D G Vanzara goes coy on exposing 'real culprits' behind fake encounters

fake_encounterNew Delhi, Oct 8: Suspended Gujarat cadre IPS officer D G Vanzara, who created ripples last month by declaring that he would expose those really responsible for "fake encounter" cases, has refused to follow through his sensational statement.

The DIG, who is in jail for allegedly staging encounters, has refused to elaborate on his letter of September 1 where he threatened to call a spade a spade and expose "real culprits behind encounter cases", CBI sources said. "I have nothing to add to what I have already written," sources quoted Vanzara bluntly telling the CBI team which met him inside jail late last month. When pressed, Vanzara said it was for the CBI to do the follow-up.

In his letter, Vanzara had defended himself and 31 other police officers who are in jail for allegedly carrying out extra-judicial killings, saying that they "simply acted and performed their duties in compliance of (sic) the conscious policy" the Narendra Modi government had laid down in response to the growing threat of jihadi terrorism.

He had stressed that the "pro-active policy of zero tolerance for terrorism" was adopted by the government of Gujarat at the highest level of its hierarchy".

The letter instantly set off speculation whether the jailed IPS officer, who appeared to be smarting under the feeling of having been abandoned by the Gujarat government, was planning to implicate his political bosses. That he attacked Amit Shah, former home minister of Gujarat and a close aide of Modi, who is also a co-accused in two encounter cases, only heightened the interest in what Vanzara, a self-confessed acolyte of the Gujarat CM until he dropped the letter bomb, might do next.

Given the build up, Vanzara's sudden coyness will come as a surprise. To the extent the outburst against Shah was attributed to the machinations of those who allegedly stoked his feeling of letdown for political purposes, the sudden switch to neutral gear may be seen as a success of counter-measures.

Meanwhile, in the Ishrat Jehan case, one of the "fake encounters" Vanzara and his colleagues have been accused of, CBI is likely to tell the trial court that it has not found anything suggesting that the college student from Mumbra near Mumbai had criminal antecedents.

The killing of Ishrat along with three alleged terrorists has been the subject of a raging controversy, with both Gujarat Police and IB maintaining that she was part of a fidayeen cell of Lashkar-e-Taiba.

CBI's finding falls tantalizingly short of proving or disproving the version of Gujarat Police and IB which was subsequently corroborated by Pakistan-born American jihadi David Coleman Headley. Headley, who cased Mumbai and other targets for Lashkar, had quoted Lashkar commander Zaki-ur Rahman Lakhvi to say that Ishrat was an LeT operative.

In its supplementary charge-sheet likely to be filed by October 20, CBI is also likely to tell the trial court that it failed to ascertain the antecedents of two of those who were killed along with Ishrat in the June 2004 encounter; particularly whether they were Pakistanis as claimed by Vanzara's team.

Gujarat Police and IB have claimed that Zeeshan Johar and Amjad Ali Rana were sent from Pakistan as part of a Lashkar plot to kill BJP leaders, including Modi and L K Advani.

Meanwhile, CBI on Monday examined BJP general secretary Ramlal in connection with the sting operation of a freelance journalist showing BJP leaders making efforts to dilute probe and judicial process in Tulsiram Prajapati case. CBI had earlier examined Prakash Javadekar and Bhupender Yadav of the BJP in the case.

Lucknow, Jul 15: As many as 122 alleged criminals were killed in over 6,000 encounters in Uttar Pradesh in the past three years, while 13 policemen also lost their lives during this period, a senior police official said.

He also said over 2,000 criminals were injured in police action, while over 13,000 of them have been arrested.

"Thirteen policemen have been killed in action in as many as 6,126 encounters (in UP), while as many as 122 criminals have been gunned down," Additional Director General of Police (Law and Order) Prashant Kumar said while sharing details of police encounters from March 20, 2017, to July 10, 2020.

As many as 13,361 criminals have been arrested, while 2,296 criminals were injured in police encounters, he said, adding 909 policemen were also injured in these incidents.

Referring to the Kanpur ambush in which eight policemen were killed, Kumar said, "Of the 21 named accused in the incident, six have been killed and four arrested so far. A hunt is on to nab the 11 other accused."

Eight police personnel, including a DSP, were gunned down by the henchmen of gangster Vikas Dubey in Bikru village of Kanpur on July 3.

Seven others, including a civilian, were injured in the attack after the police team entered the village past July 2 midnight to arrest the gangster.

Dubey was later killed in an encounter on July 10 after police claimed that he tried to escape from the spot in the Bhauti area where the vehicle carrying him from Ujjain to Kanpur met with an accident.

Kumar said overall there has been a decline in the crime rate in the state this year compared to the last year.

"A total of 579 instances of loot took place in the state from January 1, 2020, to June 15, 2020. This is 44.17 per cent less compared to the crimes committed in the same period in 2019, the ADG (Law and Order) said.

He said 33 incidents of dacoity have been reported in the state this year so far. It is 37.74 per cent less compared to the crimes committed in the same period in 2019 .

Similarly, 2,604 instances of burglary have taken this year so far and is 30.97 per cent less compared to the crimes committed in the same period last year, Kumar added.

He said 1,019 dowry-related deaths have taken place this year, registering a 6.34 per cent decline compared to the previous year.

As many as 913 incidents of rape have been reported this year so far, a decline of 25.41 per cent compared to the last year, Kumar said.

Kolkata, Jun 29: Sweet-loving Bengalis have something to cheer about in COVID-19 time as the West Bengal government decided to come out with a "sandesh" which will contain honey from Sundarbans and increase immunity, an official said on Sunday.

Cotton cheese made from cow milk will be mixed with pure honey from the Sunderbans to prepare the "Arogya Sandesh" which will also have extracts of tulsi leaves, an official of the Animal Resources Development Department said.

No artificial flavours would be added to the sweetmeat which will be available in the department's outlets in the city and neighbouring districts, he said.

The sandesh will boost the immune system as a whole but it is not a COVID-19 antidote, the official said.

Sunderbans Affairs Minister Manturam Pakhira said the honey for making Arogya Sandesh will be collected from beehives in places such as Pirkhali, Jharkhali and other parts of the Sunderbans and it will be stored in a scientific manner.

The sandesh is expected to hit the shelves in another two months and the pricing will be within the reach of the common man, the animal resources development department official said.

Earlier this month, a reputed sweetmeat chain of Kolkata came out with an "Immunity Sandesh" claiming that it contains various herbs and spices such as haldi (turmeric), tulsi, saffron, and cardamom and Himalayan honey, which will boost immunity to fight novel coronavirus.

Mumbai, Jan 23: Rashmi Sahijwala never expected to start working at the age of 59, let alone join India’s gig economy—now she is part of an army of housewives turning their homes into “cloud kitchens” to feed time-starved millennials.

Asia’s third-largest economy is battling a slowdown so sharp it is creating a drag on global growth, the International Monetary Fund said Monday, but there are some bright spots.

The gig economy, aided by cheap mobile data and abundant labour, has flourished in India, opening up new markets across the vast nation.

Although Indian women have long battled for access to education and employment opportunities, the biggest hurdle for many is convincing conservative families to let them leave home.

But new apps like Curryful, Homefoodi, and Nanighar are tapping the skills of housewives to slice, dice and prepare meals for hungry urbanites from the comfort of their homes.

The so-called cloud kitchens—restaurants that have no physical presence and a delivery-only model—are rising in popularity as there is a boom in food delivery apps such as Swiggy and Zomato.

“We want to be the Uber of home-cooked food,” said Ben Mathew, who launched Curryful in 2018, convinced that housewives were a huge untapped resource.

His company—which employs five people for the app’s daily operations—works with 52 women and three men, and the 31-year-old web entrepreneur hopes to get one million female chefs on-board by 2022.

“We usually train them in processes of sanitisation, cooking, prep time and packaging... and then launch them on the platform,” Mathew told news agency.

One of the first housewives to join Curryful in November 2018 shortly after its launch, Sahijwala was initially apprehensive, despite having four decades of experience in the kitchen.

But backed by her children, including her son who gave her regular feedback about her proposed dishes, she took the plunge.

Since then, she’s undergone a crash course in how to run a business, from creating weekly menus to buying supplies from wholesale markets to cut costs.

The learning curve was steep and Sahijwala switched from cooking everything from scratch to preparing curries and batters for breads in advance to save time and limit leftovers.

She even bought a massive freezer to store fruits and vegetables despite her husband’s reservations about the cost.

“I told him that I am a professional now,” she told news agency.

‘Internet restaurants’

Kallol Banerjee, co-founder of Rebel Foods which runs 301 cloud kitchens backing up 2,200 “internet restaurants”, was among the first entrepreneurs to embrace the concept in 2012.

“We could do more brands from one kitchen and cater to different customer requirements at multiple price points,” Banerjee told AFP.

The chefs buy the ingredients, supply the cookware and pay the utility bills.

The apps—which make their money through charging commission, such as more than 18 percent per order for Curryful—offer training and supply the chefs with containers and bags to pack the food in.

Curryful chef Chand Vyas, 55, spent years trying to set up a lunch delivery business but finally gave up after failing to compete with dabbawalas, Mumbai’s famously efficient food porters.

Today Vyas works seven hours a day, five days a week in her kitchen, serving up a bevy of Indian vegetarian staples, from street food favourites to lentils and rice according to the app’s weekly set menus.

“I don’t understand marketing or how to run a business but I know how to cook. So, the current partnership helps me focus on just that while Curryful takes care of the rest,” Vyas told AFP.

She pockets up to $150 (Rs 10,000 approx) a month after accounting for the commissions and costs, but hopes to earn more as the orders increase.

In contrast, a chef at a bricks-and-mortar restaurant takes home a monthly wage of between $300 (Rs 20,000 approx) and $1,000 (Rs 70,000) approx for working six days a week.

With India’s cloud kitchen sector expected to reach $1.05 billion by 2023, according to data platform Inc42, other companies are also keen to get a slice of the action.

Swiggy, for example, has invested 2.5 billion rupees ($35.3 million) in opening 1,000 cloud kitchens across the nation.

Back in her Mumbai kitchen, Sahijwala is elated to have embarked on a career at an age when her contemporaries are eyeing retirement.

Over the past year, she has seen her profit grow to $200 (Rs 15,000 approx) a month, but more importantly, she said, “My passion has finally found an outlet.

“I am just glad life has given me this chance.”
