Economic Survey drives home the message: It is time for big bang reforms

New Delhi, Feb 27: Pitching for 'Big Bang' reforms, the pre-budget Economic Survey on Friday called for improving business environment by making regulation and taxes less onerous to help push growth to 8.1-8.5 per cent next fiscal, and to double digits in the coming years.

Economic Survey"India has reached a sweet spot and there is scope for Big Bang reforms now," said the Survey on the eve of the new government's first full-year Budget, to be presented by Finance Minister Arun Jaitley. A clear political mandate for reforms and a benign external environment, it said, "is now expected to propel India to double digit growth trajectory". The BJP-led NDA government came to power in May last year wining a clear mandate.

Other areas highlighted by the Survey include reforming labour laws, building infrastructure and enabling connectivity to reduce cost of doing business in the country.

"In the short run, growth will receive a boost from lower oil prices, from likely monetary policy easing facilitated by lower inflation and lower inflationary expectations, and forecast of a normal monsoon," the Survey said. It also indicated that the growth during 2014-15 may touch 8 per cent on better farm output. The CSO had projected growth at 7.4 per cent for current fiscal. "Several reforms have been undertaken and more are on the anvil. The introduction of the GST and expanding direct benefit transfers can be game-changers," it added.

The major reforms undertaken by the government include deregulation of diesel prices, direct transfer of cooking gas subsidy, hiking FDI cap in defence and insurance, Ordinance on Coal. Stating that macro economic situation in the country has improved significantly in the current year, the Survey raised concerns over growth pattern in exports, construction and mining activities. Investment activity, which is slowly picking up, needs to be grounded on a stronger footing, it said. India must adhere to the medium term fiscal deficit target of 3 per cent of the GDP, it said, adding "this will provide fiscal space to insure against future shocks and also to move closer to the fiscal performance of its emerging peers.

The Indian economy, the Survey said, appears to have gone past the slowdown, persistent inflation, elevated fiscal deficit, slackening domestic demand, external account imbalances and oscillating value of rupee. Saying that inflation has been on a downward trajectory between April-December, it projected the consumer price inflation at 5-5.5 per cent for 2015-16.

The declining inflation and a significant improvement in current account deficit (CAD), which is expected to come down to 1 per cent of GDP in 2015-16, have made India an attractive investment destination, it said.

Private investments must remain the primary engine of long run growth, the Survey emphasised, adding that "public investment, especially in the Railways, will have to play an important role at least in the interim, to revive growth and to deepen fiscal connectivity".

In a separate chapter on 14th Finance Commission, the Survey quoted both first Prime Minister Jawaharlal Nehru and current PM Narendra Modi, to emphasise that adoption of FFC recommendation and creation of NITI Aayog would promote government's cooperative and competitive Federalism.

Recalling the golden rule of fiscal policy, it said the government should borrow to finance investment and not to fund current expenditure. It urged the government to bring down fiscal deficit to 3 per cent of GDP.

Referring to subsidies, it said they were estimated to be Rs 3.78 lakh crore or 4.24 per cent of the GDP. "They (Subsidies) may not be the government's best weapon for fighting poverty," it said, adding that often rich households benefit more from subsidies than a poor one.

The Survey said the adoption of JAM number Trinity -- Jan Dhan Yojana, Aadhaar and Mobile -- would help in delivering subsidies to the poor in a targeted and less distorted manner. Dwelling on the issue of manufacturing versus services, it said, "both are equally important in the Indian context...

Similarly 'Skilling India' is no less important and deserves an equal importance as the other important goal of Make In India". It, however, expressed satisfaction that the number of stalled projects have plateaued and called for revitalising public private partnership model of investment to boost investment.

New Delhi, Jun 9: BJP leader Jyotiraditya Scindia and his mother Madhavi Raje Scindia have tested positive for COVID-19 and are currently undergoing treatment in a Delhi hospital, India Today reported on Tuesday.

They were admitted on Monday to Max Super Specialty Hospital, Saket, after the two complained of throat irritation and fever.

"Not so good news: @JM_Scindia and his mother have tested positive for corona, The former Cong turned BJP leader from MP has been admitted to hospital.. Wish him a speedy recovery!" tweeted Rajdeep Sardesai, consulting editor at the India Today group.

Ayodhya, Aug 5: After laying the foundation stone for the Ram temple in Ayodhya on Wednesday, Prime Minister Narendra Modi termed the 'bhoomi pujan' event as an "emotional moment" for the entire country and added that "every heart is illuminated today".

"Every heart is illuminated; it is an emotional moment for the entire country... A long wait ends today... A grand temple will now be built for our Ram Lalla who had been living under a tent for many years," said Prime Minister Modi at foundation stone-laying ceremony of the Ram temple.

"With the construction of this temple, not only history is being made, but is being repeated. 

The way boatmen to tribals helped Lord Ram, the way children helped Lord Krishna lift Govardhan mountain, similarly, with everyone's efforts temple construction will be completed," he added.

Earlier today, Prime Minister Modi conducted 'bhoomi pujan' for the construction work of Ram temple.

Leh, Jul 3: Taking an apparent dig at China, Prime Minister Narendra Modi on Friday said the age of expansionism is over and added that the new age of development is here.

"Age of expansionism is over, this is the age of development. History is witness that expansionist forces have either lost or were forced to turn back," Modi said addressing soldiers in Ladakh's Nimmoo. However, the Prime Minister did not mention China at all in his address to the soldiers.

The remark comes amidst the ongoing tension between India and China at Line of Actual Control in the eastern Ladakh. In a violent face-off 20 Indian soldiers were killed in the Galwan Valley on June 15-16 when Chinese troops attempted to unilaterally change the status quo during the de-escalation.

The Prime Minister also said that the people of Ladakh have rejected every attempt to create separatism in the region.

"Ladakh is the head of the country. This is the symbol of pride for the 130 crore citizens of India. This land belongs to the people who are willing to make the ultimate sacrifice for the country... Every attempt to create separatism in the region was rejected by the nationalist people of Ladakh," Modi said.

He also said: "We are the same people who pray to the flute playing Lord Krishna, but we are also the same people who idealise and following the same Lord Krishna who carries the Sudarshan Chakra."

The two countries -- India and China -- have been involved in talks to ease the ongoing border tensions since last month.

Lauding the bravery displayed by the soldiers, the Prime Minister said: "The bravery that you and your compatriots showed, a message has gone to the world about India's strength."

"Your courage is higher than the heights where you are posted today," he added.

"Atmanirbhar Bharat ka sankalp aapke tyag, balidan, pursharth ke karan aur bhi mazbut hai,"(The determination of self-reliant India gets strengthened from your sacrifice and courage)," the Prime Minister said.

The soldiers were observed maintaining social distancing while PM Modi's address here.

PM Modi on Friday made a surprise visit to Ladakh and was briefed by senior officers at Nimmoo amid ongoing tension with China. The Prime Minister was accompanied by Chief of Defence Staff (CDS) General Bipin Rawat and Army Chief General Manoj Mukund Naravane.

He reached Nimmoo, early morning today and interacted with Army, Air Force and ITBP personnel.

Located at 11,000 feet, this is among the tough terrains, surrounded by Zanskar range and on the banks of the Indus.

Sources had earlier informed about CDS Rawat's visit to Leh today. General Rawat's visit holds importance since it comes in the wake of Defence Minister Rajnath Singh's visit to Ladakh being rescheduled.

Earlier, the Defence Minister was scheduled to visit Ladakh today to review the preparedness of the army amid the ongoing standoff with China.

The situation at the India-China border remains tense after 20 Indian soldiers lost their lives in a violent face-off in the Galwan valley on June 15-16 when Chinese troops attempted to unilaterally change the status quo during the de-escalation. India and China have been involved in talks to ease the ongoing border tensions since last month.
