Depressed Nirbhaya convicts kept under close watch

New Delhi, Dec 14: The four convicts facing death in the 2012 Nirbhaya rape and murder case are under depression and Tihar Jail officials are keeping a close watch to ensure they do not harm themselves, prison sources said on Friday.

Four-five security personnel have been assigned to each of the four convicts, the sources said.

The four — Akshay, Mukesh, Pawan Gupta and Vinay Sharma — have also reduced their food intake, they added.

On Friday, senior officials, including Tihar Director-General Sandeep Goel, visited Jail No 3, where the hanging will take place, to inspect the preparation and were satisfied with it.

The four convicts have been on a suicide watch since Ram Singh, one of the convicts, allegedly killed himself in 2013 but there is increased monitoring now, the sources said.

A juvenile, who was among the six accused, was convicted by a juvenile justice board. He was released from a reformation home after serving a three-year term.

To ensure that any information is not leaked out in the high-profile case, Tihar jail officials phones have been put on surveillance.

On Friday, all four were produced before a court via a video link in an in-chamber proceeding and the judge verified their identity.

Meanwhile, Tihar jail authorities said they have been receiving requests from several people who are ready to volunteer as hangman.

S Subash Srinivasan, a head constable in the in-service training centre in Ramanathapuram, Tamil Nadu, this week wrote to Director-General of the Tihar Jail, stating his willingness to serve as an executioner.

The hangman at the Meerut prison has also indicated that he is ready to carry out the execution of the men convicted of raping and murdering Nirbhaya in 2012.

Pawan Jallad, a third-generation hangman, said his grandfather had carried out the hanging of the two men involved in the assassination of then prime minister Indira Gandhi besides notorious criminals Ranga and Billa.

A 23-year-old paramedic student, who came to be known as Nirbhaya, was gang-raped on the intervening night of Dec 16-17, 2012, inside a running bus in south Delhi by six people and severely assaulted before being thrown out on the road. She succumbed to injuries on Dec 29 at Mount Elizabeth Hospital in Singapore.

Her mother on Friday said she wants the convicts to be hanged before Dec 16.

"I will keep fighting for justice for my daughter and for the death penalty of those who snatched her from me. I want them to be hanged before December 16," she told reporters.

Thiruvananthapuram, Apr 23: Amid opposition charges, the Kerala government on Tuesday constituted a two-member committee to examine whether the privacy of personal and sensitive data of COVID-19 patients has been protected under the agreement entered by it with US-based IT firm Sprinklr.

The committee, headed by former Special IT Sscretary M Madhavan Nambiar and former health secretary Rajeev Sadanandan, will also ascertain whether adequate procedures were followed while finalising the arrangements with the private company.

The Opposition Congress has been levelling charges that the collection of data by the US firm violated the fundamental rights of the patients.

In its order, state government said it had initiated steps to set up a Data Analytics platform to integrate data from various sources available in the government to meet the "exigency of a massive and unprecedented surge of epidemic".

The committee will also examine whether deviations, if any, are fair, justified and reasonable considering the extraordinary and critical situation faced by the state, it said.

Meanwhile, the Kerala High Court on Tuesday asked the state government to file its reply by April 24 on a plea seeking to quash its contract with the US-based firm.

Expressing concern over the confidentiality of the citizen's data processed by a third party, the court sought to know why the sanction of the law department was not taken before finalising the agreement.

The court hailed the state government's fight against COVID-19, but said it is concerned about data confidentiality.

The government informed the court that the agreement with Sprinklr has safeguards for data protection "as per standard practices of software as a service model."

The ward-level committees, set up by the government for the anti-coronavirus fight, collect information of those under home isolation, the elderly and those at the risk of the disease, using a questionnaire and later uploads it on the server of the private agency.

Nagpur, Feb 21: Former Maharashtra chief minister and senior BJP leader Devendra Fadnavis on Friday condemned AIMIM leader Waris Pathan's reported remarks that 15 crore Muslims are more than a match for the country's 100 crore Hindus, and asked the latter not to mistake the majority community's tolerance for weakness.

Pathan has been widely condemned for reportedly stating that "15 crore hain lekin 100 crore pe bhari hain".

He purportedly made these comments while addressing an anti-Citizenship (Amendment) Act rally in Kalaburagi in north Karnataka on February 16. The AIMIM leader has claimed he was quoted out of context.

Speaking to reporters in Nagpur, Fadnavis demanded an apology from Pathan and asked the Uddhav Thackeray government to take action.

"We condemn the statement made by Waris Pathan and demand an apology. In case he does not apologise, the state government must take action against him," he said.

Fadnavis said Pathan should understand that minorities were safe and enjoyed full freedom in India because 100 crore Hindus live in the country.

He said no one would dare utter such a statement in a Muslim-majority nation, adding that the "Hindu community is tolerant but its tolerance should not be mistaken for weakness".

"Pathan should apologise to the nation and the Hindu community," he said.

New Delhi, Jun 26: The Road Transport and Highways Ministry has issued a notification to enable citizens with mild to medium colour blindness to obtain a driving licence.

An official release said that the Ministry has been taking measures to enable divyangjan citizens to avail transport-related services, especially driving licence.

It said the ministry received representations that the colour blind citizens are not able to get a driving licence due to requirements in the declaration about physical fitness (Form I) or the medical certificate (Form IA).

The release said that the issue was taken up with expert medical institution and advice sought.

The recommendations received were that mild to medium colour blind citizens be allowed to drive and restrictions should only be on the severe colour blind citizens.

"This is also allowed in other parts of the world," the release said.

The notification seeks to amend Form 1 and Form 1A pertaining to Central Motor Vehicles Rules 1989.
