Cyclone Titli: Over 60 lakh hit by flood in Odisha, govt steps up relief ops

Bhubaneswar, Oct 12: The Odisha government on Friday deployed NDRF and ODRAF personnel to speed up rescue and relief operation mainly in three districts where over 60 lakh people were affected by flood due to heavy rainfall triggered by Cyclone Titli.

The flood situation in three south Odisha districts—Ganjam, Gajapati and Rayagada is grim as the water levels in major rivers like Rushikulya and Bansadhara have crossed their danger marks, official sources said.

The districts received highest rainfall for three days under the impact of Cyclone Titli that made landfall at Palasa near Gopalpur in Ganjam on Thursday morning.

Special Relief Commissioner (SRC) B P Sethi said that the people in Balasore district were also affected by the flood.

The decision to deploy National Disaster Response Force (NDRF) and Odisha Disaster Rapid Action Force (ODRAF) as part of stepping up relief and rescue operation was taken at a high level meeting where Chief Minister Naveen Patnaik took stock of the situation in the aftermath of the very severe cyclonic storm that battered the state.

In a video conference with the district collectors of Ganjam, Gajapati and Rayagada, Patnaik gave instructions for intensifying rescue and relief operation on a war footing as miseries of the people got compounded due to the twin calamities of cyclone and floods.

Patnaik stressed on quick repair of breaches in several river embankments and asked the district collectors to provide cooked food to the people who were shifted to relief camps, the official said.

Patnaik also constituted a three-member ministerial committee to visit the three worst-affected districts to monitor rescue and relief operation.

Two helicopters were requisitioned from the Indian Navy mainly for rescue and air dropping of relief materials in villages located in 125 gram panchayats in Ganjam district as these areas are cut off from rest of the state due to the submergence of roads with rain and flood water, Chief Secretary A.P. Padhi said.

Of the 22 blocks in Ganjam district, 13 were badly hit due to cyclone and floods. Blocks like Aska, Purusottampur and Sanakhemundi were inundated by rainwater as well as water from Rusikulya river gushed into the villages, a senior official said.

The Ganjam district administration has undertaken evacuation of people living near the river side and low-lying areas, he said adding that they have been housed in the multi-purpose shelters besides schools, colleges and Anganwadi centres.

The low-lying areas in Cuttack, Bhubaneswar and the pilgrim town of Puri also remained waterlogged due to rain.

"A large number of pumps have been pressed into service by the Bhubaneswar Municipal Corporation (BMC) and Cuttack Municipal Corporation (CMC) to clear water," a civic body official said.

The connectivity in Lathipada-Shergad road in Ganjam was disrupted while a bridge on Badagada Jarau river was washed away following heavy rainfall, official sources said.

The swelling Mahendratanaya river submerged vast stretches of Gajapati district cutting off road communication between Andhra Pradesh and Paralakhemundi in Odisha's Gajapati district, sources said.

Train services too were affected and at least 16 trains were cancelled and several others rescheduled by East Coast Railway (ECoR) on Friday due to submergence of railway tracks.

Water level on railway tracks in Berhampur-Palasa section is yet to recede due to continuous rains, an ECoR official said.

The water level also touched the danger mark at a bridge between Ichhapuram and Jhadpudi stations in Berhampur-Palasa railway section, he said.

Director of the metereological centre at Bhubaneswar, H R Biswas said heavy to very heavy rainfall will continue to pound parts of the state, including Balasore, Bhadrak and Dhenkanal districts, till Saturday.

Around three lakh people were evacuated from the vulnerable areas of five coastal districts of the state on Wednesday, a day before the cyclone made landfall.

The cyclone has "weakened into a deep depression" and triggered incessant rainfall in the state, SRC Sethi said.

The severe cyclonic storm packing winds of up to 150 kmph and widespread rains had hit eastern India Thursday, killing eight people in Andhra Pradesh and one in Odisha.

New Delhi, Feb 11: The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.

Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society.

"Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.

NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice.

Padma Vibhushan awardee Jaitley was the Union Minister for Finance and Corporate Affairs during May 26, 2014 to May 30, 2019.

New Delhi, June 21: Diesel prices rise to record high after 60 paise hike in rates, petrol up 35 paise; rates up by Rs 8.88 and Rs 7.97 in 15 days.

Petrol price in Delhi was hiked to Rs 79.23 per litre from Rs 78.88, while diesel rates were increased to Rs 78.27 a litre from Rs 77.67, according to a price notification of state oil marketing companies. 

In Bengaluru, petrol will be costlier by 37 paise at Rs 81.81 per litre, while diesel will cost 57 paise more per litre at Rs 74.43.

Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

The 15th daily increase in rates since oil companies on June 7 restarted revising prices in line with costs after ending an 82-day hiatus in rate revision, has taken diesel prices to a new high. The petrol price too is at a two-year high.

Over 63 per cent of the retail selling price of diesel is taxes. Out of the total tax incidence of Rs 49.43 per litre, Rs 31.83 is by way of central excise and Rs 17.60 is VAT. 

Petrol in Mumbai costs Rs 86.04 per litre and diesel is priced at Rs 76.69.

Prior to the current rally, the peak diesel rates had touched was on October 16, 2018 when prices had climbed to Rs 75.69 per litre in Delhi. The highest-ever petrol price was on October 4, 2018 when rates soared to Rs 84 a litre in Delhi.

When rates had peaked in October 2018, the government had cut excise duty on petrol and diesel by Rs 1.50 per litre each. State-owned oil companies were asked to absorb another Re 1 a litre to help cut retail rates by Rs 2.50 a litre.

Oil companies had quickly recouped the Re 1 and the government in July 2019 raised excise duty by Rs 2 a litre.

The government on March 14 hiked excise duty on petrol and diesel by Rs 3 per litre each and then again on May 5 by a record Rs 10 per litre in case of petrol and Rs 13 on diesel. The two hikes gave the government Rs 2 lakh crore in additional tax revenues.

Oil PSUs Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL), instead of passing on the excise duty hikes to customers, adjusted them against the fall in the retail rates that was warranted because of a decline in international oil prices to two-decade lows.

International oil prices have since rebounded and oil firms are now adjusting retail rates in line with them.

In 15 days of hike, petrol price has gone up by Rs 7.97 per litre and diesel by Rs 8.88 a litre.

New Delhi, Jun 25: India registered its worst single-day increase in COVID-19 cases on Thursday, recording more than 16,000 coronavirus infections, to push the overall tally to 4.73 lakh as the number of fatalities also jumped by 418, the Union Health Ministry said.

This was the sixth consecutive day when coronavirus cases increased by more than 14,000. On June 20, the country registered an increase of 14,516 cases. On June 21, the increase was of 15,413 cases; 14,821 cases on June 22; 14,933 cases on June 23; and 15,968 cases on June 24.

Consequently, India added 92,573 cases since June 20, and over 2.82 lakh this month since June 1.

The health ministry data updated at 8am on Thursday showed the daily tally increased by the highest-ever 16,922 cases to reach 4,73,105, while the total deaths climbed to 14,894 with 418 new fatalities.

However, according to the data, the recovery rate has improved to 57.43 per cent. The number of active cases stands at 1,86,514 while 2,71,696 people have recovered; one patient has migrated.

The total number of confirmed cases included foreigners.

According to ICMR, a total of 75,60,782 samples have been tested up to June 24 with 2,07,871 samples being tested on Wednesday.

Of the 418 new deaths, 208 were in Maharashtra, 64 in Delhi, 33 in Tamil Nadu, 25 in Gujarat, 14 in Karnataka, 11 in West Bengal, 10 each in Rajasthan and Haryana, nine in Madhya Pradesh, eight each in Uttar Pradesh and Punjab, five each in Andhra Pradesh, Telangana and Uttarakhand.

Bihar, Goa and Jammu and Kashmir have reported one COVID-19 fatality each.

Of the total fatalities, Maharashtra tops the tally with 6,739 deaths followed by Delhi (2,365), Gujarat (1,735), Tamil Nadu (866), Uttar Pradesh (596), West Bengal (591), Madhya Pradesh (534), Rajasthan (375) and Telangana (225).

The COVID-19 death toll reached 188 in Haryana, 164 in Karnataka, 124 in Andhra Pradesh, 113 in Punjab, 88 in Jammu and Kashmir, 57 in Bihar, 35 in Uttarakhand, 22 in Kerala and 17 in Odisha.

Chhattisgarh has registered 12 deaths, Jharkhand 11, Assam and Puducherry nine each, Himachal Pradesh eight, Chandigarh six, Goa two and Meghalaya, Tripura and Ladakh have reported one fatality each.

More than 70 per cent deaths took place due to comorbidities, the health ministry said.

Maharashtra has reported the highest number of cases at 1,42,900 followed by Delhi at 70,390, Tamil Nadu at 67,468, Gujarat at 28,943, Uttar Pradesh at 19,557, Rajasthan at 16,009 and West Bengal at 15,173, according to ministry data.

The number of COVID-19 cases has gone up to 12,448 in Madhya Pradesh, 12,010 in Haryana, 10,444 in Telangana,10,331 in Andhra Pradesh and 10,118 in Karnataka.

It has risen to 8,209 in Bihar, 6,422 in Jammu and Kashmir, 6,198 in Assam and 5,752 in Odisha. Punjab has reported 4,627 novel coronavirus infections so far, while Kerala has 3,603 cases.

A total of 2,623 people have been infected by the virus in Uttarakhand, 2,419 in Chhattisgarh, 2,207 in Jharkhand, 1,259 in Tripura, 970 in Manipur, 951 in Goa, 941 in Ladakh and 806 in Himachal Pradesh.

Puducherry has recorded 461 COVID-19 cases, Chandigarh has 420, Nagaland has 347, Arunachal Pradesh has 158 and Mizoram has 142 cases.

Dadra and Nagar Haveli and Daman and Diu together have reported 120 COVID-19 cases.

Sikkim has 84, Andaman and Nicobar Islands has registered 56 infections so far while Meghalaya has recorded 46 cases.

"Our figures are being reconciled with the ICMR (Indian Council of Medical Research)," the ministry said, adding 8,493 cases are being reassigned to states.

State-wise distribution is subject to further verification and reconciliation, it added.
