Deluge, destruction in Jammu and Kashmir

Srinagar, Sep 14: These are unprecedented times. Generations of people of Jammu and Kashmir had not seen the kind of devastation that the floods of September second week have wrought on the Himalayan state.

jkThe deluge has left a trail of destruction in almost every district of this already vexed state. The flood havoc has left the Jammu region and the Kashmir Valley equally ruined. A week of thunderous rainfall has breached canals and lakes and flooded the rivers, pushing the state, not known for its administrative efficiency, backward by a couple of decades. There is hardly any family which has not been affected by this completely unpredicted misery.

Days of rainfall and flooding have impacted every walk of life. After the thunder storm that started on September 6, only now Srinagar has started getting electricity supply, that too only in parts of the state capital. There is hardly any telephone connectivity. With mobile networks non-functional and power intermittent, the problem of contacting the near and dear ones is a tall order. There are tales of parents not knowing the whereabouts of the family members, mothers having lost children and brothers unaware what happened to the uncontactable cousins.

Take anything in J&K, they are under water. Shops and establishments, hospitals, banks, government and private offices, telephone exchanges, police stations, schools and colleges, power plants, petrol pumps and newspaper offices are under water and will remain closed for days to come. Of the seven hospitals in the city, only one – Sher-e-Kashmir - is functional. Godowns are under water. Petrol pumps are empty.

The HP and IOC oil storage tanks located in Pulwama district along the closed Srinagar-Jammu highway are submerged. Most of the buildings and houses are under at least 10 ft of water. There is a level-playing field here though. Chief Minister Omar Abdullah’s office, secretariat, Assembly building, areas like the posh Jawahar Nagar - where leading politicians and top bureaucrats live - have been under water. So much so that the chiefminister could not contact his own ministers or officials for days on end.

There are no stocks in ration shops. Left over stocks are looted by thieves who came in boats. There is an acute shortage of food across the affected districts. Medicine is urgently needed as receding flood waters may bring in diseases. The biggest problem is acute shortage of medicine and drinking water. Some temporary hospitals are set up as voluntary doctors are working but are devoid of medical facilities. Without water, there is the danger of people getting dehydrated. In the only paediatric hospital of Srinagar, 14 newborns died. There are reports that some bodies are lying on trees.

Relief camps have been set up but the condition there is sub-human. While seven of the 10 north Kashmir districts were affected, rain has started pounding south Kashmir since Friday. People’s anger is against both the state and the Central governments.

Affected residents say while the state government completely failed to come to the rescue of the flood-hit, the Centre could have done more. Instead of pressing just 100 boats in to service, what was needed was 1000 boats as lakhs were waiting to be rescued over six days without proper food or water. In Sringar alone, of the 6 lakh trapped in waters, only 1 lakh have been rescued.

Said Riaz Ahmed, a businessman: “This is the time when the rest of the country can really show that Kashmir is part of India, that they are ready to embrace us in this hour of tragedy. Help is coming, but it is insufficient, not streamlined.”

Cries of woe

Many have lost their lives and also savings and property. Says Mohd Mazan Bhat, a retired government official: “I constructed a house in Bemina out of my life savings. The house has been washed away in the floods. I lost everything in a matter of a few hours.” Bhat, now in a relief camp, weeps: “I don’t know how to restart my life.”

Four days after he was rescued from his house which is under 15 ft of water in Karan Nagar, advocate Jawed is not able to live down the horror he went through. “I was saved by an army boat after three days and two nights. I am still terrified, I am not able to sleep. I get hallucinations of the violent waves lashing my house engulfing it and the neighbourhood.”

Senior journalist Arshad Hussian of Kashmir Times and his mother are not traceable. He has three small children and all are rescued from his house at Shivpura on the banks of the Jhelum river. His wife, a doctor, was at her hospital when the tragedy struck and is safe. I have been trying to locate them at relief camps but am not successful.

There are hundreds of such stories here. As for my relatives, there is no information about dozens of them. Same with scores of journalist colleagues and friends.

But many have not left their homes despite army boats reaching them. They are scared that the moment they leave, whatever that is left at home would be taken away by the gangs of thieves.

Lack of connectivity is one of the biggest logistical problems. Authorities claim that 50 per cent of mobile connectivity is restored but in reality, it is not even 10 per cent. BSNL and Airtel connections are not working. Aircel network is available but only in some areas.

There is apprehension as to what will happen to the cash deposits in scores of banks across the state as well as the cash in the main state treasury situated on Residency Road in Lal Chowk which are under water. The chiefminister has assured the people that cash in banks as well as treasury is safe.

In south Kashmir, Anant Nag, Pulwama and Pehlgam have been devastated by floods. Almost 90 per cent of people there are affected. In north Kashmir, parts of Badgam, Baramulla and Bandipore districts are badly hit. In north, only Ganderbal, Kupwara and Shopean districts remain largely unaffected. On Friday, 40 bodies were retrieved from Pancheri village in Udhampur district in Jammu division, devastated by landslide. There are reports that several bodies are lying in different police stations in Srinagar. No one knows about the identity of these bodies.

Rehabilitation in J&K will take years. Public infrastructure is badly affected. In hospitals, all equipment, be it CT scan, x-ray, MRI machines etc are badly damaged under muddy water. Even if water recedes, it won’t be of much help.

Panaji (Goa)/Bhopal (Madhya Pradesh), Bengaluru(Karnataka)/New Delhi [India], June 8 (ANI): With the government allowing the re-opening of restaurants and eateries from Monday, these establishments re-opened across several states on Monday including in Goa, Madhya Pradesh and Delhi, with necessary precautions in place amid COVID-19 crisis.

Restaurants reopened in Panaji today after relaxations in lockdown.

Speaking to ANI, Goa Hotel and Restaurant Association President, Gaurish Dhond said, "We expect that not more than 25 per cent of restaurants will reopen because our labour force is dependent upon migrant workers who have gone to their homes".

"Every guest will be checked with a thermal gun, we will provide them with a sanitizer and a digital menu most probably. We would like to request our customers to pay online. Residential hotels are also allowed to operate and guidelines have been issued for them," he added.

Bars are not allowed to operate, he added.

While religious places across the country were thrown open today, worship places continued to remain closed in Goa till June 30.

In Bhopal restaurants opened but with fewer customers venturing to eat outside.

Speaking to ANI, C Kumaran, Manager, India Coffee House, New Market said, "We will conduct a temperature check for customers at the entry point. Then the customers will have to wash and sanitize their hands only then they will be allowed to sit inside. Only two persons will be allowed to sit on a four-seat table."

"This restaurant has a seating capacity of around 120 persons which has now been reduced to 50. Even in the kitchen, staff capacity has been reduced to 50 per cent," he added.

Meanwhile, malls re-opened in Bengaluru today, people along with staff members were allowed to enter inside Garuda Mall while maintaining social distancing.

"As per government norms, we are following all the preventive measures. Staff and other people are being sanitized and then only allowed inside the mall. The mall has been deep cleaned. People entering the mall should have Aarogya Setu App installed in their mobile phones if not, they will be sent back," said John Joseph, Manager, Garuda Mall.

Restaurants re-opened in the national capital as Delhi CM Arvind Kejriwal announced yesterday that all restaurants and malls are allowed to resume operations from today.

Jammu, Jan 6: Union Minister Jitendra Singh on Sunday said India is the only shelter for religiously persecuted Hindus, Sikhs and other minorities who come from Pakistan, Bangladesh or Afghanistan, for the safety of their life and honour.

"India owes responsibility towards the minorities living in these countries which proclaim Islam as their state religion," Singh said here while launching the BJP's countrywide 10-day mass contact drive to spread awareness about the Citizenship Amendment Act (CAA).

Accompanied by senior party colleagues, including former deputy chief minister Kavinder Gupta and former minister Sat Sharma, he began by visiting the house of veteran columnist, writer and Padmashri awardee K L Pandita, where he spent time with them discussing the Act.

Later, he visited prominent social activist Amjad Mirza, eminent Sikh religious leader Baba Swaranjit Singh, retired High Court judge Justice G D Sharma, veteran journalist and former bureau head of Hind Samachar group Gopal Sachar, retired principal of Jammu government medical college Subhash Gupta, social activist and president of Peoples' Forum Ramesh Sabharwal, among others.

During his interaction with them, the Minister of State in the Prime Minister's Office claimed that Congress leaders and their allies protesting against the Act are doing so without "conviction".

He opined that if a "survey" was conducted among the family members of these Congress leaders, then, even they would not support their "anti-CAA stand".

"The tragedy of Congress party and contemporary leaders of Congress is that either they do not read their own history or are blissfully ignorant of the statements made by their own party patriarchs and former prime ministers," he said.

The minister recalled that the Nehru-Liaquat Pact of 1950 was inspired by the realisation on the part of the then Congress government headed by prime minister Jawaharlal Nehru that minorities, particularly Hindus, were not getting a fair deal in Pakistan.

"In 1949, Nehru had written a letter expressing concern about people coming in from then East Pakistan, which is now Bangladesh, and while doing so, he had referred to Hindus coming from there as 'refugees' and Muslims arriving here as 'immigrants'," Singh said.

Further, Nehru had stated that India owed a "responsibility" to these refugees, the minister said.

Referring to the opposition of senior Congress leaders Rahul Gandhi and Priyanka Gandhi to the amended legislation, the minister said someone should show them records of proceedings of the winter session of Parliament in 1950 when their great-grandfather (Nehru) had himself said that they deserved to be given citizenship and if the law was inadequate for it, then, the law should be changed.

"PM Modi should actually be given credit for showing courage and conviction to carry forward the task, which the Congress government lacked, to accomplish this," the minister opined.

Singh reiterated that a false fear psychosis against Muslims is being sought to be manufactured when there is no place as safe and comfortable to live for the community as India.

Turning the tables on the opposition to the National Population Register(NPR) and proposed National Register of Citizens (NRC), Singh pointed out that PM Modi and Union Home Minister Amit Shah have been stating that the exercise on NRC is yet to begin.

He also said that it was then Union home minister P Chidambaram, who had stated in Parliament in 2010 that NPR could be a basis for NRC.

New Delhi, Jun 23: In an unexpected development, the pump price of diesel is all set to surpass the petrol price in the capital, making it the most expensive transport fuel for the first time in a long time.

Globally, diesel is priced slightly above petrol prices due to the very nature of the product that has a higher cost of production. But in India, due to the lopsided taxation structure, diesel attracts lesser of the tax between the two auto fuels keeping its prices lower than petrol for last several years.

Diesel is currently priced at Rs 79.40 a litre in the Capital, just 36 paise short of petrol price that is being retailed at Rs 79.76 a litre. Going by the trend of price movement in the two products for the last few days where diesel prices have consistently increased by 50-60 paise per litre while the daily increase in petrol prices have fallen to just 20 paise on Tuesday, it is set to surpass petrol prices in next few days.

"Diesel price movement is sharper in international market and if oil companies follow the global price trend, diesel prices will surpass that of petrol later this week. It will be after many years that this would happen and is expected to sustain for some time unless government changes the tax structure of the petroleum products again," said an oil sector expert from one of the big four audit and advisory firms asking not to be named.

Interestingly, even in India the base price of diesel is expensive than petrol. According to the Indian Oil Corporation (IOC), while the base price of petrol in Delhi currently comes to Rs 22.11 per litre, the same for diesel is higher at Rs 22.93 per litre (effective from June 16, 2020). This has been the case for a long time, but retail price of petrol can be higher than diesel due to central and state taxes.

What has now brought diesel prices to a whisker of petrol prices in the capital is the Delhi government's decision early May to increase the Value Added Tax on diesel from 16.75 per cent to 30 per cent and on petrol from 27 per cent to 30 per cent. This increased the retail price of diesel and petrol in Delhi by Rs 7.10 and Rs 1.67 a litre respectively. With Central taxes on the two products already reaching identical levels, the Delhi governments move hastened price parity between petrol and diesel.

Currently, the Central excise on petrol is Rs 32.98 a litre while that on diesel it is Rs 31.83 a litre. The VAT on petrol in Delhi is Rs 17.71 a litre and that on diesel is Rs 17.60 a litre.

While the movement of retail pricing is being seen with a sigh of relief by vehicle owners whose cars run on petrol, those buying the relatively expensive diesel cars are now repenting on their decision. The development is also being seen with caution by automobile companies who have spent millions to ramp up their facilities for diesel run vehicles. The expectation is that demand for such cars will now fall, causing more damage to companies where sales are already impacted due to persistent economic slowdown and now the spread of COVID-19 pandemic.

"The pricing development would push automobile companies to strategies being followed by companies in the western markets where diesel run cars are not sold on fuel pricing differential, but on overall make and quality that puts them ahead of petrol run cars," the expert quoted earlier.

Yes, but for commercial vehicle sector the rising price of diesel had not been welcomed. In fact, the commercial transport sector had time an again threatened strike against the move to raise fuel prices.

With petrol and diesel retail prices closing, the case for adultering fuel has also gone down much to the relief of vehicle owners.
