Detained 130 foreign students were aware of their crime: US State dept

Washington, Feb 5: All 130 foreign students, including 129 Indians who were detained for enrolling in a fake university, were aware that they were committing a crime to fraudulently remain in the US, the State Department has said, days after India issued a demarche to the American Embassy in New Delhi.

The foreign students were arrested last week by the US Department of Homeland Security (DHS) for enrolling at the University of Farmington allegedly to remain in America. The fake university was set up by the DHS's investigating unit in Greater Detroit area to bust the "pay-and-stay" racket.

"All participants in this scheme knew that the University of Farmington had no instructors or classes (neither on-line nor in-person) and were aware they were committing a crime in an attempt to fraudulently remain in the United States," a State Department spokesperson said in a statement on Monday.

The State Department's response came after India issued a demarche to the American Embassy in New Delhi on Saturday, expressing its concern over the detention of Indian students and sought immediate consular access to them.

The External Affairs Ministry said India continued to closely monitor the situation arising out of the mass detention. Eight of the individuals who ran this racket have been arrested and are either Indian citizen or Indian American.

The fake university which had no classes, a low tuition fee and gave work permits on the very first of the enrolments of the students had some 600 students, an overwhelming majority of whom are Indians.

The actual number of those detained is much higher. Some of the students who were released and many of those who escaped detention have left the country.

An unknown number of Indian students have been radio tagged and authorities have put restrictions on their movement. The Indian Embassy here has made an aggressive effort to reach out to these students and, with the help of the community leaders, is providing them with legal help.

Eminent Indian-Americans and some media outlets have also questioned the modus operandi of the US government in the detention of Indians in the "pay-and-stay" university visa scam, saying "trapping of innocent students" is a "crime, illegal and immoral".

In the first reaction, days after the story broke out, the State Department had described it an unfortunate aberration in the proud history of India-US educational exchanges.

"More than a million international students' study at US institutions each year, including approximately 196,000 Indian students last year. Instances of fraud schemes are rare, unfortunate aberrations in the proud history of educational exchange between the United States and India," the State Department said.

The US government fully supports international education and is committed to facilitating legitimate student travel, it said in an apparent reference to the panic that the latest US move has created and reports coming out from India that students are now considering option to study in other countries and not the US. "International students are a valuable asset to our universities and our economy and enrich our communities through sharing their diverse perspectives, skills, and experiences," it said, acknowledging that Indian students not only bring in about USD 6 billion per annum but also become instrumental in creation of thousands of jobs in the US.

"It is unfortunate that some student recruiters and individuals seek to use the international student programme to foster illegal immigration status in the United States," the State Department said.

Overseas Friends of BJP USA, in a statement, said that it was shocked to learn that 129 students of Indian-origin were arrested by the ICE, with about 600 students' fate in jeopardy.

"It is very unfortunate that several students are affected by this University and majority are Telugu students. Most of these students have joined to get their work permits without knowing that this college is not accredited and became victims of this. Their dreams are shattered now," North America Telugu Association said.

The association has advised other students not to fall into the trap and instead work hard and get OPT/CPT from reputed universities as per the normal guide lines.

"If some university is offering a CPT without any course, it is not true at all," it said. The Indian embassy in the US has also opened a 24/7 hotline to assist 129 Indian students. It has appointed a nodal officer to help the students in distress.

Seoul, Apr 26: A train presumed to belong to North Korean's Kim Jong-un has been spotted at a station in the state's eastern coastal town of Wonsan amid speculation about the leader's health, a US monitor said on Sunday, citing commercial satellite imagery on the region, Yonhap news agency reported.

According to 38 North-- a website devoted to analysis about North Korea, the imagery showed a train "probably belonging to Kim Jong Un parked at the Leadership Railway Station servicing his Wonsan compound since at least April 21."

"The approximately 250-metre long train, although partially covered by the station's roof, can be seen at a railway station reserved for use by the Kim family. It was not present on April 15 but was present on both April 21 and 23," it said.

"The train's presence does not prove the whereabouts of the North Korean leader or indicate anything about his health, but it does lend weight to reports that Kim is staying at an elite area on the country's eastern coast," it added.

The report came as rumours about his health have spread as Kim apparently skipped an important annual visit to the Kumsusan Palace of the Sun on the occasion of the April 15 birthday of late state founder and his grandfather, Kim Il-sung.

CNN intensified the speculation by reporting earlier last week that the United States is looking into intelligence that Kim is "in grave danger" after surgery.

Seoul officials have disputed recent media reports about Kim, saying there have been no unusual signs from the North. Some said that Kim is presumed to be staying in Wonsan for unspecified reasons.

Washington has also dismissed the reports, with US President Donald Trump calling such reports "incorrect" in a press briefing late last week.

On Saturday, other media reports stated that China has dispatched a team of medical doctors and officials to North Korea "to advise on" Kim, citing multiple unnamed people familiar with the situation.

North Korea's state media, however, has not made any mention of Kim's public activity for two weeks since he was last seen in April 11 presiding over a major party meeting, though it has reported on his handling of routine state affairs, such as sending diplomatic letters.
But not all speculation has proven to be false.

When he was absent from public for about a month in 2014, speculation arose about his health and a political crisis in the secretive state. He later reemerged with a cane and a limp reportedly after having a cyst removed from his ankle.

The 36-year-old leader is known to have various health problems apparently caused by obesity and heavy smoking. He took office as leader of the communist state after his father, Kim Jong-il, died of a heart attack in late 2011.

Beijing, Jul 6: A city in northern China on Sunday sounded an alert after a suspected case of bubonic plague was reported, according to official media here.

Bayannur, Inner Mongolia Autonomous Region, announced a level III warning of plague prevention and control, state-run People’s Daily Online reported.

The suspected bubonic plague case was reported on Saturday by a hospital in Bayannur. The local health authority announced that the warning period will continue until the end of 2020.

"At present, there is a risk of a human plague epidemic spreading in this city. The public should improve its self-protection awareness and ability, and report abnormal health conditions promptly,” the local health authority said.

On July 1, state-run Xinhua news agency said that two suspected cases of bubonic plague reported in Khovd province in western Mongolia have been confirmed by lab test results.

The confirmed cases are a 27-year-old resident and his 17-year-old brother, who are being treated at two separate hospitals in their province, it quoted a health official as saying.

The brothers ate marmot meat, the health official said, warning people not to eat marmot meat.

A total of 146 people who had contact with them have been isolated and treated at local hospitals, according to Narangerel.

Bubonic plague is a bacterial disease that is spread by fleas living on wild rodents such as marmots. It can kill an adult in less than 24 hours if not treated in time, according to the World Health Organization (WHO).

A couple died of bubonic plague in the western Mongolian province of Bayan-Ulgii last year after eating raw marmot meat.

The news of bubonic plague came after Chinese researchers issued an early warning over another potential pandemic caused by an influenza virus in pigs.

Scientists from China Agricultural University, the Chinese Centre for Disease Control and Prevention and other institutes detected a pig influenza virus bearing genotype 4 (G4), which is contagious among pigs and has the possibility of jumping to humans, as the G4 virus is able to bind with human cells, state-run Global Times reported last week.

The researchers are concerned that it could mutate further so that it can spread easily from person to person, and trigger a global outbreak, BBC reported.

"Controlling the prevailing G4 EA H1N1 viruses in pigs and close monitoring in human populations, especially workers in the swine industry, should be urgently implemented," Chinese researchers warned in the paper.

The new diseases were reported even as China grappled with the second attack of Covid-19 in Beijing after controlling it in Wuhan where it was first reported in December last year.

On Saturday, Beijing reported a single-digit Covid-19, local authorities said Sunday.

The number of newly confirmed Covid-19 cases reached a peak in Beijing on June 13 and 14 and then started declining in general, Xinhua quoted local officials as saying.

From June 11 to July 4, the city reported 334 confirmed locally transmitted cases, 47 per cent of whom are workers of the Xinfadi wholesale food market, the official said.

Paris, Apr 24: The worldwide death toll from the coronavirus pandemic crossed 190,000 on Friday, with nearly two-thirds of the fatalities in Europe, according to an AFP tally compiled from official sources at 0740 GMT.

A total of 190,089 people have died and 2,698,733 been infected since the virus emerged in China in December. The hardest hit continent is Europe, with 116,221 deaths and 1,296,248 cases.

The country with the most deaths is the United States with 49,963, followed by Italy with 25,549, Spain with 22,157, France with 21,856 and Britain 18,738.
