DK Police to suspend driving licence of traffic violators

Mangaluru, Jan 8: In a major step to improve traffic situation in the coastal district, Dakshina Kannada Police will soon start enforcing the directions Supreme Court committee on road committee to suspend driving licences and jail term for traffic violators.

A Supreme Court appointed committee last year had asked all states and union territories to suspend licence of all traffic rule violators for a minimum of three months.

The panel, headed by former Supreme Court judge K S Radhakrishnan, listed the violations which include over speeding, red light jumping, carrying overload in good carriages, people travelling in goods carriages, driving under the influence of alocohol and drugs and using cell phones while driving. In case of two-wheelers, helmet laws will be mandatory for the main rider and the pillion rider.

Dakshina Kannada district police will now start enforcing directions of the committee including suspension of driving licences for three months in cases of traffic violations, said Superintendent of Police SD Sharanappa.

He said that earlier police used to suspend licences and seize vehicles only in cases of fatal road mishaps.

Mangaluru, Jul 21: Private hospitals cannot send back COVID-19 patients for any reason, district in-charge minister Kota Srinivas Poojary said on Monday.

The Minister was addressing a meeting at the Father Muller Medical College here on the arrangements made for COVID-19 patients.

Dakshina Kannada district is quite advanced in the medical field. Hence, the government will not tolerate COVID-19 patients wandering from one hospital to another for treatment. Refusing to admit COVID-19 patients in hospitals is unacceptable, he warned.

Bengaluru, Aug 6: No private hospital in Karnataka can turn away a patient without attending to him or her, irrespective of the Coronavirus status, an official has said.

"Private medical establishments shall not deny treatment and admission to any patient approaching the establishment irrespective of the fact that such patient may or may not be suffering from Covid-19," an official from the state Health and Family Welfare Department said on Wednesday.

Likewise, no private hospital can insist on a patient for a Covid-19 test report, said the official invoking the Disaster Management Act.

"The establishments also cannot insist for Covid test report," he said, directing all private hospitals to strictly abide by their responsibilities.

According to the department, it is the duty of every private hospital to provide first aid and take lifesaving steps when any patient approaches it.

"It is the duty of every private medical establishment to provide first aid and take lifesaving measures to stabilise the patient," he said.

The department also invoked statutes from Karnataka Medical Establishments Act 2017, under sections 11 and 11 (A) to drive home the message.

The directives assume significance at a time when several cases of private hospitals denying admissions and fleecing patients across the state have emerged.

"It has been noticed that some of the private hospitals are refusing treatment and admission to emergency patients, causing distress and this has resulted in complications, leading to death in certain cases," said the official.

The district authorities have been directed to take action on the erring hospitals as the department reiterated the responsibilities of private medical establishments.

Bengaluru, May 15 Reformed underworld don N Muthappa Rai died battling cancer at a private hospital here on Friday, hospital sources said.

Rai, 68, was suffering from brain cancer for the past one year and was admitted at Manipal Hospital on Old Airport Road, where he died at 2.30 am, the sources said. Rai is survived by two sons.

Born into a Tulu-speaking Bunt family in Dakshina Kannada''s Puttur town, Rai entered the crime world at a very young age.

Karnataka police issued arrest warrants against Rai in eight cases, including murder and conspiracy.

In 2002, Rai was deported to India from the United Arab Emirates. On arrival, he was questioned by various investigation agencies such as the Central Bureau of Investigation (CBI), Research and Analysis Wing (RAW) and Intelligence Bureau (IB), and by the Karnataka police. He was later acquitted due to the lack of evidences.

In his reformed years, Rai founded charitable organisation ''Jaya Karnataka''.

Rai has appeared in Tulu film ''Kanchilda Baale'' in 2011 and Kannada film ''Katari Veera Surasundarangi'' in 2012.

Bollywood director Ram Gopal Varma wanted to make a movie based on Rai''s life. The film roped in actor Vivek Oberoi for the lead role and was shot in Bengaluru, Mangaluru, Mumbai, Dubai and London. However, it has not been released due to production delays.

Rai was enthusiastic about the film and even celebrated his birthday with Varma and Oberoi.

After his cancer diagnosis, Rai withdrew from public life and resigned from Jaya Karnataka.

His last rites are likely to be performed at Bidadi on Friday, family sources said.
