"The body shouldn't have been returned. It's difficult to travel across states due to Covid-19 restrictions and also to arrange the ambulance," he added.

"Now the embassy has told me to come on Sunday. They said hopefully things will be sorted out in a day or two."

Meanwhile, the family of Kamlesh resides in the Indian state of Uttarakhand. This means, with existing travel restrictions, they had to secure permits from different states to reach New Delhi.

Dubai-based social worker Girish Pant, who is in touch with the family, said they are all depressed with the unfortunate turn of events.

"His brother Vimlesh had to return home without the remains. They are all clueless and in pain. With the new order from the Ministry of Home Affairs, I have informed the family that the body will reach them within 48 hours. I am also coordinating with the Indian Embassy," Pant said.

Raipur, Mar 13: Calling Jyotiraditya Scindia a "power-hungry" leader, Chhattisgarh Minister and Congress leader TS Singh Deo on Friday said that if someone joins another party to occupy the top position of the state that he should never become a Chief Minister.

When enquired if Deo has any plans to join the BJP in the future, he quickly said that he would never be able to relate himself with the "ideology" of the party.

"People may make claims but I will never join BJP, even if I get 100 lives I will never associate with that ideology. A person who joins BJP for not being able to become Chief Minister should never become a Chief Minister," he said while speaking to media in Raipur.

"A single person does not remain as captain forever, Kapil Dev got his chance when Gavaskar was there. Currently, Virat Kohli is the captain but in T20 there are different captains. Will Kohli join Pakistan's team if he is not made the captain? This is beyond understanding."

On Wednesday, Scindia joined BJP in New Delhi in the presence of party President JP Nadda. He had resigned from Congress a day earlier after meeting Union Home Minister Amit Shah and Prime Minister Narendra Modi.

He will file his nomination for the Rajya Sabha elections on March 13.
