Delhi's Air Quality in 2016 Reduced Life Expectancy by 10 Years: Study

New Delhi, Nov 20: During the past two decades, Delhi's air quality was the "most deadly" in 2016 as it reduced the life expectancy of a resident by more than 10 years, a new study said Monday, asserting that the national capital was the second among 50 most polluted areas of the country.

India is today the world's second most-polluted country, trailing only Nepal, it said and pointed out that loss of life expectancy was the highest in Asia, exceeding six years in many parts of India and China.

According to air quality life index and accompanying report produced by the Energy Policy Institute at the University of Chicago (EPIC), globally particulate pollution reduces average life expectancy by 1.8 years, making it the greatest global threat to human health.

"By comparison, first-hand cigarette smoke leads to a reduction in global average life expectancy of about 1.6 years," it said.

"The impact of particulate pollution on life expectancy is comparable to that of smoking, twice that of alcohol and drug use, three times that of unsafe water, five times that of HIV/AIDS, and more than 25 times that of conflict and terrorism," it said.

The study pointed out that over the past two decades, the concentration of fine particulates increased by 69 per cent on an average across India, reducing the life expectancy of a typical Indian citizen by 4.3 years compared to 2.2 years in 1998.

It said concentrations of particulate pollution in India's northern states of Bihar, Uttar Pradesh, Haryana, Punjab, and the National Capital Territory of Delhi are "substantially higher" and the impact on life expectancy exceeds six years.

It said pollution is the "single greatest threat" to human health globally, with its effect on life expectancy exceeding that of devastating communicable diseases such as tuberculosis and HIV/AIDS, behavioral killers like cigarette smoking, and even war.

Seventy-five per cent of the global population or 5.5 billion people, live in areas where particulate pollution exceeds the WHO guideline.

"The AQLI reveals that India and China, which make up 36 per cent of the world's population, account for 73 per cent of all years of life lost due to particulate pollution," it said.

The study said particulate pollution is "so severe that it shortens the average Indian's life expectancy by more than four years relative to what it would be if WHO air quality guidelines were met".

Among the 50 most-polluted areas in the country, Delhi was second to Bulandshahr.

In Delhi, the PM 2.5 concentration (particles in the air with a diameter of less than 2.5 micrometres)  was 114 microgram/m3 in 2016 which is 1.6 times more than 70 microgram/m3 in 1998, the study said.

In Bulandshahr, the PM 2.5 concentration was 124 microgram/m3 in 2016, which is 1.6 times more than 70 microgram/m3 in 1998, it said.

Delhi's air pollution reduced the life expectancy by more than 10 years of a typical resident in 2016 in a span of 18 years between 1998-2016, the study said.

"In 1998, Delhi, Uttar Pradesh, Haryana, and Bihar already suffered from particulate concentrations that exceeded WHO safe levels by factors of 3 to 6 and reduced life expectancy of residents there by between 2 and 5 years," the study said.

"Over the ensuing two decades, pollution in these regions increased to as much as 10 times the WHO safe limit in the case of Uttar Pradesh, where air pollution levels now reduce life expectancy by 8.6 years," it said.

The AQLI is based on a pair of peer-reviewed studies that quantify the causal relationship between long-term human exposure to particulate pollution and life expectancy.

The results from these studies are then combined with hyper-localized, global particulate matter measurements, yielding unprecedented insight into the true cost of air pollution in communities around the world.

In 2016, the added life-years from compliance with the WHO guideline would raise the average life expectancy at birth from 69 to 73 years - a larger gain than from eliminating unsafe water and poor sanitation, perhaps the second-greatest environmental health risk in the country, it said.

Some residents of the United States still lose up to a year of life from pollution, it pointed out.

"Around the world today, people are breathing air that represents a serious risk to their health.

"But the way this risk is communicated is very often opaque and confusing, translating air pollution concentrations into colours, like red, brown, orange, and green. What those colours mean for people's wellbeing has always been unclear," said Michael Greenstone, the Milton Friedman Professor in Economics and director of EPIC.

Greenstone also noted, "My colleagues and I developed the AQLI, where the 'L' stands for 'life' to address these shortcomings. It takes particulate air pollution concentrations and converts them into perhaps the most important metric that exists - life expectancy."

Washington, Apr 23: Air pollution over northern India has plummeted to a 20-year-low for this time of the year, according to satellite data published by US space agency National Aeronautics and Space Administration (NASA).
The US space agency's satellite sensors observed aerosol levels at a 20-year low post the countrywide lockdown, implemented to slow the spread of the novel coronavirus.

"We knew we would see changes in atmospheric composition in many places during the lockdown," said Pawan Gupta, a Universities Space Research Association (USRA) scientist at NASA''s Marshall Space Flight Center. "But I have never seen aerosol values so low in the Indo-Gangetic Plain at this time of year," added Mr Gupta.

Acting Assistant Secretary of State for South and Central Asia Alice G Wells tweeted, "These images from NASA were taken each spring starting in 2016 and show a 20-year low in airborne particle levels over India. When India and the world are ready to work and travel again, let's not forget that collaborative action can result in cleaner air."

The data published with maps show aerosol optical depth (AOD) in 2020 compared to the average for 2016-2019. Aerosol optical depth is a measure of how light is absorbed or reflected by airborne particles as it travels through the atmosphere.

If aerosols are concentrated near the surface, an optical depth of 1 or above indicates very hazy conditions. An optical depth, or thickness, of less than 0.1 over the entire atmospheric vertical column is considered "clean." The data were retrieved by the Moderate Resolution Imaging Spectroradiometer (MODIS) on NASA's Terra satellite.

In the first few days of the lockdown, it was difficult to observe a change in the pollution signature. "We saw an aerosol decrease in the first week of the shutdown, but that was due to a combination of rain and the lockdown," said Mr Gupta.

Around March 27, heavy rain poured over vast areas of northern India and helped clear the air of aerosols. Aerosol concentrations usually increase again after such heavy precipitation.

"After the rainfall, I was really impressed that aerosol levels did not go up and return to normal. We saw a gradual decrease and things have been staying at the level we might expect without anthropogenic emissions," Mr Gupta said.

On March 25, the Indian government placed its 1.3 billion citizens under a strict lockdown to reduce the spread of COVID-19. The countrywide mandate decreased activity at factories and severely reduced car, bus, truck and airplane traffic. Every year, aerosols from anthropogenic (human-made) sources contribute to unhealthy levels of air pollution in many Indian cities.

Aerosols are tiny solid and liquid particles suspended in the air that reduce visibility and can damage the human lungs and heart.

In southern India though, the story is a little hazier. Satellite data show aerosol levels have not yet decreased to the same extent. In fact, levels seem to be slightly higher than in the past four years. The reasons are unclear but could be related to recent weather patterns, agricultural fires, winds or other factors.

"This a model scientific experiment," Robert Levy, program leader for NASA's MODIS aerosol products, said about the lockdown and its effects on pollution.

"We have a unique opportunity to learn how the atmosphere reacts to sharp and sudden reductions in emissions from certain sectors. This can help us separate how natural and human sources of aerosols affect the atmosphere," Mr Levy added.

Lucknow, Feb 16: Resident doctors at the AMU's Jawaharlal Nehru Hospital on Sunday demanded that the charges slapped against Dr Kafeel Khan under the National Security Act be withdrawn.

Dr Khan was arrested by the UP Special Task Force from Mumbai on January 29 in connection with a speech he had delivered during an anti-CAA protest at Aligarh Muslim University on December 12.

The Resident Doctors' Association (RDA) held a protest march on the hospital campus against the slapping of the NSA against the Gorakhpur doctor after he was granted bail in connection with the alleged hate speech.

RDA president Dr Hamza Malik said the move was a "blatant attempt to crush dissent and a violation of the Constitution of india".

He said by targeting the doctor, the UP government had done a great disservice to the entire medical community.

The AMU Students' Coordination Committee also described the decision to charge Dr Kafeel under the NSA a "direct assault" on a member of the medical fraternity who is "known for his upright behaviour and a champion of free speech".

Committee spokesperson and former AMU Students' Union president Faizul Hasan said by charging Dr Kafeel under the NSA even after he got bail was "a direct violation of a Supreme Court ruling on such issues".

Hasan said Dr Kafeel's fate should serve as an eye-opener for the rest of the country regarding the democratic rights in Uttar Pradesh.

The doctor was earlier arrested for his alleged role in the death of over 60 children within an week at the BRD Medical College in Gorakhpur in August 2017. Short supply of oxygen at the children's ward was blamed at that time for the deaths.

About two years later, a state government probe cleared Khan of all major charges, prompting him to seek an apology from the Yogi Adityanath government.

Jammu & Kashmir, Feb 7: Former Jammu and Kashmir chief ministers Mehbooba Mufti and Omar Abdullah, besides two political stalwarts from NC and its arch-rival PDP were booked under the stringent Public Safety Act (PSA) by the administration on Thursday, officials said.

A magistrate accompanied by police served the order to Mufti at the bungalow where she has been detained, the officials said.

Abdullah was also booked under the PSA, they said.

National Conference general secretary and former minister Ali Mohammed Sagar, who wields a support base in downtown city, was served with a PSA notice public order by the authorities.

Similarly, senior PDP leader Sartaj Madani was booked under the PSA. Madani is the maternal uncle of former chief minister Mehbooba Mufti.

Both Sagar and Madani were detained in the aftermath of August 5 crackdown by the Centre on politicians following abrogation of special status of the erstwhile state, besides its bifurcation into two union territories.

Their six-month preventive custody was ending on Thursday.

Earlier, the officials had said that former NC legislator Bashir Ahmed Veeri was also booked under the PSA but later it turned out that he had been released.
