New Delhi, Jan 19: The Enforcement Directorate (ED) has attached fresh assets worth Rs 16.40 crore in connection with its money-laundering probe against controversial Islamic preacher Zakir Naik, it said on Saturday.

The Enforcement Directorate (ED), in a statement, said it had issued a provisional order for attachment of assets registered in the name of Naik's family members, located in Mumbai and Pune, under the Prevention of Money Laundering Act (PMLA).

The estimated value of the immovable assets was Rs 16.40 crore, the central probe agency said.

The ED identified the properties as Fatima Heights and Aafiyah Heights in Mumbai, an unnamed project in the Bhandup area of Maharashtra's capital city and a project named Engracia in Pune.

"In order to disguise the origin of funds and real ownership of the properties, the initial payments made from Naik's bank account were refunded and diverted to the accounts of his wife, son and niece and re-routed again for the purpose of making bookings in the name of the family members rather than Naik,'' the ED said.

"This has been revealed from the money trail established by the ED," the agency said.

The ED had registered a criminal case against Naik and others in December 2016 after taking cognisance of a National Investigation Agency (NIA) complaint filed under the Unlawful Activities Prevention Act (UAPA).

The NIA had also filed a charge sheet against Naik and others before a Mumbai court in October 2017.

Quoting the NIA charge sheet, the ED said Naik "deliberately and maliciously insulted the religious beliefs of Hindus, Christians and non-Wahabi Muslims, particularly the Shias, Sufis and the Barelwis, with the intention of outraging their religious feelings".

It said Naik's organisation, the Islamic Research Foundation, and Ms Harmony Media "have been instrumental in the maximum circulation of such incriminating speeches".

"For such activities, the accused (Naik) was receiving funds from IRF as well as other unknown sources," the ED claimed.

This is the third such attachment by the ED in the case and with the latest order, the total value of assets attached by the agency stands at Rs 50.49 crore.

The ED, which functions under the Union finance ministry, is looking into the charges of laundering of illegal funds in the case and the subsequent proceeds of crime thus generated.

The attachment of assets action under the PMLA is aimed to deprive the accused of taking benefits of his ill-gotten wealth and such an order gets confirmed after an order is passed by the Adjudicating Authority of the PMLA within 180 days.

The ED said the probe against Naik, said to be based in Malaysia at present, was continuing.

Days after Twitter accounts of several billionaires were hacked to engineer a crypto scam, Twitter on Saturday said it is embarrassed, disappointed and, more than anything, sorry for what happened with some of its high-profile users as attackers successfully manipulated its employees and used their credentials to access internal systems, including getting through the two-factor protections.

In the first detailed summary of the "social engineering attack" via a crypto scam that hit at least 130 users this week, Twitter said for 45 of those accounts, the attackers were able to initiate a password reset, login to the account and send Tweets.

"We are continuing our forensic review of all of the accounts to confirm all actions that may have been taken. In addition, we believe they may have attempted to sell some of the usernames," the micro-blogging platform said in a statement.

For up to eight of the Twitter accounts involved, the attackers took the additional step of downloading the account's information via "Your Twitter Data" tool.

This is a tool that is meant to provide an account owner with a summary of their Twitter account details and activity.

"We are reaching out directly to any account owner where we know this to be true. None of the eight were verified accounts," said Twitter.

The company said the attackers were not able to view previous account passwords, as those are not stored in plain text or available through the tools used in the attack.

"Attackers were able to view personal information including email addresses and phone numbers, which are displayed to some users of our internal support tools," informed Twitter.

In cases where an account was taken over by the attacker, they may have been able to view additional information, Twitter added, saying its forensic investigation of these activities was still ongoing.

"We are actively working on communicating directly with the account-holders that were impacted".

The company said it will soon restore access for all account owners who may still be locked out as a result of the remediation efforts.

The New York Times reported on Friday that the Twitter crypto scam can be traced back to a group of hackers who congregate online at OGusers.com, a username-swapping community where people buy and sell coveted online handles.

The report said that the Twitter hack is not from Russian, Chinese or North Korean hackers but was done by a group of young people, "one of whom says he lives at home with his mother".

New Delhi, Apr 15: The Union Health Ministry has identified 170 districts as COVID-19 hotspots and 207 districts as potential hotspots, officials said on Wednesday, reiterating that there has been no community transmission of the disease in the country so far.

Addressing the daily briefing to provide updates on coronavirus situation in the country, Joint Secretary in the Ministry of Health Lav Agarwal said that states have been asked to classify districts which have reported a higher number of cases as hotspots, the districts where cases have been reported as non-hotspots, and green zones where no cases have been reported.

"Hotspots are those districts which are reporting more number of cases or where the rate of growth of COVID-19 cases is high," Agarwal said, adding a detailed direction has been issued to states stating consolidated efforts are required to utilise this period of lockdown to curb the spread of the virus.

"Cabinet secretary held a video conference today with all chief secretaries, DGPs, health secretaries, collectors, SPs, municipal commissioners and CMOs where hotspots were discussed and orientation on field level implementation of containment strategy was given.

"They were told about large outbreak containment strategies, cluster containment strategies. Delineation of buffer and containment zone, parameter mapping, defining of entry and exit points were also discussed in detail," he said.

The joint secretary said movement of people will not be allowed in containment zones except for those related with essential services and special teams will search for new cases and samples will be collected and tested as per sampling criteria.

The officials said that health facilities in buffer zone outside the containment zone will be oriented and people facing SARI and influenza-like symptoms will be tested there.

"Special teams have been formed which will work in containment zone and do contact tracing and house-to-house surveys. Cases of fever, cough and breathlessness will be identified in the survey and requisite action will be taken as per protocol," Agarwal said, adding that there has been no community transmissions so far but some local outbreaks.

The total number of COVID-19 cases in India has risen to 11,439 with 1,076 fresh cases reported in the last 24 hours while the death toll stands at 377, the ministry official said.
