Taipei, Feb 5: Rescuers were searching for 12 people on Thursday morning after using a crane to hoist the fuselage of a wrecked TransAsia Airways plane from a shallow river in Taiwan's capital following a crash that killed at least 31 others.

Flight 235 with 58 people aboard - many of them travelers from China - banked sharply on its side Wednesday shortly after takeoff from Taipei, clipped a highway bridge and then careened into the Keelung River.

Rescuers in rubber rafts pulled 15 people alive from the wreckage during daylight. After dark, they brought in the crane, and the death toll was expected to rise once crews were able to search through submerged portions of the fuselage, which came to rest a few dozen meters (yards) from the shore.

Dramatic video clips apparently taken from cars were posted online and aired by broadcasters, showing the ATR 72 propjet as it pivoted onto its side while zooming toward a traffic bridge over the river. In one of them, the plane rapidly fills the frame as its now-vertical wing scrapes over the road, hitting a vehicle before heading into the river.

Speculation cited in local media said the crew may have turned sharply to follow the line of the river to avoid crashing into a high-rise residential area, but Taiwan's aviation authority said it had no evidence of that.

Taiwanese broadcasters repeatedly played a recording of the plane's final contact with the control tower in which the crew called out "Mayday" three times. The recording offered no direct clues as to why the plane was in distress.

It was the airline's second French-Italian-built ATR 72 to crash in the past year. Wednesday's flight had taken off at 11:53am. from Taipei's downtown Sungshan Airport en route to the outlying Taiwanese-controlled Kinmen islands. The crew issued the mayday call shortly after takeoff, Taiwanese civil aviation authorities said.

TransAsia director Peter Chen said contact with the plane was lost four minutes after takeoff. He said weather conditions were suitable for flying and the cause of the accident was unknown.

"Actually this aircraft in the accident was the newest model. It hadn't been used for even a year," he told a news conference.

Thirty-one passengers were from China, Taiwan's tourism bureau said. Kinmen's airport is a common link between Taipei and China's Fujian province.

Taiwan's Civil Aeronautics Administration said 31 people were confirmed dead, 15 were rescued with injuries and 12 were still missing. It said two people on the ground were hurt.

Part of the freeway above the river where the plane crashed was littered with debris and was closed after the accident.

Relatives of the victims had not reached the scene by dusk Wednesday but some were expected to arrive Thursday, including some flying from Beijing. The plane's wing hit a taxi on the freeway, and the driver and a passenger were injured, Chen said.

Taiwan's Ministry of National Defense said it had sent 165 people and eight boats to the riverside rescue scene, joining fire department rescue crews.

Another ATR 72 operated by the same Taipei-based airline crashed in the outlying Taiwan-controlled islands of Penghu last July 23, killing 48 at the end of a typhoon for reasons that are still under investigation.

ATR, a French-Italian consortium based in Toulouse, France, said it was sending a team to Taiwan to help in the investigation.

The ATR 72-600 that crashed Wednesday is manufacturer's best plane model, and the pilot had 4,900 hours of flying experience, said Lin Chih-ming of the Civil Aeronautics Administration.

Greg Waldron, Asia managing editor at Flightglobal magazine in Singapore, said the ATR 72-600 is the latest iteration of one of the most popular turboprop planes in the world, particularly favored for regional short-hop flights in Asia.

It has a generally good reputation for safety and reliability and is known among airlines for being cheap and efficient to operate.

While it's too early to say what caused the crash, engine trouble or weight shifting were unlikely to be causes, Waldron said. Other possible factors include pilot error, weather or freak incidents such as bird strikes.

"It's too early now to speculate on whether it was an issue with the aircraft or crew," Waldron said.

The accessibility of the crash site should allow for a swift investigation, and an initial report should be available within about a month, Waldron said.

Taipei, Feb 4: A plane carrying mostly Chinese tourists has crashed into a river in Taiwan, killing at least 16 people.

Dramatic video footage emerged showing the TransAsia Airways plane clipping a bridge as it came down shortly after take-off from a Taipei airport.

The plane, carrying 58 people, has broken up and the fuselage is lying half-submerged in the Keelung River. Rescue efforts are ongoing.

Another TransAsia plane crashed in bad weather last July, killing 48 people.

Rescuers on boats have cut the plane open to gain access to several people still trapped inside.

The ATR-72 turbo-prop plane had just taken off from Taipei Songshan Airport and was heading to the Kinmen islands, just off the coast of the south-eastern Chinese city of Xiamen.

Taiwan's Civil Aeronautics Administration said the last communication from one of the pilots had been: "Mayday, mayday, mayday."

Flight controllers lost contact with the plane at 10:55 local time (02:55 GMT).

Footage of the plane filmed from inside passing cars showed it banking sharply, hitting a taxi and clipping the bridge before crashing into the river.

"I saw a taxi, probably just metres ahead of me, being hit by one wing of the plane," an eyewitness told local media.

"The plane was huge and really close to me. I'm still trembling."

Reports on the number of dead varied, with some saying at least 16 people lost their lives. Several people suffered injuries and some were still unaccounted for.

TV footage showed rescuers standing on large sections of broken wreckage trying to pull passengers out of the plane with ropes.

Those that were rescued were helped into dinghies and taken to shore.

Some were then placed on stretchers and taken to hospital.

But officials said some passengers were still trapped inside the wreckage, which appeared to be upside down.

"We're asking the public works department for heavy cranes to be deployed in the hope that the body of the plane can be lifted up," said Wu Jun-Hong, assistant director of Taipei's fire department.

United Nations, Apr 28: UN chief Antonio Guterres has warned that extremist groups are taking advantage of the COVID-19 lockdowns and intensifying efforts on social media to recruit youths online by exploiting their anger and despair, asserting that the world cannot afford a lost generation due to the unprecedented global health crisis.

The UN Secretary-General made the remarks on Monday during a video conference to review the five years since its adoption of a landmark resolution on youth, peace and security.

We can already see such groups taking advantage of the COVID-19 lockdowns, intensifying their efforts on social media to spread hatred and to recruit young people who may be spending more time at home and online, he said.

Guterres told the Security Council that even before the current crisis, young people were facing enormous challenges.

Listing startling numbers, he said one of every five young people was already not in education, training or employment and one of every four is affected by violence or conflict. Every year, 12 million girls become mothers while they themselves are still children.

These frustrations and, frankly, failures to address them by those in power today, fuel declining confidence in political establishments and institutions. And when such a cycle takes hold, it is all too easy for extremist groups to exploit the anger and despair, and the risk of radicalisation climbs, he said.

Issuing a call to action on youth, peace and security, Guterres said the world cannot afford a lost generation of youth, their lives set back by COVID-19 and their voices stifled by a lack of participation. Let us do far more to tap their talents as we tackle the pandemic and chart a recovery that leads to a more peaceful, sustainable and equitable future for all.

With over 1.54 billion children and youth out-of-school and young people acutely feeling the impact of the COVID-19 crisis, Guterres said countries must do more to harness the talents of young people to address the crisis and its aftermath.

In presenting his first report on the Security Council resolution, the UN chief said youth were already confronting numerous challenges even before the pandemic, including in accessing education, or through being affected by violence and conflict. Those pressing for peace or upholding human rights have been threatened.

Despite these obstacles, young people across the world have joined the common fight against the coronavirus disease, supporting both frontline workers and people in need. And they continue to push for change.

UN Youth Envoy Jayathma Wickramanayake spoke of the need for more meaningful partnerships between young people and the civil society organisations and government institutions that work on the youth, peace and security (YPS) agenda.

To date, there are no national action plans on YPS but I'm pleased to note that in some countries, these are in the process of development, she said.

For a national roadmap to be successful, a participatory, transparent and youth-led process with adequate resources are needed, she said.

Issuing his four-point call to action for the Council, Guterres urged members to do more to address the various challenges facing young people.

He also called for investment in youth participation, but also in their organisations and initiatives.

We must strengthen human rights protections and protect the civic space on which youth participation depends, he said. And fourth, we must emerge from the COVID-19 crisis with a determination to recover better - massively increasing our investment in young people's capacities as we deliver the Sustainable Development Goals.

San Francisco, Mar 14: Microsoft on friday announced that co-founder Bill Gates has left its board of directors to devote more time to philanthropy.

The 64-year-old stopped being involved in day-to-day operations at the firm more than a decade ago, turning his attention to the foundation he launched with his wife, Melinda.

Gates served as chairman of Microsoft's board of directors until early in 2014 and has now stepped away entirely, according to the Redmond-based technology giant.

“It's been a tremendous honor and privilege to have worked with and learned from Bill over the years,” Microsoft chief executive and company veteran Satya Nadella said in a release.

Nadella said Microsoft would continue to benefit from Gates' “technical passion and advice” in his continuing role as a technical advisor.
“I am grateful for Bill's friendship and look forward to continuing to work alongside him,” he added.

Gates left his CEO position in 2000, handing the company reins to Steve Ballmer to devote more time to his charitable foundation.

He gave up the role of chairman at the same time Nadella became Microsoft's third CEO in 2014.

Regularly listed among the world's richest people, William H. Gates was a geeky-looking young man when he and Paul Allen co-founded Microsoft in 1975.

Gates went on to turn his attention from software to fighting disease and other humanitarian challenges with his wife, under the auspices of the Bill and Melinda Gates Foundation.

New York, Jun 4: The Minneapolis police officer who used his knee to pin down George Floyd's neck before his death was the most experienced of the four officers involved in the arrest, with a record that included medals for bravery and 17 complaints against him, including one for pulling a woman out of her car during a speeding stop.

New details about Derek Chauvin and the other now-fired officers emerged Wednesday after prosecutors upgraded Chauvin's charge to second-degree murder and charged the others with aiding and abetting in a case that has convulsed the nation with protests over race and police brutality.

Heavily redacted personnel files show that Chauvin, a 19-year veteran of the force, was initially trained as a cook and served in the Army as a military police officer.

Eleven-year veteran and native Hmong speaker Tou Thao began as a community service officer and was the subject of six complaints.

The other two officers were relative newcomers to the department, including Thomas Lane, a former juvenile detention guard who did volunteer work with Somali refugees, and J. Alexander Kueng, who got his start in law enforcement by patrolling his college campus and a department store.

The files were notable for what they didn't include. Only one of the 17 complaints against Chauvin was detailed, none of the six against Thao were mentioned and there was no further detail about a 2017 excessive force lawsuit against Thao.

Records show that the 44-year-old Chauvin initially studied cooking before taking courses in law enforcement and doing two stints in the Army as a military police officer in the late 1990s, serving at Fort Benning, Georgia, and in Germany.

Chauvin became a Minneapolis police officer in 2001 and the lone reprimand in his file involved a 2007 incident when he was accused of pulling a woman out of her car after stopping her for going 10 mph (16 kph) over the speed limit.

Investigators found it was not necessary for Chauvin to remove the woman from the car and noted that his squad car video was turned off during the stop.

But Chauvin was also singled out for bravery. Files show he won two medals of valor, one in 2006 for being part of a group of officers who opened fire on a stabbing suspect who pointed a shotgun at them, and another in 2008 for a domestic violence incident in which Chauvin broke down a bathroom door and shot a suspect in the stomach.

He also won medals of commendation in 2008 after he and his partner tackled a fleeing suspect who had a pistol in his hand, and in 2009 for single-handedly apprehending a group of gang members while working as an off-duty security guard at the El Nuevo Rodeo, a Minneapolis nightclub.

Since his arrest, the former owner of the club, Maya Santamaria, said Chauvin and Floyd both worked as security guards there at various times but that she wasn't sure if they had known one another.

She said Chauvin was unnecessarily aggressive on nights when the club had a black clientele, quelling fights by dousing the crowd with pepper spray and calling in several police squad cars as backup, a tactic she called “overkill.”

Chauvin's wife, Kellie, a Laotian immigrant who became the first Hmong winner of the Mrs. Minnesota pageant, said shortly after his arrest last week that she intends to divorce him.

Before news of the upgraded charges, an attorney for Chauvin said he was not making any statements at this time. Lawyers for the others did not return messages seeking comment.

In cellphone video of the May 25 arrest of Floyd, Chauvin is shown pressing his knee onto Floyd's neck for more than eight minutes while Floyd cries out “I can't breathe” and eventually stops moving.

During much of the arrest, Kueng and Lane were helping Chauvin restrain Floyd. Thao was standing nearby keeping onlookers back.

According the complaint, at one point during the arrest, as Chauvin held Floyd down with his knee, Lane asked Chauvin twice whether they should roll Floyd over.

“No, staying put where we got him,” Chauvin replied, “I am worried about excited delirium or whatever,” Lane said. And Chauvin replied again, “That's why we have him on his stomach.” None of the three officers moved from their positions.

Lane joined the police early last year as a 35-year-old cadet — much older than most rookies — and became a full-fledged officer last December. He had no complaints in his file during his short time on the force.

On employment forms, the University of Minnesota graduate said he done volunteer work tutoring Somali youth and as a mentor helping at-risk elementary school students with reading and homework.”

Kueng, at 26 the youngest of the four officers, was also a recent recruit to the police force. He completed his year's probation just three months before the Floyd arrest.

His personnel file, which notes that he speaks, reads and writes Russian, did not include any commendations or disciplinary actions during his short time on force.

Kueng was a 2018 graduate of the University of Minnesota, where he worked part-time as part of the campus security force. He also worked nearly three years as a theft-prevention officer at Macy's.

Thao joined the police force part-time in 2008 while attending a community college. Before that, he worked as a security guard, a supermarket stocker and trainer at McDonald's.

City records show six complaints were filed against Thao, but there was no mention of that in the records released Wednesday. There also was no mention of a 2017 federal lawsuit accusing him and another officer of excessive force.

According to the lawsuit, Lamar Ferguson claimed that in 2014, Thao and his partner stopped him and beat him up while he was on his way to his girlfriend's house. The lawsuit was settled for $25,000 ___
