Despite skewed sex ratio, conviction for female foeticide rare

New Delhi, May 10: Despite India's declining child sex ratio, as many as 30 states and union territories have not convicted even a single person for pre-conception and pre-natal diagnostic between 2011 and 2013, raising concerns about the poor implementation of the PCPNDT Act.

The Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 was enacted to stop female foeticide and arrest the declining sex ratio by banning pre-natal sex determination.Child sex ratio in India has reached an alarming low with 918 girls per 1,000 boys in 2011 from 927 in 2001, but not much seems to have been done to ensure strict implementation of the Act to deter female foeticide.

According to data available with the Health Ministry, only 32 people have been punished in the whole country as against 563 cases reported for conducting sex determination tests between 2011 and 2013. The data shows that only four states convicted 13 people in 2013. In 2012, eight persons were punished by three states and in 2011, 11 people by four states.

Punjab, which has one of the lowest CSR with 895 girls to 1,000 boys, has convicted only two persons in the period while it reported 52 such cases.Haryana with 879 CSR registered 54 cases under the Act but no conviction took place. Similarly, Delhi registered 10 cases but could not manage to punish anyone.

The phenomenon has spread to areas which were not known for disparity in CSR including tribal areas and eastern states, said a Women and Child Development Ministry official.The trend was particularly acute in more developed areas of the country including metropolitan cities.Non-implementation of the Act has been the biggest failing of the campaign against sex selection, the official said.

Mumbai, Jul 14: Bhima Koregaon case accused Varavara Rao was admitted to JJ Hospital in Mumbai on Monday night.

Rao who is in Taloja proson was rushed to the hospital following complaint of dizziness.

Rao was arrested in November 2018 along with five others, for alleged links with Naxals and for inciting the violence.

On January 1, 2018, the violence at Bhima Koregaon village in Pune district left one dead and several others injured including 10 policemen.

Violence erupted after some people, reportedly with saffron flags, pelted stones at cars heading towards the village for the commemoration of 200 years of Bhima-Koregaon war on New Year's Day.

The police had filed 58 cases against 162 people.

New Delhi, April 3: The total number of coronavirus cases in India on Friday climbed to 2301, including 156 cured and discharged and 56 deaths, said the Ministry of Health and Family Welfare.

At present, there are 2088 COVID-19 active cases in the country.

"A total number of COVID-19 positive cases rises to 2301 in India, including 156 cured/discharged, 56 deaths and 1 migrated," said the Health Department.

The highest number of positive cases of coronavirus was reported from Maharashtra at 335, including 16 deaths, followed by Tamil Nadu (309 and 6 deaths) and Kerala (286 and 2 deaths).

There are 219 coronavirus positive cases in the national capital, including 8 cured and discharged and 4 deaths.

The states which have crossed 100-mark for COVID-19 positive cases also include Andhra Pradesh (132), Karnataka (124), Rajasthan (133) and Telangana (107).

While 18 people were detected positive for coronavirus in Chandigarh, 70 cases were confirmed from Jammu and Kashmir and 14 from Ladakh.

In North-East, one COVID-19 case each has been confirmed from Mizoram and Assam, and two in Manipur.

New Delhi, Jan 1: In the backdrop of huge losses borne by airlines, Aviation Minister Hardeep Singh Puri has said the government is concerned that more airlines will shut down if predatory pricing continues. "Some predatory pricing is taking place" in airfares, the minister told reporters on Tuesday. Mr Puri however ruled out any plan by the government to regulate airfares. The remarks come amid high competition in the country's aviation sector, struggling against high fuel prices and other operating costs.

"The interesting thing that we have observed is that on Delhi-Mumbai route 20 years ago, the average fare was Rs 5,100. Today, the average fare is Rs 4,600. Some predatory pricing is taking place. It means people are selling tickets below their cost," he said.

"One of our concerns is that if there is predatory pricing, then the airlines will stop functioning. This is not Air India's problem only. Jet Airways got shut down. Before that, it was Kingfisher airline," he said.

IndiGo and SpiceJet - two of the country's biggest airlines - reported losses of Rs 1,062 crore and Rs 463 crore respectively in the second quarter of 2019-20. Other airlines have also reported losses in the quarter that ended on September 30, 2019.

Asked if predatory pricing is the reason for the ill health of the airlines, the minister said, "No, there are many reasons... Predatory pricing is one of the factors. But the profitability of an airline is dependent on (a) number of things."

Asked if the trend of predatory pricing has come down after regular discussion with the airlines, he said, "Yes, absolutely."

"It is (a) constant battle. An ideal situation from an airline's point of view is that they grow and they are also able to charge more fares. What fares they charge is their business. Our advice to them is to charge realistic fares," he added. "It should not be too high. And it is not in your business interests if you are imposing predatory fares."

The minister also said that the government is not planning to regulate fares. "No regulation. It has to be done within deregulation system.... If I put a cap on fare, the airline will start charging that cap only... that cap will become the normal fare... So, within a deregulated structure, we have to bring about an equilibrium," the minister said.

"Government, periodically, at my level or at secretary''s level, we sit down with the main aircraft operators and tell them it is in your interest not to allow such practices which undermine the civil aviation sector."
