Democracy has not been tailored to Pak environment: Musharraf

Washington, Oct 1: The army has often played a prominent role in the governance of Pakistan as democracy has not been tailored to its environment, the country's former president Gen (retd) Pervez Musharraf has said.

pm"Army has always had a role since our independence. It has played a very prominent role in the governance of Pakistan, mainly because of misgovernance by all the so-called democratically-elected governments," Musharraf said in an interview at the Washington Ideas Forum here on Thursday.

He said the "inherent weakness" of Pakistan is that democracy in the country has not been tailored in accordance with the dictates of the environment. "There are no checks and balances within the system. The constitution doesn't provide those checks and balances."

"Therefore, the military is forced and pulled, sucked into the political environment, especially when misgovernance is going on and Pakistan is going down in all socioeconomic indicators. The public and the people massively run towards the army chief, and that is how the army gets involved," Musharraf said, justifying the frequent military coups in the country.

He said this was the reason for Pakistan having military governments and the army enjoying high stature.

"The people of Pakistan love the army and demand a lot from it. So I'm very proud of the fact that army has backed me because I've been with them for over 40 years. I fought wars with them, I've fought two wars and I've fought a number of actions with them. So I know they are my constituency," he said in response to a question.

"So, therefore, we have to maybe tailor the political structure in accordance with the dictates of Pakistan, introduce checks and balances so that misgovernance does not take place and the army does not have to come into politics," Musharraf said.

He also alleged that the United States has used his country at its convenience and ditched it.

Musharraf said he has plans to return to his country. "I know that the trial is all politicised. One has to face it. And no risk, no gain, as they say," he said, adding that he would not go back if the government in Pakistan was performing well.

"I have no such ambition of going back and ruling again. I just want people to run Pakistan well, because Pakistan is my passion," he said. However, the former president put forth conditions for his return.

"I'm not that foolhardy. So therefore, I would like to see the correct environment where a political change, the third political force is a possibility. I would like to see that the cases are to a degree at a level where my movements are not restricted, the cases can continue, I'll face them," he said.

"I want my movement not to be restricted because I realise that unless I lead from the front, I wouldn't be able to generate the public support that I would require to create the third front," he argued.

Claiming that he did not knew that Osama bin Laden was living in Pakistan, Musharraf objected to his hideout being called a palace.

Constructing a wall outside one home, he said, is a "normal thing" in that part of his country, so bin Laden living in a house fenced with a high wall was nothing that could have been thought of as unusual.

Musharraf said he had doubts whether bin Laden had indeed lived at his Abbottabad house for five years.

"Maybe he was going and coming, I still believe that. And if he was there in one of the -- in one of the public gatherings where I was being grilled on this aspect, I finally said that the man living for five years in one room with three wives and 18 children, I think he must have rang up CIA himself and declared that he's there," he said, drawing laughter from the audience.

Musharraf also said that if he was in power, he would be "counter-threatening" India in the wake of the recent surgical strikes in Pakistan-occupied Kashmir.

"...they are threatening us that they are going to strike us at the time and place of their choosing. Now, this has been said by nobody less than Prime Minister, defence minister and the director general of military operations. This is a very serious matter," he said.

"I think the war hysteria that is being created in India, I repeat, India, not in Pakistan, is an issue. They do that always. This is not the only time. Every time they do that," Musharraf said.

Beijing, May 9: Mounting a strong defence of the ruling Communist Party of China, President Xi Jinping has said the COVID-19 fight has once again shown that the CPC leadership and the country's socialist political system can overcome any challenge.

Xi's comments came as China faced global criticism for its initial inaction to act against the novel coronavirus, which according to Chinese officials emerged in the central Chinese city of Wuhan in December last year.

Pressure is also mounting on Beijing to agree for an international probe on the origins of the vicious virus, including from the Wuhan Institute of Virology (WIV), as claimed by the US leadership.

China curbed the spread of the coronavirus in over a month and brought COVID-19 under control at its first epicentre in Wuhan in about three months, Xi, also the General Secretary of the CPC, said at a symposium held on Friday to get suggestions from non-ruling Communist Party of China (CPC) parties on COVID-19 prevention and control.

He termed the curbing of the COVID-19 pandemic as "hard-won achievements" for the world's most populous country and the second-biggest economy.

The COVID-19 fight has once again shown that the CPC leadership, China's socialist system and its governance system can overcome any challenge and make big contributions to the progress of human civilisation, he said.

Xi said China had basically curbed the spread of the virus in over one month, managed to bring the daily number of new domestically-transmitted cases down to single digits in about two months, and secured decisive achievements in protecting epicentres Wuhan and Hubei province in about three months.

"For a huge country with 1.4 billion people, these are hard-won achievements," he said

Besides the top CPC officials, the symposium was attended by members of the central committees of non-CPC parties in China, the All-China Federation of Industry and Commerce, and persons without party affiliation.

The speakers at the symposium praised the Chinese leadership in handling the crisis, saying it fully demonstrated the political advantage of China's socialist system and showed that China was a major responsible country.

Xi, who is also the head of the People's Liberation Army, praised China's one-party political system governed by the CPC.

His comments on the country's political system came as Beijing is also defending the role of the CPC as US President Donald Trump and Secretary of State Mike Pompeo have blamed the ruling party for not being transparent in the fight against the pandemic.

Both Trump and Pompeo have been pressing Beijing to allow American experts for a probe on whether the virus emerged from the WIV, China's premier research lab where viruses of different types are reportedly researched.

At the symposium attended by the top CPC officials, Xi's leadership came for praise for successfully handling the situation, the state-run Xinhua news agency reported.

"Attendees noted the major strategic achievements in the COVID-19 fight under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at the core," the report said.

The meeting was held amid reports of murmurs of internal criticism within the CPC about Xi's handling of the coronavirus crisis.

While China's move of handling the coronavirus from January 23 by locking down Hubei province and its capital Wuhan to prevent the spread of the virus and curbing it by deploying 42000 medical personnel has been praised, Beijing is criticised for its slow reaction after it emerged in December last year.

China used less than a week to identify the full genome sequence of the novel coronavirus and isolate the virus strain, produced various testing kits and swiftly selected a number of effective drugs and treatments. Different types of vaccines have also entered clinical trials.

President Xi said during the COVID-19 fight, China upheld the centralised and unified leadership of the CPC and concentrated the nation's best doctors, the most advanced equipment and the most needed resources to treat patients, with all treatment expenses covered by the state.

It managed to maximise the testing and cure rates while minimising the infection and fatality rates.

As of Friday, the COVID-19 death toll in China remained at 4,633 with no new fatalities reported for several days while the total number of cases stood at 82,887. In contrast, Chinese officials point out the death toll in the US which has crossed 75,000 with over 1.2 million cases, besides the mounting global toll.

Almost all countries in the world have been under lockdown for weeks to control the spread of the virus.

Xi called for mobilising the whole society, leveraging the institutional strength of concentrating resources to get things done and tapping the composite national strength as well as closely relying on science and technology.

On international cooperation, Xi said China had helped countries and international organisations to the best of its ability, demonstrating the nation's sense of responsibility as a major and responsible country.

Xi also stressed fixing the shortcomings in the country's major epidemic prevention and control mechanism and for the national public health system to raise the ability to deal with major public health emergencies.

He emphasised on targeted and effective measures to guard against the importation of cases and prevent a resurgence of the epidemic.

Paris, Jun 28: More than 10 million cases of the new coronavirus have been officially declared around the world, half of them in Europe and the United States, according to an AFP tally on Sunday based on official sources.

At least 10,003,942 infections, including 498,779 deaths, have been registered globally.

Europe remains the hardest hit continent with 2,637,546 cases including 195,975 fatalities, while the United States has 2,510,323 infections including 125,539 deaths.

The rate of infections worldwide continues to rise, with one million new cases recorded in just six days.

The tallies, using data collected by AFP from national authorities and information from the World Health Organization (WHO), probably reflect only a fraction of the actual number of infections.

Many countries are testing only symptomatic or the most serious cases and some do not have the capacity to carry out widescale testing.

Washington, Apr 24: President Donald Trump has favoured a phased reopening of the US economy, devastated by the coronavirus pandemic, which has claimed nearly 50,000 lives and infected over eight lakh people in the country.

More than 95 per cent of the country's 330 million people are under stay-at-home order as a result of the social mitigation measures, including social distancing, being enforced till May 1.

Trump on Thursday indicated that the stay-at-home order might be extended beyond May 1, but vehemently advocated the need to gradually open up the economy.

In the past few weeks, more than 26 million Americans have filed for unemployment benefits and the figure is soon likely to cross 40 million.

Both the World Bank and the International Monetary Fund (IMF) have projected a negative growth in the US in 2020.

To keep America gaining momentum, every citizen needs to maintain the vigilance, and we all understand that very well we've gone over it many, many times this includes practising good hygiene, maintaining social distance, and the voluntary use of face covering, Trump said.

Safe and phased reopening of our economy -- it's very exciting, but it does not mean that we are letting down our guard at all in any way; on the contrary, continued diligence is an essential part of our strategy to get our country back to work to take our country back, he told reporters at his daily White House news conference on coronavirus.

The data and facts on the ground suggest that the US is making great progress, he said.

In 23 states, new cases have declined. In the peak week, 40 per cent of the American counties have seen a rapid decline in new cases. As many as 46 states report a drop in patients showing coronavirus-like symptoms, he said.

Trump said the US is very close to finding a vaccine for COVID-19.

We are very close to testing... when testing starts it takes a period of time but we will get it done, he said.

According to Vice President Mike Pence, data continues to show promising signs of progress in the New York Metro area, New Jersey, Connecticut, Detroit and New Orleans. All appear to be passed their peak and we are seeing consistent declines in hospitalisation and cases in regions across the country, he said.
