Demonetisation: Banks to use indelible ink while exchanging notes

New Delhi, Nov 15: A small mark of indelible ink, used mostly during elections to prevent multiple voting, will be put on the right hand finger of those exchanging banned 500 and 1,000 rupee notes for new ones from tomorrow to prevent crowding at banks by repeat exchangers.Untitled-1

As per the assessment of Finance Ministry, bank counters are getting overcrowded due to same people turning up again and again to exchange old notes. "Ideally, the ink mark should have been put on the left hand as is done when a person casts his vote. But with by-elections due in some states, an ink mark for exchange or withdrawal of currency note on the left hand will lead to unnecessary difficulties. So it has been decided that the ink mark would be put on right hand," an official said.

The ink manufactured at the Mysore Paints and Varnish Ltd - the firm that has supplied indelible ink to the Election Commission since 1962 to mark voters, will be made available to banks and post offices from tonight.

Banks in major cities will start marking note exchangers with the ink, the official said.
Also, an expert committee comprising of officers from the Department of Economic Affairs and the Department of Financial Services are preparing standard operating procedure (SoPs) for ink marking as well as additional steps to be taken to manage the crowds.

The move comes amid long, unending queue at banks even after a week of Prime Minister Narendra Modi announcing withdrawal of old Rs 500/1000 notes in biggest crackdown on black money, corruption and counterfeit currency. The notes withdrawn accounted for 86 per cent of the cash circulating in the Asia's third-largest economy.

The source said the use of indelible ink would prevent "unscrupulous persons" from use conduits for exchanging notes. A persons, as per the revised guideline, is allowed to exchange old notes totalling up to 4,500 on a single day.

Earlier in the day, Economic Affairs Secretary Shaktikanta Das said it was noticed that the same people were coming back again and again to exchange notes, causing the long queues and creating hassles for genuine people to get their cash.

By-elections for four Lok Sabha seats - Cooch Behar and Tamluk in Purba Medinipur district in West Bengal, Shahdol in Madhya Pradesh and Lakhimpur in Assam will be held on November 19.

As many as 8 Assembly seats in Assam, Arunachal Pradesh, Madhya Pradesh, West Bengal, Tamil Nadu, Tripura and Puducherry will go to polls on the same day.

Bengaluru, May 14: Reformed underworld don Muthappa Rai, who was battling cancer for the past year, was said to be in a critical condition at Manipal Hospital in Bengaluru, late Wednesday night. Doctors said he was on life-support at the time of going to press. Rai (68), realtor, entrepreneur and founder of pro-Kannada organisation Jaya Karnataka, had retired from public life after he was diagnosed with cancer. He was part of an ongoing investigation into gangster Ravi Pujari, who was extradited from Senegal recently.

Born in Puttur into a Bunt family, he started out as a bank employee in Bengaluru, and later ran a live band restaurant. In 1994, he was shot in a Bengaluru court by a man dressed as a lawyer, after which he was bedridden for a couple of years.

Rai Moved to Dubai in 1996. He was deported from the UAE to India in 2002, and was arrested in Bengaluru when HT Sangliana was the police commissioner. Both Rai and Pujari had allegedly been associated with underworld don Dawood Ibrahim.

United Nations, Jul 25: UN report on terrorism has warned that there are “significant numbers” of ISIS terrorists in Kerala and Karnataka, noting that the al-Qaida in the Indian Subcontinent terror group, which reportedly has between 150 and 200 militants from India, Pakistan, Bangladesh and Myanmar, is planning attacks in the region.

The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIS, al-Qaida and associated individuals and entities said that the al-Qaida in the Indian Subcontinent (AQIS) operates under the Taliban umbrella from Nimruz, Helmand and Kandahar provinces of Afghanistan.

“The group reportedly has between 150 and 200 members from Bangladesh, India, Myanmar and Pakistan. The current leader of AQIS is Osama Mahmood…, who succeeded the late Asim Umar… AQIS is reportedly planning retaliation operations in the region to avenge the death of its former leader,” it said.

According to the report, “One member state reported that the ISIL Indian affiliate (Hind Wilayah), which was announced on May 10, 2019, has between 180 and 200 members”.

It said that there are “significant numbers of ISIL operatives in Kerala and Karnataka states.”

In May last year, the Islamic State (also known as ISIS, ISIL or Daesh) terror group claimed to have established a new "province" in India, the first of its kind announcement that came after clashes between militants and security forces in Kashmir.

The dreaded terror outfit, through its Amaq News Agency, had said that the Arabic name of the new branch is "Wilayah of Hind" (India Province).

A senior Jammu and Kashmir police officer had rejected the claim.

Previously, ISIS attacks in Kashmir were linked to its so-called Khorasan Province branch, which was set up in 2015 to cover "Afghanistan, Pakistan and nearby lands".

Bengaluru, Mar 8: The Indian Council of Medical Research (ICMR) has identified three more locations to open Viral Research Diagnostic Laboratories (VRDL) including in Mysuru, Hassan, and Shivamogga in Karnataka.

According to a statement issued here on Sunday, these laboratories will start functioning shortly in Mysuru Medical College and Research Institute, Hassan Institute of Medical Sciences, and Shivamogga Institute of Medical Sciences. Besides, the ICMR has also identified sample collection centres in Vijayanagar Institute of Medical Science in Ballari and Kalaburgi Institute of Medical Sciences.

B G Prakash, State Joint Director (Communicable Diseases), said that the new Laboratories will help to ease the load on the two designated laboratories in Bengaluru. Currently, the virology laboratory in Bangalore Medical College and Research Institute and the NIV branch in Rajiv Gandhi Institute of Chest Diseases are doing COVID-19 tests in Karnataka.
