Mumbai, Oct 27: The National Investigation Agency (NIA), which filed a charge sheet against the Islamic Research Foundation (IRF) founder Dr Zakir Abdul Karim Naik, has claimed that he deliberately and maliciously insulted the religious beliefs of Hindus, Christians and ‘non-Wahabi Muslims’. However, it did not explain what is Wahabi and what is non-Wahabi.

According to NIA, there are 19 immovable properties, including land and buildings, worth ₹104 crore, connected with Dr Naik. The charge sheet, filed in the NIA court, will pave the way for agencies to procure a Red Corner Notice against Dr Naik, who is currently abroad, and refused to return to India claiming that security agencies have leveled false charges against him.

The charge sheet mentions a speech given by Dr Naik in September 2012 during the Ganapati festival, and another speech in Srinagar that was uploaded to his Facebook account by the IRF for public view.

The charge sheet says that nine speeches and/or utterings, in particular, were found to be inflammatory as they hurt the religious sentiments. It also claimed that Dr Naik’s speeches incited violence.

Dr Naik, along with the IRF and Harmony Media Private Limited have been charged under several sections of the Indian Penal Code, andSection 10 (penalty for being member of an unlawful association) of the Unlawful Activities Prevention Act.

The charge sheet says investigations have established that Dr Naik and his associates have been promoting enmity and hatred between different religious groups in India and initiating Muslim youth and terrorists in India and abroad to commit unlawful activities and terrorist acts. These activities are causing disaffection against the Government of India, are prejudicial to the maintenance of harmony amongst communities and likely to disturb tranquility, it adds.

The investigation establishes that incriminating public speeches have been in circulation through electronic media, and have been, and continue to be seen, across the world. The minutes of IRF’s Board of Trustees' meetings disclose that the IRF had approved, organised, promoted and funded public lectures of accused Dr Naik, including his incriminating speeches, the charge sheet says. Seized material such as DVD and books list the IRF as the publisher.

Clean chit to Dr Zakir Naik’s sister

The agency gives a clean chit to Nailah Naushad Noorani, sister of Dr Naik, who was a trustee of the IRF Educational Trust along with him. When Dr Naik became a Non Resident Indian in 2013, he appointed Ms Noorani as the Director in Harmony Median as well as Longlast Constructions Company, in his place. But it was found that she was Director on paper only — all the affairs of companies were handled by her brother.

She signed the cheques on the instruction of her brother and had no knowledge of the company affairs. Furthermore, she had received ₹29 crore from Dr Naik through her parents’ bank account between 2013 and 2016. This money was further invested into Harmony Media and Longlast Constructions company as per Dr Naik’s instructions, the charge sheet says.

New Delhi, Mar 4: The Supreme Court on Wednesday directed a trial court in Ramanagara district of Karnataka to ensure the presence of absconding self-styled godman Swami Nithyananda to face trial in a 2010 rape case.

A bench headed by Chief Justice SA Bobde also allowed a plea by K Lenin alias Nithya Dharmananda, former driver of Nithyananda and had filed a complaint against Nithyananda, for cancellation of non-bailable warrants issued against him.

The apex court ordered the cancellation of the non-bailable warrants issued against the complainant in the case on the condition he shows up before the trial court in Ramanagara district today itself.

He had challenged the Karnataka High Court's February order where non-bailable warrants were issued against Lenin for not appearing before the court for recording evidence.

"Having heard the counsel appearing for the petitioner and upon perusal of the record, we see no reason to interfere with the judgment and order passed by the High Court, which merely directs the petitioner to give evidence in support of his complaint," read the apex court order passed on Tuesday.

The Bench also directed that "the concerned trial court shall make every effort to ensure the presence of accused (Nithyananda) to face the proceedings."

The Karnataka High Court had last month cancelled the bail granted to Nithyananda, even as the state police claimed the absconding godman was on a 'spiritual tour'.

Nithyananda is facing charges of rape and indulging in unnatural sex. He was arrested on April 22, 2010, however, granted bail on June 11, the same year.

New Delhi, Apr 16: Minority Affairs Minister Mukhtar Abbas Naqvi on Thursday directed state waqf boards to ensure strict implementation of lockdown and social distancing guidelines during the holy month of Ramzan starting next week amid the coronavirus pandemic.

At a meeting via video conferencing, Naqvi asked the state waqf boards' officials to create awareness among people to offer prayers and perform other religious rituals like "iftar (breaking of fast)" during Ramzan, which begins on April 24 or 25, staying inside their homes.

More than seven lakh registered mosques, eidgahs, imambadas, dargahs and other religious and social institutions come under state waqf boards across the country. The Central Waqf Council is the regulatory body of state waqf boards in India.

"We should cooperate with health workers, security forces, administrative officers, sanitation workers. They are working for our safety and well-being even putting their own lives at risk in this coronavirus pandemic," Naqvi said.

"We should also demolish rumours and misinformation being spread about quarantine and isolation centres by creating awareness among people that such centres are only meant to protect people, their families and the society from the pandemic," the minister said.

Naqvi told all the state waqf boards and religious and social organisations that everyone should remain cautious of any type of fake news and conspiracies aimed at creating misinformation.

"Authorities have been working for safety and well-being of all citizens of the country without any discrimination. Such type of rumours and conspiracies are a nefarious design to weaken the fight against coronavirus," he said.

"We should work united to win this fight against corona by defeating any type of rumour, misinformation and conspiracy," the minister said.

Naqvi asked officials of all the state waqf boards to play an active and effective role in ensuring that people follow the guidelines of the Union Home Ministry, state governments and the Central Waqf Council while fulfilling religious responsibilities during Ramzan.

In view of the challenges of the COVID-19 pandemic, all religious and social activities and mass gatherings in all the temples, gurdwaras, churches and other religious and social places of the country have been stopped, he said.

Similarly, any mass gatherings in mosques and other Muslim religious places of the country has also been stopped, Naqvi said.

He said that due to the COVID-19 threat, religious leaders as well as religious and social organisations from all regions of the country, have appealed to people to offer prayers and perform all other religious rituals staying inside their homes during Ramzan.

Most of the Muslim nations of the world have also banned mass gatherings at mosques and other religious places during the holy month, he pointed out.

Prime Minister Narendra Modi, in cooperation with all the state governments, has been working effectively for the safety and well-being of the people, he said.

The cooperation of the people has brought great relief to India in the war against COVID-19 Naqvi said, adding that several challenges are still there before the country.

"We can defeat these challenges of the coronavirus pandemic by following all the guidelines of the central and state governments strictly," he asserted.

Chairman and senior officials from state waqf boards such as Uttar Pradesh (Shia & Sunni), Andhra Pradesh, Bihar (Shia & Sunni), Dadra & Nagar Haveli, Haryana, Karnataka, Kerala, Madhya Pradesh, Punjab, West Bengal, Andaman & Nicobar, Assam, Manipur, among others participated in the meeting.

State waqf boards from Rajasthan, Telangana, Delhi, Chhattisgarh, Gujarat, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Maharashtra, Odisha, Puducherry, Tamil Nadu, Tripura and Uttarakhand also participated.

Bengaluru, May 23: SSLC and PUC students residing in containment zones will not be able to write the exams scheduled to be held in June and July, respectively, but will be given opportunity to write the supplementary examination and treated as fresh candidates.

Primary and Secondary Education Minister S. Suresh Kumar announced this at a press conference on Friday.

In turn, officials in the Department of Primary and Secondary Education will start collecting the list of students in containment zones. However, they are worried since the list of containment zones is dynamic and a particular locality can be declared a containment zone even the night before the examination.

“If any examination centre is located in the containment zone, then we can change the centre and move it to a non-containment zone. However, if a student resides in a zone that is declared containment zone just before the exam, there is no option but for the person to skip the exam,” an official said.

Officials of the department are worried about another scenario as well. “There is a chance that midway through the examination, an area is becomes a containment zone. Then some students may write a few papers and give the rest a miss. Implementation at the district- and block-levels will be a challenge,” said an official.

Sources said that the department is working out several situations that may arise and trying to work on providing practical solutions to the students.

Around 5.98 lakh students have registered for the second pre-university English examination that is scheduled to be held on June 18. As many as 8.48 lakh students have registered for the SSLC examination scheduled to be held between June 25 and 4 July. Currently, there are 261 containment zones in Karnataka that have 5.49 lakh people residing in these zones.

Meanwhile, the Karnataka Secondary Education and Examination Board has decided to ensure that only 18 students are seated in a classroom to write the SSLC examination. This is to ensure that social distancing is maintained in the exam hall.
