Deadline for Aadhaar-PAN linkage to stay: UIDAI CEO

New Delhi, Aug 25: Tax payers will have to link their PAN with Aadhaar by the stipulated deadline, which is this month-end, as the Supreme Court verdict on privacy has no bearing on the requirement, UIDAI CEO Ajay Bhushan Pandey said today.

The requirement for Aadhaar being quoted for availing government subsidies, welfare schemes and other benefits will also continue unhindered for now, he told PTI.

The government had mandated linking of PAN with Aadhaar by the extended deadline of August 31. Asked about the implication of the Supreme Court ruling (privacy being a fundamental right) on linking of Aadhaar and PAN, Pandey said: "There also, linking of PAN to Aadhaar is mandated by an amendment in income tax act...the linking will continue under that act and law. There is no change".

Pandey said various deadlines that have been prescribed, be it under provision of Aadhaar Act, Income Tax Act or money laundering rules will "have to be adhered to" as "those laws are valid". He exuded confidence that Aadhaar Act, with its data protection safeguards, will pass the test of privacy being a fundamental right.

The biometric identifier is currently required for services ranging from getting subsidised cooking gas to opening bank account and obtaining a new phone number. The Supreme Court "judgement has not said anything about the Aadhaar Act so the Aadhaar Act is a valid Act passed by the Parliament (and) is the law of the land", Pandey said.

Section 7 of the act "prescribes that for getting certain subsidy or benefit the government can insist on an Aadhaar number. That position holds today," he added. Pandey's clarification assumes significance in the light of a landmark verdict by SC yesterday that privacy is a fundamental right and an intrinsic part of Right to Life and Personal Liberty.

Several experts have said that the judgement will have a bearing on data collection and storage guidelines followed by various agencies, including in large projects like Aadhaar.

Asked if anyone can refuse to give their details in the backdrop of SC order, Pandey said: "As of today, no. Because Aadhaar Act is a valid Act and this judgement has not commented anything on Aadhaar Act." Pandey said Aadhaar enrolment will continue unhindered.

The UIDAI CEO added that Aadhaar Act protects privacy of people as a fundamental right and its provisions provide for safeguarding of personal data and how such data can be used. "The data will not be shared without the consent of the person. So there are number of privacy protection provisions inbuilt into the Aadhaar Act itself," he said.

He noted that core biometric can never be shared with anyone for any reason whatsoever, except in circumstances such as national security, and such cases too have to be cleared by a committee headed by cabinet secretary.

"There is a use limitation, sharing limitation, purpose limitation...all these limitations and restrictions are inbuilt into the Aadhaar Act itself," he added.

Bidar, Mar 4: The Principal District and Sessions Court in Bidar, on Tuesday, granted conditional bail to five functionaries of Shaheen School management — Abdul Qadeer, Allauddin Pasha, Mehtab Sait, Bilal Inamdar and Abdul Khaleq — who moved anticipatory bail in a sedition case slapped against their school recently.

Conditions

Senior advocate B.T. Venkatesh from Bengaluru argued for the petitioners. Managoli Premavati Mallikarjuna granted bail on certain conditions, including execution of personal bond of ₹2 lakh each.

The sedition case was filed against the Shaheen School management for its children staging a play as part of their annual day celebrations on January 21, in which a character had allegedly delivered a dialogue against Prime Minister Narendra Modi.

While Nazbunnisa, the mother of the child who had allegedly delivered the dialogue in the play, and Fareeda Begum, the headmistress of the school, were arrested, they were subsequently released on bail last month.

Mangaluru, July 31: Kanara Chamber of Commerce and Industry (KCCI) has unveiled a campaign both on digital media and outdoor billboards on bringing awareness on the right usage of masks, social distancing and hand washing in the fight against COVID19. The campaign has received very good response and attention on social media and with the citizens of Mangaluru.

While the numbers of Covid-19 infected people were increasing and a vaccine would take some more time it was observed that norms of social distancing and other precautionary practices were thrown to the wind. Many people in Dakshina Kannada were found using masks inappropriately. Wearing a mask in a scientific way by covering both the nose and mouth is imperative to control droplets that spread the virus. We need to rise above our inconvenience to fight the virus.

Considering this the KCCI found an immediate need to bring awareness and constant reminder to people on the right usage of masks, social distancing, washing hands and other dos and don’ts to stay ahead of the virus and beat the pandemic.

A digital campaign and an outdoor advertisement campaign were planned by the chamber to remind and encourage people to follow best practices when interacting with others. 

The theme of the Campaign was decided to be “Let’s Fight Back Together” Origin Designext a Creative Agency in Mangalore was roped in to do the creative for the campaign and a team from KCCI worked with the Agency to shape up the campaign with their inputs. In the meantime Indian Red Cross Society Dakshina Kannada and Rotary Mangaluru expressed their interest to support the Campaign. 

Mangaluru based outdoor agencies like Jyothi Advertisers, Kalkura Advertisers and Gee Dee Advertisers agreed to provide outdoor space gratis to this community service campaign. Presented both in English and Kannada, the campaign has been creating waves on social media and on the street, a sign that it is being very well received by the populace of Mangalore city. 

The creative of Half Covered or Half exposed where a model is shown with a mask that exposes the nose and KA-19 v/s COVID-19 (KA-19 being the Vehicle Registration Code for the District) have been particularly making a buzz in the community. All together 14 hoardings are currently on display with various Covid-19 awareness messages. Many business houses have shown interest to participate in this public awareness campaign.

The Chamber hopes this campaign would go a long way in the fight of the city against COVID-19 and play its role in putting the pandemic behind us. “Businesses and our economy has suffered enough, we need to work together to fight this virus, we need to rise above minor inconvenience and win this war,” says Isaac Vas the President to KCCI.

Bengaluru, Jul 1: Karnataka government has announced a complete lockdown on Sundays till August 2. "There shall be complete lockdown on Sundays from July 5 and followed by next four Sundays till August 2," stated the government. 

"However, essential activities allowed during night curfew will be permitted during Sunday lockdown too. Marriages already fixed on Sundays will be permitted as per norms," also said.

The government further ordered, "All government offices, Boards and Corporations, except those operating and maintaining essential services, shall remain closed on all Saturdays till the second week of August."

Employers should ensure that the Aarogya Setu app is downloaded and used by the employees. The app enables the identification of potential risk of infection,

Regarding Sunday Lockdown, it said, there shall be complete lockdown on Sundays with effect from 5th July, 2020, and followed by next 4 Sundays till 2nd August, 2020.

However, the essential activities as above permitted during Night Curfew shall be permitted during the Sunday lockdown also.

Lockdown in Containment Zones in Karnataka

Lockdown will continue to remain in force in the Containment zones. In the Containment Zones, only essential activities shall be allowed. There shall be strict perimeter control to ensure that there is no movement of people in or out of these zones, except for medical emergencies and for facilitating supply of essential goods and services. In the Containment Zones, there shall be intensive contact tracing, house-to-house surveillance, and other clinical interventions, as required.

All vulnerable persons, individuals above 65, persons with comorbidities, pregnant women and children below the age of 10 years are advised to stay at home, except for health and essential purposes.

Karnataka saw 947 new coronavirus cases, including 503 cases from Bengaluru Urban, taking the total number of cases to 15,242. Death toll has jumped to 246 after 20 deaths were reported on Tuesday, according to the data released by Union Health Ministry.
