DCW row: AAP govt gives in, sends file to LG for approval

New Delhi, Jul 23: Giving in to Lt Governor's assertion, the AAP government today sent him a file on appointment of Swati Maliwal as Chief of Delhi Commission for Women, two days after he struck down its decision for not taking his approval.kejriwal

After a meeting with LG Najeeb Jung, Deputy Chief Minister Manish Sisodia said government has sent the file relating to Maliwal's appointment to LG for clearance but added it was done so to "stop the conspiracy to weaken the panel".

"Modi government made the DCW completely inactive. A new chief was appointed and attempts were being made to make a new beginning from a fresh perspective. But issue is being made out of a signature.

"Nameplate is being removed. But we don't consider this to be an issue. That is why we have given the file to LG for his signature so that the conspiracy to weaken the panel can be stopped," Sisodia told reporters.

On Tuesday, Jung had declared Maliwal's appointment null and void, saying it did not have legal sanctity and was in violation of constitutional provisions.

A defiant AAP Government yesterday refused to comply with LG's order striking down her appointment, notwithstanding his assertion that 'Government' meant the LG in Delhi.

Earlier today, Maliwal claimed that her office had been locked down but hours later it was found open though her name plate was removed. Maliwal also claimed that all files had been taken away from her office.

"Why my office has been locked and why my name plate and that of other members removed from the Delhi Commission for Women (DCW) office.... I will work for the cause of women and will make DCW the strongest in the world," the 30-year-old activist said this morning.

Later, her office at Vikas Sadan in ITO locality was found open but her name plate was removed.

When asked about the office being open contrary to her claims, she said her staff had gone to the office in the morning and found it locked.

"It could have been opened later may be due to media pressure or any other reason. But it was locked in the morning. Since we were told we cannot sign any files, in a way the Commission closed down," she told PTI.

The Deputy Chief Minister also accused the Centre of "attempting to weaken" AAP government's fight against corruption.

"Delhi government's anti-corruption branch was working with full vigour but as it started getting success a new chief was appointed illegally. Rumours were spread that the ACB was going to lodge an FIR against a Union Minister," said Sisodia.

On functioning of the ACB, he said it was part of Delhi government as per allocation of Business rules.

"Modi-led Centre has probe agencies like CBI and ED. But it is not being able to use them in cases like 'Lalitgate' or Vyapam. And they talk of running ACB.

"Modi is taking revenge on people of Delhi as they defeated them. Gujarat model of anti-corruption or CBI won't work here. Keep control of police but not for controlling ACB," Sisodia said.

Referring to an incident of an SDM catching two DDA officials for allegedly taking bribe, Sisodia claimed police and ACB refused to lodge FIR against the official.

"The new ACB chief has made the agency dysfunctional ...SDM has full powers to arrest in case of such offences but the local police and ACB refused to lodge any FIR. Even police vigilance refused. Then where will the government go in such cases? We catch them and they release them," he alleged.

On appointment of Maliwal, he said the Delhi government has plans to improve women safety and the DCW has a role to play in this regard.

"We are not making this an issue as government is more concerned about women's safety," said Sisodia.

New Delhi, Mar 16: Chief Justice of India Sharad Arvind Bobde on Monday said that rules for preventing overcrowding in the courts to avoid the spread of coronavirus cannot be relaxed for journalists alone on the basis of profession.

"Can't make an exception on the basis of profession," CJI Bobde said while asking journalists to share information and notes and suggesting that a system can be put in place to facilitate daily media briefing by Secretary-General.

Video conferencing facility being contemplated may be brought into place but not sooner than one week from now and reporters may take turns to attend hearings, CJI Bobde said.

He said that the court does not wish to prevent any reportage.

Attorney General KK Venugopal and Solicitor General Tushar Mehta informed the Chief Justice of India about the crowded corridors on account of restricted entry inside courtrooms.

CJI Bobde said that he himself wishes to assess and take stock of the situation and may do so tomorrow at 10.30 am.

This comes after the top court introduced several precautionary measures to prevent the spread of coronavirus and allowed only restricted entry of lawyers, litigants, and journalists in the courtroom.

Thermal-screening of the lawyers, litigants, and media persons were also conducted in the Supreme Court on Monday amid coronavirus fears.

Jan 18: Days after the arrest of Deputy SP Davinder Singh along with two Hizbul Mujahideen terrorists, Shiv Sena on Saturday questioned the role of police in the Kashmir Valley.

"Cross border infiltration is ongoing in Kashmir. But the police machinery is being used to help the terrorists in Kashmir to safely cross the border (to Pakistan) and a President's medal awarded Deputy SP was arrested for doing so. In Kashmir (it seems), the government is using the police for some other purposes, what will the country's Home Ministry say if somebody has a doubt in connection with the Pulwama attacks," Sena mouthpiece, Saamna, read.

This was in reference to the incident in which Jammu and Kashmir police intercepted a vehicle on Sunday and arrested DySP Davinder Singh along with two top Hizbul Mujahideen terrorists, who were travelling together.

The Sena mouthpiece asserted that the impact and acceptance of the Centre removing Article 370 should be visible "through the people" during the upcoming Republic Day celebrations.

"Jammu and Kashmir is now a Union Territory. It is being ruled by the Centre through President's Rule. The government had removed Article 370 in a historic decision...The joy and excitement in the people over the removal of 370 should be visible in the Republic Day celebrations this time. The tricolour should be seen flying over all houses in Kashmir, it is the least that can be expected," it added.

The Sena mouthpiece further said that with the arrest of terrorists in the recent days, it hoped that "Republic Day will be celebrated safely in Delhi, Jammu and Kashmir".

New Delhi, May 4: Rebutting the Congress' criticism, the BJP said on Monday that the railways has subsidised 85 per cent of ticket fare for special trains being run for migrant workers and the state governments have to pay the remaining 15 per cent.

The ruling party also accused the Congress of promoting indiscriminate movement of people which, it said, would lead to "faster spread" of coronavirus infection "just like we saw in Italy", and asked if this is what Sonia Gandhi wants.

The counter-charge from BJP leaders, including its spokesperson Sambit Patra and information technology department in-charge Amit Malviya, came after Congress president Sonia Gandhi hit out at the central government for making migrants pay for their train fare and asked her party's state units to pick the tab.

Congress leader Rahul Gandhi also took a swipe at the railways, saying, on one hand, it is seeking ticket fare from people stranded in various states while on the other it is donating Rs 151 crore to the PM-CARES Fund.

Responding to him, Patra said, "Rahul Gandhi ji, I have attached guidelines of MHA which clearly state that 'No tickets to be sold at any station'. Railways has subsidised 85% & state govt to pay 15%. The state govt can pay for the tickets (Madhya Pradesh's BJP govt is paying). Ask Cong state govts to follow suit," Patra tweeted.

The BJP leader further clarified that for each 'Shramik Express', special trains being run for migrants to take them back to their native places during the lockdown, about 1,200 tickets to the destination are handed by the railways to the state government concerned.

State governments are supposed to clear the ticket price and hand over the tickets to workers, he said.

He said the BJP government in Madhya Pradesh is doing so and asked Rahul Gandhi to tell the Congress-ruled states to follow suit.

Hitting out at Sonia Gandhi, Malviya tweeted, "Congress is obviously upset at how well India has handled Covid. They would have ideally wanted a lot more people to suffer and die. Promoting indiscriminate movement of people would lead to faster spread of infection, just like we saw in Italy. Is this what Sonia Gandhi wants?"

BJP MP Subramanian Swamy claimed that migrant workers returning home will not have to pay money as the rail travel will be free from now onwards.

"Talked to Piyush Goyal office. Govt will pay 85% and State Govt 15%. Migrant labour will go free. Ministry will clarify with an official statement," he tweeted.
