Delhi roads see fewer cars as 2nd phase of odd-even begins

New Delhi, Apr 15: Fewer private cars were seen on roads as the second phase of the odd-even scheme was rolled out in Delhi today to combat spiralling air pollution with Chief Minister Arvind Kejriwal appealing to people to join hands to make the initiative a success.

Thousands of policemen and civil defence volunteers were deployed in various areas of the city to enforce the restriction which will run for 15 days, till April 30.

The actual impact of the scheme will be known only on Monday, the first full working day after the second phase roll out. Today is a holiday because of Ram Navami followed by Saturday and Sunday.

"Odd even starts today. Let's all join hands and resolve to make it a success," Kejriwal tweeted.

The Delhi government, which has projected the second phase of the road-rationing policy as the "decisive" one, said that 2,000 traffic personnel, 580 enforcement officials and over 5,000 civil defence volunteers are being deployed by it for smooth implementation of the scheme.

Violators will be fined Rs 2,000 in accordance with relevant section of the Motor Vehicles Act and the scheme will not be implemented on Sundays. Under the scheme, odd-numbered cars are allowed to run on odd dates while even-numbered cars are allowed on even dates.

The first phase of the policy, that was in force between January 1 and 15, did not have its intended affect as it could not lower pollution "as much as expected" but it significantly helped reduce traffic congestion in the city, Kejriwal has said.

However, Kejriwal has also stated that his government is seriously considering to enforce the measure for a period of fifteen days every month. Sources said any decision in this regard will be taken after analysing impact of the second phase of the odd-even scheme in reducing pollution.

The only change in the blueprint of the policy's implementation from its first phase is the exemption given to cars carrying children in school uniform apart from those being driven by women, VIPs except Ministers in the AAP government and CNG vehicles with mandatory stickers.

The government has conceded that it has not been able to find a solution to the problem of cars going to pick up children after school hours during the scheme. Kejriwal has suggested car pooling to parents to avoid problems.

Two hundred metro trains will make around 3,248 trips daily during the next fortnight, a rise of about 56 trips over the existing arrangements, DMRC has said.

The city Government has formed 120 teams comprising officials of the transport department to punish errant car drivers.

The traffic police has identified 200 intersections across the city where their personnel will be deployed in teams.

Also, a 20-member Special Task Force has been set up to look into matters reported by the mobile teams.

New Delhi, Jul 19: Amid the political firestorm in Rajasthan following Sachin Pilot's rebellion, senior Congress leader Kapil Sibal on Sunday called for amending the anti-defection law to ban all defectors from holding public office for five years and fighting the next election.

Sibal also said that the "antibodies" against the "virus of corrupt means" to topple elected governments lie in amending the Tenth Schedule of the Constitution (anti-defection law).

His attack comes in the wake of Pilot's open rebellion against the Ashok Gehlot government, which has been on shaky ground since, with at least 18 legislators backing the rebel leader.

Pilot was sacked as deputy chief minister and the state Congress chief earlier this week.

The Congress has accused the BJP of making efforts to topple the Gehlot government by indulging in horse-trading.

"Need for Vaccine: Virus of 'corrupt means' to topple elected governments has spread through a 'Wuhan like facility' in Delhi," Sibal tweeted, in an apparent swipe at the BJP.

"Its 'antibodies' lie in amending the Tenth Schedule. Ban all defectors from: Holding public office for five years, fighting the next election," he said.

Taking a swipe at Pilot over his claim that he is not joining the BJP, Sibal on Thursday had asked what happens to his "ghar wapsi" and whether Rajasthan's dissident legislators are vacationing in Haryana under the "watchful eye" of the saffron party.

In the house of 200, the Congress has 107 MLAs, including the 19 dissidents who have been issued notices of disqualification by the speaker and they have challenged them in the high court.

The Congress has maintained the claim that the Gehlot government has the support of 109 MLAs, including the two BTP MLAs.

Vijay Mallya case documents mysteriously go missing in SC; next hearing Aug 20

New Delhi Aug 6: In a new twist in the Vijay Mallya case, a certain document connected with the case in the Supreme Court has gone missing from the apex court files.

A bench comprising Justices U.U. Lalit and Ashok Bhushan adjourned the hearing to August 20.

It was hearing the review plea filed by Mallya against a July 14, 2017 judgment wherein he was found guilty of contempt for not paying Rs 9,000 crore dues to banks despite repeated directions, although he had transferred $40 million to his children.

The bench was looking for a reply on an intervention application, which it seemed has gone missing from the case papers.Parties involved in the case sought more time to file fresh copies.

On June 19, the Supreme Court sought explanation from its registry regarding Mallya's appeal against the May 2017 conviction in the contempt case for not repaying Rs 9,000 crore dues to banks not listed for the last 3 years.

A bench comprising Justices Lalit and Bhushan had asked the Registry to furnish all the details including names of the officials who had dealt with the file concerning the Review Petition for last three years.

The bench said according to the record, placed before it, the review petition was not listed before the court for last three years. "Before we deal with the submissions raised in the Review Petition, we direct the Registry to explain why the Review Petition was not listed before the concerned Court for last three years," said the bench.In May 2017, the apex court held him guilty of contempt of court for transferring $40 million to his children, and ordered him to appear on July 10 to argue on the quantum of punishment.

The bench said let the explanation be furnished within two weeks. "The Review Petition shall, thereafter, be considered on merits," it added.In 2017, the apex court passed the order on a contempt petition against Mallya by a consortium of banks led by the SBI.

The banks claimed Mallya transferred $40 million from Daigeo to his children's accounts, and did not use this money to clear his debt. Banks cited this as violation of judicial orders.

Move aside CAA, now RSS ideologue wants ‘secular’ removed from Constitution preamble

New Delhi, Jan 4: "Sovereign, socialist, secular, democratic republic" is how India is referred to in the preamble of the Constitution. However, J Nandakumar, a key RSS leader and All India Convenor Prajna Pravah, a Sangh offshoot, wants India to reconsider the inclusion of the word "secular", claiming secularism is a "western, Semitic concept".

In an exclusive interview to news agency, Nandakumar said: "Secularism is a western, Semitic concept. It came into existence in the West. It was actually against Papal dominance."

He argued that India does not need a secular ethos as the nation has moved "way beyond secularism" since it believes in universal acceptance as against the western concept of tolerance.

The RSS functionary on Thursday released a book here named "Hindutva in the changing times". The book launch event was also attended by senior RSS functionary Krishna Gopal.

Nandakumar, who has attacked the Mamata Banerjee government in his book for alleged "Islamisation of West Bengal", told IANS: "We have to see whether we need to put up a board of being secular, or that whether we should prove this through our behaviour, actions and roles."

It is for society to take a call on this, rather than by any political class, on whether the preamble to the Indian Constitution should continue to have the word "secular" in it or not, he added.

In between signing his books and obliging wannabe Hindutva cadres with selfies, Nandakumar said that the very existence of the word "secular" in the preamble was not necessary and how the constitution founders too were against it.

"Baba Saheb Ambedkar, Ladi Krishnaswamy Aiyaar -- all debated against it and said it (secular) wasn't necessary to be included in the preamble. That time it was demanded, discussed and decided not to include it," he said.

Ambedkar's opinion was, however, disregarded when Indira Gandhi "bulldozed" the word "secular", in 1976, said the head of the Prajna Pravah, an umbrella body of several right-wing think-tanks

As Nandakumar prepared to return to his base in Kerala, where, he emphasises, the RSS has its work cut out in the "fight against the Kunnor model", he said that the inclusion of "secular" was done with the intent to damage the concept of Hindutva.

"It was to demolish, destroy the overarching principle of Hindutva that binds us together", he said.

Asked whether the Sangh would pressurise the BJP, which has 303 seats in the Lok Sabha, to omit "secular" from the Constitution preamble, Nandakumar smilingly refused to reply.
